Tilt

A camera move, in which the camera stays still, but looks up or down. Nod your head.

Go on.

You just did a tilt.

A tilt along the horizontal axis of the camera (as nodding your head) is, in some contexts, called "pitch".

Moving the camera side to side (shaking your head) is a Pan.

A tilt along the axis of the lens (as is used to produce the Dutch Angle) is called "roll". Featured in 2001: A Space Odyssey, and likewise parodied in Mystery Science Theater 3000: The Movie.

Not to be confused with the anti-cheating measures used in Pinball games, unless you mean the film of the same name, in which it is a recurring motif. Also not to be confused with the poker or gaming term which describes a player letting emotions cloud better judgement and as a result play worse.
