While the Graves siblings, Ashley in particular are really no decent people, the actions they've done over the course of Chapter 1 is the only way one can realistically escape the apartment and not die. The apartment Wardens are ordered by ToxiSoda to forcefully starve people to death and harvest their organs by sealing the apartment off under the premise of an outbreak, and they definitely enjoyed seeing people starve to death rather than being simply indifferent like the Graves's parents, so they won't help anyone from escaping at all. Therefore, either the Graves siblings die alongside nearly everyone else, or the Wardens die for them to make the escape.
With the reveal that soul-stealing leaves the victim an Empty Shell the fate of warden Dave becomes much darker in retrospect; he either suffocated while lying face-down on the floor, died of dehydration in the week after the siblings escaped, was killed in the fire that consumed the apartment block or was found by the conspiracy and had his body removed from the building - and may be still alive somewhere.
It seems counter-intuitive for ToxiSoda to release and substantially pay off the Graves parents (and presumably many others) if the purpose of the Organ Theft conspiracy was to make money. Even accounting for the apparent scale of their operations, considering the cost to establish and maintain plausible deniability for each harvest it seems unlikely Greed is the driving factor. If not for money, then for what nefarious purpose doestheSurgeon at the head of ToxiSoda need so many organs?
