The battle between Aruto Hiden and Horobi sparks a war between humanity and Humagears! Nevertheless, the conclusion that was reached resulted in Aruto having no choice but to directly fight against Horobi! Horobi, who has now also obtained the power of the Ark, transforms into a new Rider in order to defeat Aruto! This new Rider is now on the same level as Ark-One himself!

Episode Trope:

  • All for Nothing: What As's original plan ends up coming to. With Aruto finally letting go of his malice for Horobi and Horobi admitting his mistakes, both sides end up letting go of their revenge once and for all - the exact opposite of what As wanted.
  • Back to Base Form: To book end the TV series, the final form that Aruto uses is essentially an enhanced version of Zero-One's Rising Hopper form, his first form.
  • Bittersweet Ending: The conflict between humanity and HumaGears may have been averted, and Jin was successfully revived, but Aruto still lost the original Is. Even though she was rebuilt, she's not the same Is as before and lacks the memories the original had, but Aruto is willing to teach her everything over again from scratch, including his catchphrase. Also, As is still out there, and she gives S the means to become Kamen Rider Eden, setting up for The Movie.
  • Book Ends: A few things happen in this episode that tie back into the first episode:
    • As mentioned, the last form Aruto uses, Realizing Hopper, visually looks like Rising Hopper, his first form.
    • Aruto leads into a flurry of kicks finisher with his one liner, "There's only one person who can stop you: Me!"
    • Fuwa breaks glass in order to reach something, only this time helping someone out of a car crash instead of trying to access the ShotRiser.
    • The first time Aruto equips the Zero-One Driver, Is teaches Aruto how to fight as Zero-One. At the end of the episode, Aruto equips the Zero-One Driver to teach the newly rebuilt Is everything she learned from their adventures together, starting with his gags and his catchphrase.
  • Breaking Old Trends: Unlike some previous Kamen Rider series where the protagonist inexplicably use their underpowered first forms to beat their respective overpowered final bosses, Aruto instead gains a new form that only happens to look like his first form as Zero-One but has stats that are only slightly weaker than his Final Form, Zero-Two.
  • De-power: First, Aruto's Ark-Driver One and Ark-One Key is destroyed by Horobi's Hatred Impact, effectively ending Aruto's time as Ark-One. Then, it's turned around when Horobi's Zetsumetsu Driver and Ark-Scorpion Key is destroyed by Zero-One's Realizing Impact. It's telling they lose their devices powered by their malice and associated with the Ark once their users accept what they've done, let go of their malice, and let their victims land a direct hit.
  • 11th-Hour Superpower: The Rising Hopper Progrise Key got an upgrade thanks to the bond of Is and Aruto into the Realizing Hopper Progrise Key, which Aruto as Zero-One proceeds to use to defeat Ark-Scorpion.
  • Earn Your Happy Ending: Oh hell yeah.
    • Aruto is fully back as the president of Hiden Intelligence.
    • Raiden is reunited with Subaru, ready to take on his next adventure with his brother.
    • Yua invites Naki to work with A.I.M.S. as a support HumaGear. While the others are confused at first, Yua reassures them that humans and HumaGears can work together, ending her speech by saying that they are all Kamen Riders.
    • Fuwa is working as an independent Kamen Rider, working to defend the city and its people in any way he can.
    • Jin and Horobi are both alive, with Jin wholeheartedly calling Horobi "dad". Horobi takes it in complete stride.
    • Is is fully rebuilt - albeit without her memory. Aruto takes it upon himself to reteach her all of the things he wants her to know, starting with his signature catchphrase. The show ends with the both of them in Zea, trying to perfect the timing of Aruto's catchphrase.
  • Easily Forgiven: Despite being a terrorist looking to Kill All Humans not long before, Horobi is in the end allowed to go completely free without supervision.
  • Get A Hold Of Yourself Man:
    • Soreo does an encouraging version of this when Aruto is confused on what to do with Horobi.
    • Aruto does this to Horobi for him to get him to understand that the pain that he's feeling is okay and he needs to let go of it. Unlike his previous attempts to get through to Horobi, it works, which allows the both of them to finally let go of their malice and give up on revenge.
  • I Let You Win: As Jin informs As, Aruto lets Horobi defeat him as Ark-One, destroying the Ark-Driver One in the process, allowing him to finally let go of his hatred and begin reaching Horobi.
  • New Powers as the Plot Demands: The Zero-Two Driver reveals that, like the Ark-Driver Zero, its capable of 3D printing gear itself, as after Aruto's talk with Soreo, it creates another Zero-One Driver on the spot.
  • Redemption Earns Life: After being defeated by Realizing Hopper, Horobi questions why Aruto doesn't end his life, to which Aruto answers that it isn't necessary (since Horobi now understands the weight of his actions up to now and is willing to turn over a new leaf).
  • Replacement Goldfish: Aruto ends up building another Is in memory of the original.
  • Sequel Hook: The penultimate scene is As giving S the means to become Kamen Rider Eden, setting up for The Movie.
  • Suicide by Cop: Horobi, after accepting that its his fault that Jin died and that he done worse in killing Aruto's multiple loved ones, lets himself take the full brunt of Aruto's last Realizing Impact Rider Kick straight on. He's notably surprised that Aruto, as noted above, has let him live.
  • Symbolic Distance: The finale lacks an opening and instead adds a unique eyecatch early into the episode that depicts Aruto and Horobi standing in a scorched hellscape with their backs to one another — symbolizing their current hatred toward each other...and the damage their fighting has the potential to cause.
  • This Cannot Be!: As has a moment of this when she realizes that Aruto and Horobi are overcoming the Cycle of Revenge she set up between them.
    As: "No way."
  • Wham Shot: It turns out As is still on the loose, and uses the data that she got from both Ark-One and Ark-Scorpion to create a new Progrise Key that she hands over to a mysterious individual named S that later turns into Kamen Rider Eden.
