Why is Maddie’s fate left the way it is when both Esme and Sophie were resurrected and they are unambiguously clones of Emma. Laura has a more ambiguous situation and neither she nor Scout have died so that leaves the resurrection question moot for them any way but Esme and Sophie had been long dead by the time and were among the first brought back.
Laura has been retconned to be basically a test-tube baby on account of having dna from Sarah Kinney as well as Logan. However, I suppose her clone wouldn't qualify. Then again, the blatant hypocrisy with reviving the Cuckoos goes to show that the Council does what it wants, otherwise I doubt Emma would have let them nix resurrection of clones.
The Cuckoos are not just clones of Emma, they are products of Weapon Plus, and various writers have gone back and forth over whether or not they are a hive mind. Whatever else they are, they cannot be just clones of Emma - Emma dyes her hair, while the Cuckoos are naturally blond.
Alternate reality mutant
Where does this leave people like Bishop and Rachel? Additionally where does it leave alternate reality versions of mutants that already exist in 616.
Most likely, they will make up excuses for resurrecting people they want around. Maybe people from the future won't even count as "alternate reality", since no one can know they won't be born in the current timeline.
