Chief Marquez sends Frank and the player to represent the police force in a Serbian wedding between Steve Srebnik and Manka Radich, where they find the body of Radovan Radich, Manka's father, impaled on a wedding decoration and with his lungs missing.

Tropes:

  • Absolute Xenophobe: Tom Zhang, the killer, loathes anyone who isn't Chinese, to the point he fantasized about torturing his non-Chinese clients with his massages.
  • Alliterative Name: The victim, Radovan Radich, and his son in-law, Steve Srebnik.
  • Big Eater: The only reason why Frank is interested in the wedding is because of the buffet.
    Frank: Great! The bride and groom have said "yes" to one another, now we can get to the interesting part: the buffet! I hope Serbian food is tasty!
  • The Bus Came Back: Ramirez from the Grimsborough Police Department reappears in this case, now working as a private detective in Pacific Bay.
  • Continuity Cameo: A drawing of Jones appears in Ramirez's notebook.
  • Continuity Nod:
  • Dating What Daddy Hates: Radovan disapproved Manka marrying Steve, hence why he signed up Steve to multiple dating sites just so he could meet someone else.
  • Foreshadowing: Frank notices how strange is that another victim has had their organs removed after being murdered.
  • I Just Want to Have Friends: Tom murdered Rodovan because he didn't have any friends, so he thought that killing an important member of the Serbian community (who are friends with the Russians) would get him to be noticed by his fellow Chinese people.
    Tom: I just wanted the Chinese gang to notice me! I want so badly to belong somewhere! You don't know what it's like, being this lonely!
    Killing a Serbian, a friend of the Russians, in front of hundreds of people, including Chinese leaders... That would get me noticed for sure!!
  • Impaled with Extreme Prejudice: The victim was killed by being impaled on a giant heart serving as a wedding decoration.
  • Iron Lady: This case introduces Sue Xiong, a marketplace administrator and leader of the Chinese community in Inner City with a no-nonsense attitude to match.
  • It's All About Me: Manka, who fully believes her father decided to die during her wedding just to embarrass her.
    Manka: <Player's Name>, when I told you to find him, I meant alive! Why is the police at my wedding if you can't keep Papa from embarrassing me in front of the guests?
    Papa has let me down all my life. But getting himself killed on my wedding day, this really takes the cake!
  • Lady in a Power Suit: Sue Xiong, an Iron Lady, appears wearing a Chinese-styled business suit.
  • Love at First Sight: Frank falls in love with Sue during your first interrogation with her.
    Frank: Wow. This woman is hot! Did you notice she compared me to James Bond? She was totally flirting with me!
  • Mistaken for Pedophile: Frank mistakes Ramirez for this after he claims that following Ahmet was part of his job.
    Ramirez: I'm sorry I followed you, but I was just doing my job!
    Frank: Your job consists in following little kids around? Look, buddy...
    Ramirez: It's not what it sounds like!
  • Only One Name: Ahmet. Justified, since he's an orphan.
  • Paper-Thin Disguise: Ahmet is convinced that a giant pineapple is following him, even though it clearly is Ramirez in a costume.
  • Pragmatic Villainy: Despite being at odds with the Serbians due to their affiliations with the Russians, Sue still sent a wedding gift to the wedding after Radovan invited her due to him being a business partner.
    Frank: A-ha! You wanted something from Radovan, didn't you! I bet you were trying to play off the Serbians against the Russians!
    Sue: <Player's Name>, your partner watches too many James Bond movies. Do you think I'm a Chinese agent seeking to start a war? That's very flattering.
    But I'm afraid my life is less glamorous: I simply make business deals. Radovan was a shopkeeper, and therefore a partner.
  • Reformed Criminal: As we learn in this case, Hannah used to be part of Inner Chaos as a hacker, but was arrested and offered a job in the Police Department by Chief Marquez.
  • The Reveal: Hannah used to be part of Inner Chaos, the Bomb-Throwing Anarchists group that terrorized Inner City years before she joined the Police Department. And now they're trying to reach out for her again.
  • Shout-Out:
  • Sitcom Archnemesis: Frank and Russell continue showing shades of this during their interactions with each other.
    Russell: What happened to Frank, <Player's Name>? He sounds more clinically grumpy than usual. Drag him out to the sunlight, he needs to synthesize some serotonin.
    Frank: Drop dead, Russell!
  • Street Urchin: Ahmet, a Turkish kid known for shoplifting around the district, including from the victim's store. Rodovan also wanted to enroll him in school against his wishes.
  • Worst Wedding Ever: For Manka, whose father ended up being murdered during it.
  • You Are Fat: Ahmet insults Frank by calling him old and fat before running off.
    Frank: He didn't mean it, did he? Am I old and fat? I could totally catch him, <Player's Name>!
