When a known criminal is finally arrested after years of being on the run, Joe confesses to Peter and Quagmire that the former fugitive was actually the man who shot him. But when the fugitive goes on the run again, Joe, Peter, and Quagmire team up to nab him again.

- Awkward Stoplight Moment: After Peter, Quagmire, and Joe escape from some corrupt cops and steal their police car, they stop at a stoplight where another police car stops next to them. When the cops notice the guys aren't in police uniform they ask them if they're real cops. When Peter asks them if they're real cops, they panic and reveal they're not actually cops either and quickly drive off.
- But for Me, It Was Tuesday: Briggs mentions he doesn't know who Joe is.
- Camp Gay: A cutaway reveals Peter to be on a plane with a Skyjacker.
Voiced by Jim Parsons, no less. - Confirm Before Reveal: While in the strip club, Peter notices something off-screen and asks Quagmire if he's been in Atlantic City before. When Quagmire confirms he was once 20 years ago and he asks why, the camera cuts to a pair of twin strippers who resemble Quagmire while having a high-pitch voice, indicating they're his illegitimate daughters.
- Department of Redundancy Department: This is how Bobby Briggs found out that Joe was working as an undercover cop before he shot him.
- Dirty Cop: Officer Flannigan, who helped Bobby Briggs stay hidden and refused to put Joe on the case, knowing how much Joe wanted to track him down.
- Rape as Backstory: The stripper Quagmire interrogates mentions she was sexually abused by her father. Quagmire says he already knew that.
- Retcon: As it turns out, Joe made up his fight with the Grinch in "A Hero Sits Next Door" and that the reason for his disability is because he was shot by Bobby Briggs. This creates something of a Plot Hole since he was only shown being shot in the legs and not the spine, yet still gets lots of impotence and incontinence jokes.
- Shout-Out: Quagmire uses the "Vulcan v-meld" when interrogating the stripper.
- Swiss-Army Appendage: Quagmire apparently has a Swiss Army Penis, complete with a blowtorch that his STDs help to burn brighter.
- Taken Off the Case: The police chief denies Joe permission to be on the case because it's too personal for him, instead giving the case to two cops who don't care about it at all. Joe ends up carrying out the case on his own, with help from Peter and Quagmire.
- Take That!: Quagmire mentions that KC and the Sunshine Band is playing a concert. Peter responds "Why?"
- Wham Line: at the beginning of the episode, where the guys at the Drunken Clam watch Quahog 5 News, Tom Tucker reports a wanted fugitive by the name of Bobby "The Shirt" Briggs was finally caught after 15 years of being free. Joe breaks down, revealing the whole story about The Grinch being the one who crippled him was a lie, as we learn who the real culprit was:
Joe: Oh, my God, I don't believe it. They finally got that son of a bitch, Briggs.
Quagmire: You know that guy?
Joe: You're damn right, I do! Bobby Briggs is the one who put me in this wheelchair!
