Headscratchers / Scanners

Revok is supposed to be leading a radical group of rogue Scanners, but why are all his henchmen using guns? You'd think Psychic Powers would make it easier to subdue their Scanner enemies. It's possible these guys are working under Keller and just on loan to Revok, but at one point Revok seems to telepathically message them, which implies at least some of them are Scanners.
