Sento: A war has broken out between Touto and Hokuto over the immense energy within the Pandora Box. Kamen Rider Build, Kiryu Sento, decides to risk his life defending Touto from Hokuto's Kamen Rider Grease and his three lackeys.

Utsumi: It seems the Sclash Driver really is the key.

Sento: Um.. who are you?

Utsumi: Utsumi...

Sento: The cyborg?!

Utsumi: No! That's just a name you stuck me with.

Ryuga: Wait, didn't you die...?

Sento: Oh, so you're a cyborg after all!

Utsumi: No! Episode 19 will explain.

• Anti-Villain: The main reason the three crows are fighting for Hokuto is to support their families and help Kazumi, who were his workers on a farm.
• Benevolent Boss: Turns out Kazumi was this to the Three Crows before the Sky Wall incident. They were workers on his farm, but Hokuto's agriculture changes following the incident convinced him to use all his money to support their families and later enlisted them in the military to be turned into weapons for the government. He's seriously concerned for them after they undergo the Hazard Trigger upgrade.
• Deadly Upgrade: Akaba, Aoba, and Kiba undergo a transformation into their Hazard Forms thanks to Blood Stalk's use of the Hazard Trigger. It makes them immensely powerful and their Power Levels are above Rabbit Tank Sparkling, but since they are Smash, the Smash host will die if they get defeated.
• Hazy-Feel Turn: Nariaki has now joined Nanba Heavy Industries and is working with the weapons development for Hokuto's forces. Gentoku isn't pleased, especially since Faust is now becoming a small player in the midst of the war.
• Mid-Battle Tea Break: Blood Stalk makes his casual humorous return to the battlefield, barging in and ending the battle between the Touto Riders and Hokuto's Three Crows in order to access everyone's Hazard Level. After which, he tells them to retreat under orders from Prime Minister Yoshiko.
• Power Levels: Humorously enough, Blood Stalk cuts in the battle between Build & Cross-Z Charge vs the Crows and tags everyone to figure out their Hazard Levels. Kiba is the weakest at 3.6, Akaba and Aoba are at 3.7 (Sento's level when angered while in base Rabbit Tank), and Sento in Rabbit Tank Sparkling is 3.9. The minimum Hazard Level required to use the Sclash Driver is 4.0, which is Ryuga's current level, while Kazumi's is the highest at 4.2.
