Vali Laufey
The main protagonist, directly descended from Loki Muspelheim. Because his demonic heritage is physically obvious, he was abandoned by relatives that were devoted to the Holy Senate, and taken in by Berg to serve as a soldier and fight for demon liberation. An encounter with a boy that's also named Loki leads to Vali being entrusted with the Heart of Yggdrasil, which can grant him the power to dominate the land and turn the new generation of goddesses, including his half-sister Brynhildr, into his corrupted subordinates.
- Ambiguously Related: To Brynhildr; although they're both descended from Loki and treat each other Like Brother and Sister, the exact point within the past 500 years when the Laufey and Asgard family lines split is kept ambiguous. Due to the Senate's interference, it's also unclear when the "Muspelheim" name was dropped.
- Spin-Offspring: Vali is a descendant of Loki and Tyrca.
- Villain Protagonist: Although he can choose a path that avoids corruption, one of his initial goals is to subjugate Brynhildr, his (more or less) own half-sister.
Linde Wezlung

The younger sister of Sieg, Vali's friend in the demon liberation army. She has a huge crush on Vali, to the point that she willingly sides with him over her brother and acts as a captain of Vali's forces, but worries that Vali is too interested in pursuing the goddesses to care about her desires.
- Always Second Best: She's worried that, given the power of the Goddesses compared to her own, Vali will never reciprocate her love.
- Draconic Humanoid: The dragon side of her bloodline manifests mainly with her tail and horns, otherwise appearing like an ordinary humanoid demon.
- Half-Human Hybrid: The Wezlung family tree is half-demon and half-dragon.
- The Lancer: She remains Vali's loyal #2 through thick and thin, if mainly out of affection.
Loki
- Voiced by: Harumi Asai
A mysterious boy that's oddly intelligent for his age, and may in fact be Loki Muspelheim himself, but is still treated as a child by Vali. He's responsible for entrusting Vali with the Heart of Yggdrasil, but his motivation for doing so is a mystery.
- Cassandra Truth: Vali treats him like the child he appears to be, not believing that Loki's his ancestor.
- Fountain of Youth: He's a younger-looking version of the original Loki, and one of the game's mysteries is learning how his appearance changed so drastically.
- Guest Fighter: Both of the forms he has in this game appear in Venus Blood -Hollow- as battle-only units, alongside both of his forms from Venus Blood -Frontier-.
- Previous Player-Character Cameo: Despite his current youthful appearance, he is the same Loki from Frontier.
- The Smart Guy: He serves as Vali's strategist.
- Wise Beyond His Years: Averted; Vali can remark that he serves as an excellent tactician despite being a mere child, but that's because Loki's actually much older than he looks.
Norns

A shrine maiden that was formerly a part of the Imperial Senate, but was imprisoned by them after opposing Vesla's desire for complete supremacy of the goddesses over the world's inhabitants. Despite Norns' soft demeanor, she has an inner strength that makes her hard to silence.
- Early-Bird Cameo: In the -Frontier- International remake, she makes an appearance if the Reign ending is achieved with Fana at 12 or more affection points, with Loki meeting her in an epilogue.
- Miko: Her duty before imprisonment was to act as one.
- Reincarnation: She's the reincarnation of Fena, Loki's former adjutant who died in a Heroic Sacrifice during the events of -Frontier-.
Brynhildr Asgard
- Voiced by: Maki Tomonaga
The Goddess who protects the Valhalla region that was formerly Odin's domain, who has a sibling-like relationship with Vali. She is descended from both Odin and Loki, but manifested divine power instead of demonic; this led to the Senate supporting her, making her a prime target for the demon liberation forces.
- Spin-Offspring: Is stated to be descended from Loki and Odin, though due to the Senate backing Nanna as Odin's successor because of Brynhildr's ancestry, her role is more akin to Tyrca's.
Fana
- Voiced by: Noriko Fujimoto
The Goddess who protects Jukai Helgrind, the southern region. Fana's an elite warrior descended from goddesses and dragons, who is also a member of a powerful noble family, but her manipulative mother-in-law Sigyn has led to Fana trying to estrange herself from them. Despite her reputation as a manly general, she has a secret desire to collect and wear adorable dresses.

- Tomboy with a Girly Streak: She hides her love of cute fashion, worried that it will make her seem weak. However, her corrupted form feels no shame in wearing lace and frills.
Flora
The goddess who protects Nakahara Gimlé, the farmland region. She's been able to secure peace in the territory by adopting the sons of influential leaders and plotting arranged marriages, securing her own stability in the process. While she has a reputation as a compassionate mother loved by her children, she's still a powerful warrior that can cause earthquakes on the battlefield.
- Action Mom: Although her children are all adopted, she is both a loving guardian as well as a powerful goddess.
- Dishing Out Dirt: Her elemental affinity, which lets her create quakes.
- Guest Fighter: She appears in Venus Blood -Gaia- International as a battle-only unit.
Ullr
- Voiced by: Yuri Takamura
The goddess of Yotunheim, the frigid northern region. She presents herself as an idol singer, using her music to give her people hope despite their predicament. While the land was formerly where exiled criminals were sent to, Ullr supports its recent transition to a technological nation that can broadcast and share her message to the whole world.
- Guest Fighter: She appears in Venus Blood -Hollow- as a battle-only unit, in Default, Corrupted, and Broken forms.
- Idol Singer: Her motif, giving comfort to her citizens through music and gaining their admiration in return.
- Verbal Tic: Ullr tends to end her statements with an "Urun ☆".
Nanna Odin II
- Voiced by: Miya Serizono
The youngest of the goddesses, who is being groomed by the Senate to take over as Odin's successor and ruler of her own holy empire. Despite being imbued with Odin's spirit and inheriting Odin's weapon, the multi-bladed Gungnir, Nanna can only control two of its blades. Nanna genuinely wants to be a leader that can make others happy, but this conflicts with a desire to play and enjoy the kind of fun that the Senate prevented her from having.

- I Just Want to Be Normal: Although she does understand the responsibility of her role and genuinely wants to be a benevolent leader, Nanna also wishes she had an ordinary upbringing full of love and happiness instead of Vesla's strict supervision.
Vesla
- Voiced by: Ryouko Tezuka
The leader of the Holy Senate, who wants to create a Holy Asgardian Empire in which the goddesses dominate all other races, especially demons. Her ancestors originally worked alongside Odin to assist in her affairs, but after Loki and Odin were no longer in power, they manipulated historical documents and erased Loki's contributions in order to seize control and advance an anti-demon agenda. Vesla also serves as a surrogate mother for Nanna, and struggles with Nanna's personal desires interfering with her grand ambition.
- Big Bad: Her Senate is entirely to blame for the current war between demons and goddesses.
- Parental Substitute: She's in charge of raising and educating Nanna, but isn't her actual mother.
Sigyn
- Voiced by: Rie Hazuki
Fana's mother-in-law, having manipulated Fana's father Ottel into marrying her soon after the death of his ex-wife Nifa. She pretends to be a chaste and wise woman, but she's secretly descended from a legendary Incubus, and is scheming to isolate Fana and take control of the Helgrind territory for herself.
- Bitch in Sheep's Clothing: She plays the role of a good wife while hiding her manipulations and desire for power.

Hermód El Baldr
- Voiced by: Mika Enoki
A prophet who wants to create her own Baldr Empire, founding it in Flora's territory of in Nakahara Gimlé. She immediately recognizes Vali's power and aligns herself with him; while he doubts some of her claims, it's clear that she possesses great power thanks to her magical bracelet Draupnir, and has gained many followers that are enamored by her energy.
- Famous Ancestor: She applies this to herself, as the founder of the empire from Venus Blood Empire.
- Seers: The power of Draupnir allows her to see the future, both immediate for combat advantages, and distant to help create her empire.
- Third Eye: Befitting her prophetical abilities, she has one.
Sieg Wezlung
- Voiced by: Takeaki Masuyama
Linde's brother. Although he and Vali become friends while in the demon liberation army, Sieg's draconic ancestors were always mere shadows to Loki's legacy, and he would rather compete with Vali to oppose the goddesses and unify the world instead of letting history repeat itself.
- Always Second Best: To Vali.
- Cain and Abel: Linde remains devoted to Vali's cause despite the goddesses overshadowing her, while Sieg's fear of being overshadowed by Vali himself drives them apart.
- Draconic Humanoid: Similar to his sister, he has some dragon features but primarily appears human.
- Evil Former Friend: Originally Vali's ally, they end up fighting to claim the title of Overlord.
- Half-Human Hybrid: He's half-demon, and half-dragon.
- History Repeats: Much like how his ancestor became a shadow to Loki, he's worried about becoming Vali's shadow, causing him to aspire for the top position.
Regin

A female swordsman wielding the legendary blade Gram, who becomes Sieg's adjutant after he rescues her in battle.
- Evil Counterpart: To Linde, Vali's prominent female adjutant.
- I Owe You My Life: She started serving Sieg after he saved her life, but her dedication to his cause has only intensified since then.
- Undying Loyalty: To Sieg.
Berg Freej
An aristocratic demon from the Nisveril territory. Recognizing the growing persecution of demons by the Holy Senate, he organized the demon liberation army in order to fight back, but was overwhelmed against the might of the goddesses. Since then, he's been biding his time and looking for an opportunity to strike back.
Jorm
- Voiced by: Yuki Sakata
A princess from eons past, who transformed into a giant snake while hibernating in a forest's depths, only to awaken by the sounds of a new war. Despite the danger of modern times, she's more interested in learning about odd things.
- Previous Player-Character Cameo: She's the only character clearly stated to be returning from Venus Blood -Frontier-, before revelations about Loki and Heimdall.
- She Is All Grown Up: The youngest of Overlord Loki's four cousins, she fell into a deep slumber after his reign began. When she wakes up during this game's events, she is notably more mature, in both appearance and personality.
Permafrost Reaper: Heimdall
- Voiced by: Minami Imaya
A mysterious, masked, doll-like girl located in Yotunheim, who leads an army of the undead and has gained a fearsome reputation. Her motivations are unclear, but she does appear to be pursing something.
- Cool Mask: Is constantly seen wearing a dark mask that covers her eyes and hides her identity.
- Secret Identity: She's actually Goddess Rigret from Frontier, even still wielding her old Divine Gear Gjallarhorn.
- Vapor Wear: Any full-body depiction of her would violate the Terms of Service for Safe-For-Work websites, due to how translucent her armor is.
Ymir
- Voiced by: Harumi Asai
An ancient goddess who sleeps in Yotunheim's frozen depths.
- Legacy Character: The original Ymir was Loki's male cousin. This Ymir's relation to that one is...a mystery.
Vidar
- Voiced by: Aoba Ringo
A new character revealed during the announcement of the International fundraising campaign. The daughter of Loki and Odin, whose life was endangered when the Senate came into power due to inheriting many of her father's demonic features. She's developed a pessimistic attitude from being ostracised, with a hidden rebellious spirit that wants to uncover the truth of why her parents seemingly abandoned her. She's lived in the same manor as Vali ever since Vali's other relatives abandoned him, and is happy that he treats her like a normal person.
- Born of Heaven and Hell: She's the direct offspring of a demon and a goddess, with features such as horns and heterochromatic eyes showing her supernatural nature.
- Really 700 Years Old: She's Vali and Brynhildr's ancestor, yet has the body of a girl around Vali's age.
