They never showed Truck 46 getting repaired during the course of the chemical fire scene. It's more likely that the crew aboard were able to leave the scene once the police or a tow truck arrived while they proceeded to the chemical plant fire.
But it appears at the end of the film. It should be repaired.
Also, they arrived with Brian. The chemical plant was just on the other side of the bridge.

Did Adcox really mean it:
Did Adcox really mean it that the fire that got Tim injured really didn’t mean to happen? He was responsible for the arsons.
It's less about Adcox not meaning to commit arson, and more that the fires weren't supposed to hurt other firefighters. The other fires essentially blew themselves out, but Adcox hadn't anticipated the second set of doors in the high-rise that essentially created a second backdraft for 17. Note that he was essentially begging Bull at the third fire, "Don't go splitting us up again man!" He knew Bull would charge the fire head-on and risk getting someone killed.
