Why has nothing been done about these bullies yet?
A teacher intervenes at one point but doesn't think to punish them.

Would somebody not threaten them in their superhero form?

Freddie already tells people that he hangs around with superheroes so he can't be that worried about it jeopardising his secret identity.

Finally, I don't think the other students would tolerate people physically beating a disabled child.

  • Sadly turning a blind eye to bullying is something some schools(and students) do and it has disastrous consequences. Superheroes threatening kids would look good and until those superheroes intervene the bullies think they have a pass. It also doesn't help that Freddy has a mouth. Basically this is the wrong place to find sympathy or the city has a lack of empathy(like how the bridge was not the Shazam families fault).
    • Definitely the latter. Philly is just like that.

Why was Anne even going to school at Fawcett Central at all?
The best I can think of is that she had heard—somehow—about superheroes having visited the school before to have lunch with a kid, figured out at least one of them were the Champions that the Daughters of Atlas were looking for, and decided to try to befriend that kid in the hopes of meeting the heroes through him...? But that seems like a very roundabout way to find the Champions as opposed to just showing up and wrecking some shit in Philly to get their attention, since they would definitely come to the rescue in their own hometown, and that would have been faster and far more direct.
  • Anne is clearly the more diplomatic of the three sisters, so tracking down clues in a non-violent way would be very much her style. The first thing she asks about is "the kids who was friends with super heroes" so she's trying to find a way that isn't about blowing things up. And, you know, it clearly worked.
  • Also, remember the "one rule" that's a such cause of friction in the film: "All or none." If the sisters have been studying the Champions, they would have learned that when there's a disaster, they ALL show up, and even with their power, taking them all on and being outnumbered two-to-one isn't the smartest play. Instead, find a way to get just one of them to show up, and "Anne" flirting with "the kid who has lunch with superheroes" accomplished that. She obviously didn't think Freddy was one of the Champions, but could get one of them there in a bid to impress her.
