The Camera Obscura in the Fatal Frame series had a backstory explaining its supernatural capabilities. But in DreadOut, how can a normal smartphone, and a normal DLSR exorcise ghosts in the first place?

If it is an abandoned town, then there should be no electricity, but try going to the park before entering the school in night of the first Act, some of the lampposts in the park are lit.
IIRC, there are some towns that still have electricity per law. At least, in the country I live in, or maybe a case of A Wizard Did It.
After the night-time train car scene in Act 2, the player character walks into a dark hallway. Seconds later, the next stage loads without any cutscene, continuing the game in a garden during the morning, and having no traces of the previously-entered hallway.
Why did Ms. Siska agree to enter the clearly abandoned town, let alone explore it?
