During Pokemon Conquest, The Mob needed to link with Arceus, which required rapid but precisely timed button presses, which would've been impossible in both anarchy AND democracy. The Streamer intervened, inputting the button presses himself. Well, of course! Arceus IS Streamer! If The Mob linked with Arceus by themselves, that would imply that they have influence and control over The Streamer. And nobody can control The Streamer but The Streamer himself.
In the "Twitch Dates Pokemon", you play as Burrito. It makes sense that a pokemon who'd use Attract on everyone would be the main character of a dating sim game.
