Yeah, that's pretty much what 1 Charisma looks like.
A Naruto/Fallout Self-Insert Fic. Can be read here and here on Space Battles, or here on Questionable Questing.

Shimoda Daisuke, once a normal human from Earth, dies and is reborn in Konoha, a year before Naruto. And he is given the stats and ability to level from Fallout: New Vegas. Complete with things like quests, perks and loot drops. Beautiful insanity ensues.

Shinobi the RPG contains examples of:

  • Always Second Best: Hisako and Nichiren are fine ninja in their own right, even ahead of the curve, but neither of them is a combat monster like Daisuke.
  • Berserk Button: For Daisuke, being called a child. This is due to him being a reincarnate and remembering full well that he used to be an adult. It also prevents him from responding to romantic gestures by both Ino and Hisako, because he can never forget that they're teenagers.
  • Big Bad: Victor, another Gamer who placed Daisuke in the world of Naruto, and is unhappy with the result.
  • Blood Knight: Daisuke tends to see enemies merely as blood-filled bags of loot and exp. This is understandably concerning to his peers and military superiors.
    • Later, he seems to have improved thanks to Almost Perfect and as a result has gone in the other direction, considering other ninja to be bloodthirsty psychopaths.
  • Brainy Baby: Daisuke was born with the full awareness and memories of an adult, even if he had to figure out the language himself.
  • The Call Knows Where You Live: After Daisuke refuses to play the game his friends vanish into a dungeon level with a conspicuous Fallout theme, compelling him to save them.
  • Can't Catch Up: No matter how hard she works, no matter how hard she tries, Hisako will never be as good as Daisuke. How she reacts to this at various stages reflects her Character Development.
  • Character Catchphrase: Whenever the game tells Daisuke he's failed any kind of skill or stat check, he responds with "Shut up, game."
  • Cheat Code: An omake showed what would have happened if Daisuke had access to console commands. Later, Victor is revealed to have these.
  • Child Soldiers: Shinobi in general.
  • Critical Hit: Daisuke's max luck leads to increased chance of this. Notably, in the academy he's almost completely unable to hit a stationary target, but once in every four or five throws will score a perfect bullseye with enough force that yanking out the kunai yanks out part of the target with it.
  • Culture Clash: Daisuke is at first freaked out by the idea of child soldiers, while his treating life like a videogame is deeply concerning to everyone who knows him.
    • This only gets worse as the story progresses, and Daisuke has his nose rubbed in how wrong his attitude and actions have been by the standards of his old life.
  • Cutscene Incompetence: Happens once to Daisuke when he is ambushed, speared in the back with a trident and dragged into the watery depths by a fishman angler, while pop-ups inform him that he failed his Perception check and Failure Is the Only Option.
  • Death Seeker: At one point, Kakashi and the Hokage conclude Daisuke is this because of his consistently reckless behavior.
  • Disc-One Nuke: Daisuke maxes out his INT score at chargen, and maxes out his chakra control, ninjutsu and taijutsu fairly early. This makes him a combat monster who can invent new jutsu on the fly, but doesn't help with his interpersonal issues and unfortunately, at least a couple of enemies scale up to him.
  • Door to Before: Lampshaded right after the Behemoth fight;
Daisuke: You know, I never really thought what a dungeon's 'door to before' would look like in real life. But now that I've seen it, I can truly say that it's freaking bizarre. It's just a long tunnel with a ladder going up.
  • Dump Stat: Charisma, and does he ever pay for it. It turns out if you want to live in a world filled with people and not Non Player Characters, interacting with them will have to happen at some point.
  • Drama-Preserving Handicap: After Daisuke reaches Level 30, buys the Almost Perfect perk and uses the six stat boosting syringes, he quickly grinds his way to Level 50 and maxes out all of his skills. At that point, he is so overpowered that the story becomes less about whether he will survive/win his current fight or mission, but examining how his choices affect his life and the personal drama of his friends.
  • Driven to Suicide: An infant Daisuke tries to kill himself during the Kyuubi attack, as much from fear that he will derail canon and cost the world its happy ending as to just escape. When he regains his right mind he is understandably rattled by this.
  • Easy Exp: Inventing new jutsu, something that becomes incredibly easy once he gains perfect chakra control - the first skill he maxes out.
  • Eldritch Abomination: Daisuke calls himself a minor one in the Organ Trail quest, most likely as a joke on his Gamer powers.
  • Epiphany Therapy: As in canon, Naruto is really good at dishing these out, particularly to his first and best friend, Daisuke. Ayame isn't half bad at this either, and Danjuro's one heart-to-heart with Daisuke did more than anything to get Daisuke to think of life beyond exp and level-grinding.
  • Evil Counterpart: Word of God states that Victor was a min-maxing Gamer like Daisuke, but that he maxed out his Charisma instead of making it his dump stat. Victor also believes that life should have been fair for him, in contrast with Daisuke's belief that fairness is relative.
  • Experience Points: For a long time, Daisuke virtually lives to gain Exp.
  • Exponential Potential: Daisuke has combat jutsu for each element, multiple combination elements, chakra strings, chakra slide, Rasegan and likely variants, sealing, stealth, medical and even lockpick jutsu. At this point, he probably needs that 10 INT just to keep track of all his abilities.
  • Face–Heel Turn: Daisuke? Certainly seemed implied in a bit later retconned. Either way, Daisuke has effectively deserted Konoha after getting Almost Perfect, and is seeking a way back to the real world. Naruto has even left on a training trip, swearing to bring Daisuke back, so it seems with Sasuke staying in Konoha, Daisuke has more or less taken his role in the story.
  • Failure Is the Only Option: A couple of times Daisuke fails a perception/lore check and gets a popup saying "success not possible."
  • Freudian Excuse: Word of God states that Victor's Start of Darkness was when his loved ones died. With his maxed Charisma he felt the pain as keenly as if they had been his own deaths. The breaking point was when he got poor karma for avenging their deaths.
  • Game-Breaker: The interaction of Fallout mechanics and the realities of Naruto's world usually favors Daisuke. More and more as he levels, he becomes insanely powerful, especially for a ninja of his rank and experience.
    • Cell 13 is this in the Chunin Exams, to the point most outside parties assume they're far more experienced ninjas than they really are, slipped into the exam.
  • Genre Shift: Following Almost Perfect, Daisuke believes it's his moral imperative to reform the elemental nations according to his Western Values and with his power level, that has taken the fic from Shounen territory to the Uplift genre. Whether or not the shift or Daisuke's actions is a good thing is YMMV.
  • Gone Horribly Right: Daisuke finally gets Almost Perfect, which means he can recognize social cues, but it also makes him realize that his time in Konoha has turned him into a sociopath.
  • Hard Work Hardly Works: No amount of training will help Daisuke with his skills, for instance, his atrocious accuracy with thrown weapons never improves over his entire academy tenure, because he doesn't care to invest the points in it.
  • Heroic BSoD: Daisuke, after Almost Perfect.
  • He Who Fights Monsters: Pretty much all ninja, by dint of being Child Soldiers.
  • Hope Is Scary: Nothing could make Daisuke half as okay with his 1 CHA, as his anxiety over what would happen when he got over it.
  • Insistent Terminology: Daisuke keeps referring to Fallout: New Vegas when he thinks about his Sudden Game Interface, but the "You're SPECIAL" book, the tag skill exam, the stat-increasing syringes and the "Almost Perfect" perk - the quest for which defines his career as a Konoha nin - are from Fallout 3. His Level Cap is 50, however, which is from New Vegas.
  • Innocently Insensitive: Daisuke. Having a 1 in Charisma makes him naturally oblivious to other people's emotions and sensitive subjects. This works in reverse, as well; everyone except Naruto finds him inherently disturbing, as he has no ability to emote whatsoever.
  • Instant Expert: Daisuke can just put points into a skill to drastically improve, and his perfect chakra control lets him make up new jutsu in moments.
    • And averted to an extent, Daisuke still has to work for those points, after all.
  • Let's Split Up, Gang!: Daisuke is separated from his team with worrying regularity, particularly during all three early boss battles. Lampshaded by Kakashi and the Hokage, who are decidedly not amused by his tendency to charge into danger without backup.
  • Linear Warriors, Quadratic Wizards: In the beginning, Daisuke progresses little compared to his peers, because training doesn't improve his skills, only level-grinding. Once he starts going on missions and getting experience, he outpaces them but fast.
  • Mathematician's Answer: After Daisuke survives an explosion at close range, his opponent freaks out and asks what he is. His answer? "Durable." It's only when he later increases his charisma that he realises how that sounded.
  • Ninja Pirate Zombie Robot: Daisuke sees a cyborg ninja at one point, and gets very excited over how cool he is.
  • No Social Skills: Daisuke, once again reaping the fruits of that 1 Charisma.
  • One-Man Army: If Daisuke wasn't this before the Sewer Level, he certainly is after it.
    • Also Naruto, naturally. The cat-people even name him "Army of One."
  • One-Man Industrial Revolution: Once he reaches Level 50, Daisuke is not only a chakra and seal master, but knows how to build everything in the Fallout universe. He shares that knowledge rather freely, hoping to break the Ninja Villages' consolidation of power.
  • Only Friend: Naruto to Daisuke, for a very long time.
  • Only Sane Man: OC Nichiren, who is one of the first to state how odd Daisuke's game mechanics are and generally remarks on things that strike him as odd.
  • Perpetual Frowner: Implied to be the default state of Daisuke's face.
  • Person of Mass Destruction: Daisuke After discovering fission release
  • The Power of Friendship: Daisuke is learning slowly to trust and rely more on his friends, and less on his gaming skills.
  • Rage Against the Mentor: Daisuke, when taken off of missions until he can convince his superiors he's not suicidal.
  • Rare Candy: The syringes of serum from Orochimaru's lab provide a permanent +1 to each stat, much like Fallout bobbleheads. Daisuke saves them with the intent to reach Level 30 and buy the Almost Perfect perk, which will raise all his stats to 9, enabling the syringes to max out all his stats. And as he had Intelligence-10 since infancy, he still has the Intellgence-boosting syringe and a back-burner plan to replicate it.
  • Red Baron: Daisuke quickly becomes known as "the Second Professor".
  • Retcon: After the author, Fulcon, was unhappy how one massive chapter turned out, he rereleased it in three parts, with some more fleshing out And removed an extraneous fight scene that existed just to establish Daisuke would be the villain going forwards, at least in Konoha's eyes. From the comments, most readers seem to prefer the new version.
    • Following the poor reception of act 2 and it's conclusion, the author has decided a grand rewrite was in order and has thrown everything up to and including the chunin exams out for a fresh start.
  • RPG Mechanics 'Verse: Sort of the entire premise, Daisuke is a Fallout character in Naruto.
  • Sacrificed Basic Skill for Awesome Training: Daisuke, for the longest time had abysmal scores in stealth and thrown weapons, preferring to max out taijustsu and ninjutsu at the earliest opportunity. Now that he's hit the level cap and had points to burn, he seems to have revisited these skills.
  • Secret War: After being banned from missions until he can overcome his suicidal recklessness, Daisuke reverse-summons himself to the domain of the Penquins and helps them win a war. No character in Konoha is aware for some time.
  • Shell-Shocked Veteran: Most ninja are either this, or headed that way.
  • Ship Tease: Many and varied, mostly with original character Hisako, but Ino got into the game after it became clear how insanely overpowered he is.
  • Shout-Out: Many. To Fallout, other video games, The Penguins of Madagascar and this very wiki.
  • Stock Puzzle: After the Time Skip, Daisuke has abandoned the Shounen RPG his Sudden Game Interface was designed for in favor of uplifting the world and finding a way home. In retaliation, the ROB who brought him to the Elemental Nations kidnaps the Rookie Nine and drops them into a dungeon full of these; Towers of Hanoi, a Mad Marble Maze, etc.
  • Sudden Game Interface: In stages. In the womb, he chooses his gender. As a baby, Daisuke finds the "You're SPECIAL" book from Fallout 3 - he maxes out his Intelligence and Luck and makes Charisma his Dump Stat. As he grows up in an orphanage, he picks his name once Naruto asks for it. His first day of school acts as the G.O.A.T. - deciding his base skill aptitudes. After this point, he starts getting regular quests - the titles of which often acting as warnings.
  • Took a Level in Badass: All of Cell 13.
  • True Companions: Cell 13, and to a lesser extent the Konoha 12.
  • Unreliable Narrator: Daisuke's total obliviousness to human emotion and interactions makes him this where his team are concerned.
  • White Man's Burden: Level 50 Daisuke believes it is his moral imperative to educate and reform the Elemental Nations according to his Western morality.
