Usogui & Close Allies

    Madarame Baku/Usogui 
The titular protagonist of the series, Madarame Baku is a gambling-obsessed drifter infamously known by his moniker "Usogui". He takes on a multitude of trials as he pursues his ambition of surpassing the leader of Kakerou.
  • The Dreaded: The Lie-Eater's gambling prowess is feared even by Kakerou. After the events of Air Poker many referees even doubt that Hal would get win the in the gamble against him.
  • Eye Scream: In the Tower Arc, Suteguma severely injures Baku's eye by ramming it into a piece of loose rebar. This was to prevent Baku from using the eye-scanning software that would win him the gamble, and he's forced to wear a snazzy eyepatch for a large portion of the story afterward.
  • Face Death with Dignity: A trope he utterly detests. He will go to lengths to see that the people he defeats in deadly gambles die kicking and screaming.
  • Fingore: In a move that disturbs and unnerves everyone involved, Baku chops off his finger while on Protoporos Island to win a Chopsticks-related gamble. He then specifically refuses to get it re-attached so that his opponents will always be aware of the insane lengths he'll go to win.
  • Non-Action Guy: Noticeable in a world of pure badasses, Baku is actually unable to even sprint without tiring himself out. He has to rely completely on Marco or Kyara for the violence part.
  • Phrase Catcher: Sometimes he will have other characters complete his "You are a liar" catchphrase for him.
  • Red Baron: Usogui, the Lie-Eater.
  • Sharp-Dressed Man: You will never see him outside of his fine suits.
  • Trademark Favorite Food: When you see him pull out a pickled plum, you know he is getting serious. He gets depressed while on Protoporos Island and away from his usual supply of plums, and perks up immediately when he gains enough control to have the plums shipped in.

    Kaji Takaomi 
An unassuming young man who, through a stroke of fate, is saved from a loan scam by Baku. Henceforth he serves as one of Baku's most loyal allies and, after a significant amount of development, becomes an excellent gambler in his own right.
  • Abusive Parents: His mother is a real piece of shit. She and her boyfriend of the month would often force Kaji to hospitalise himself so that they could collect the insurance, and she makes it clear that she only cares about the money that he can provide and not Kaji himself. This completely wrecked his sense of self-worth, and it takes most of the story for him to overcome the issues that she left him.
  • Adrenaline Makeover: At the start of the series, Kaji sported an unflattering buzzcut and frumpy tracksuits- very different from Baku's dapper suit and wavy white hair. He changes his look as he develops as a person and becomes more efficient at gambling, growing out his hair and swapping out his trackies for black dress shirts. By the end of it all, he's easily as much of a Pretty Boy as Baku.
  • Audience Surrogate: Like the audience, he starts off as an everyman who's clearly out of his depth and constantly amazed by Baku's various gambits. As both he and the audience progress through the story, his proficiency at gambling and handling of dangerous situations improves drastically.
  • Martyr Without a Cause: Deconstructed with Kaji's zeal for throwing himself into the life-threatening situations that Baku leads them into, despite having no personal motivation and often being terrified out of his wits. This is revealed to be because of his abusive mother, who instilled in him the idea that he's only useful if he's throwing away his life so that others can benefit from it. This complete lack of self-worth holds him back as a gambler, and discarding his reckless martyrdom is the culmination of his character development.
  • Took a Level in Badass: His development is one of the most drastic of the cast. Starting off as an average shmuck- gullible, easily scared, and unable to keep up with the series' crazy gambits- Kaji slowly becomes more proficient at gambling as he's thrown into one life-threatening gamble after the next. He not only surprises Kakerou with his development, but even Baku ends up underestimating him during the KY Arc. The Kaji at the end of the series who can take a bullet without hesitation is a far cry from the scaredy-cat he started out as.
  • Undying Loyalty: Kaji could leave the gambling scene at any time, as he (initially) doesn't share Baku's obsession with gambling. However, he remains out of a deep-seated loyalty towards Baku for saving his life, and he proves himself to be a stalwart ally.
  • "Well Done, Son" Guy: On Protoporos Island, Floyd Lee gets Kaji to gamble with him by taunting Kaji about his desire for paternal approval. As his only 'father figures' have been fleeting boyfriends that went along with his mother's abuse, it's something that's been desperately missing in his life.

    Marco/Rodemu 

  • Endearingly Dorky: Being isolated and experimented on by his father had a side effect of leaving the Marco personality with a cute and enthusiastic demeanour. Despite acting suspiciously when he visits the dentist, she trusts him immediately because his attitude is so charmingly childlike.
  • Split Personality: He has another side to him named Rodemu who only appears when certain conditions are met.
  • Split-Personality Takeover: Sticking a needle in him will trigger his split personality, a monstrous being called Rodemu whose abilities are equal to that of a Kakerou referee.

Kagerou

    Kiruma Souichi/Leader 
The current 21st leader of Kagerou and the series main antagonist. Also known as Hal.
  • Big Bad: He's the leader of the organization know as Kakerou.
  • Deuteragonist: The story revolves around him as much as it does Baku.
  • Face Framed in Shadow: We don't get to see his face until after the gamble between Baku and Sadakuni. Until that point, a pitch black shadow hides his features in all circumstances.
  • Genius Bruiser: On top of being a master gambler, the one thing he has over [[Non-Action Guy Baku}} is that Hal can kick some ass on par with the strongest people of the setting.

    Yakou Jouichi 

  • Smug Snake: He is never seen without his trademark smug smile. Unless he is ready to kick ass.

IDEAL

    Billy Craig/Caracal 
An ambassador of the US. Also known as an expert assassin who works for the IDEAL foreign group who is clashing against Kagerou.
  • Hates Being Touched: He doesn't want any man to touch him in any way. He only accepts the touch of a woman.

    Floyd Lee 
An American whistleblower working under IDEAL.
  • Faceā€“Heel Turn: After his loss against Kaji, he works with him at the end of the manga.
  • Verbal Tic: Tends to say "What kind of conspiracy is this?"

Metropolitan Police Department

    Amako Seiichi 
The chief superintendent of the Metropolitan Police Department. He also acts as Yukiide's foster parent.
  • Knight Templar: A corrupted variation. He is hellbent on enforcing "order"; however, order doesn't equal goodness in this case, as he is willing to support a lot of shady businesses that fit into his definition of order. Usogui calls him out on this.
  • Promotion to Parent: He becomes this for him after sending Yukiide's dad to prison. It should be noted he is not very caring of the boy.
  • Social Darwinist: His philosophy. The strong can get away with everything, they make the rules. This includes letting horrible serial killers get away with their crimes because they have the money to pay for his scapegoat system.
  • Talk to the Fist: The first character in the series to completely outwit Usogui, at least once, which results in him bitch slapping Baku in the face. He pays a lot for it.

    Minowa Seiichi 

  • Abusive Parents: If his flashback is anything to go by, his mother wouldn't even let him eat unless he finished his homework.
  • Charles Atlas Superpower: His superhuman musculature allows him to pull out some impressive stunts. Normal hits barely seem to face him, characters who are already strong like Marco or Kadokura need to push themselves from a wall to hit him hard enough to cause real damage. He is able to punch part of the skull of a man off with one movement, doesn't fall even when his legs are supporting most of his body, and other similar things. Its explained in-story as the result of his body not producing the hormone that reduces muscle growth, resulting in a body that has muscles so compressed that it weighs ten times what a normal human would.
  • The Dragon: To Amako, up until he loses his marbles and cannibalizes the man.
  • Dragon Ascendant: Once he loses his mind, he kills Amako and becomes this for the final round of the Labyrinth game.
  • I Lied: His encounter with Marco has this. Both of them being fighters, Minowa offers that they both declare 10 MP points to battle fair and square. Marco being Marco accepts, only for Minowa to reveal that he used 11 MP and give the boy a beatdown.
  • I'm a Humanitarian: After going crazy, he has a fixation on eating people, which results in him eating enough of Amako that the referees consider bringing him back impossible even for God.
  • Mythical Motifs: The Minotaur, being a tortured, abnormally strong creature that ends up being the monster of the maze.

    Anoma 
One of Vincent Lalo's allies, the one he trusts to fulfill his twisted obsession with diamonds by turning his corpse into one should he die.
  • Verbal Tic: He interrupts people in the middle of talking.

Independents

    Oofuna Gakuhito 
A member of the Ministry of Defense and later an ally of Kiruma Souichi.
  • Ascended Extra: Was initially a nameless official from the Ministry of Defense in chapter 68. He comes back with a name and a connection to Hal 200 chapters later and eventually stars in his own arc shortly after.
  • Badass Bystander: He has surprisingly good Judo skills. When Lacy threatens to kill him after winning the game of battleship, Oofuna completely smashes his head in. Those same skills come in handy during the Protoporos arc where he protects a woman and child from marauders when the society of the island collapses. He even manages to defuse a war going on the island by uniting the outlaws against the developers in a couple of sentences.
  • Born Lucky: In a world where gambles are based won around logic and mind games, Oofuna succeeds through sheer luck. He almost wins the game of Battleship through his own fortune and holds on long enough for Hal to tell him the cells Lacy puts on his battleships.
  • Determinator: Impressively for someone who is a civilian and has never dipped his toes into the world of Kakerou, he will never falter in life-or-death situations.
  • Mirror Character: He is to Hal what Kaji is to Baku.

    Captain Lacy 
The captain of the weapon smuggling ship Jalloud and the father of Voja.
  • Ax-Crazy: Shown to be a very violently psychotic man from the get-go. No doubt originating from the murder of his wife from Vincent Lalo as well as his daughter forcing him to kill on a whim for years.
  • Cheaters Never Prosper: He rigs the touch-activated Battleship game to detect a battleship hit only when the player touches the battleship directly rather than just the square it remains on. As well as tying Oofuna's allies to a chair that transmits nervousness levels to a personal meter box when his finger gets close to a battleship. He even steals Oofuna's win by raising the Battleship touchscreen using a remote to cause him to miss. As good as all that did for him. He gets beat up by Oofuna shortly after and cannot call for help as a direct result of the game.
  • Dying as Yourself: Lacy's last moments is him calling his death the end of the killing spree that ruined his life.
    Lacy: Voja! Where are you?! I'll show you what you wish for! Watch me die! Let my death be the end!!
  • Even Evil Has Loved Ones: He loves his family, and has stopped his wife from drowning their daughter, Voja, in her childhood. Even in his current psychosis he still loves his daughter in his own twisted way, his criminal organization being based entirely around gathering the means to kill people she requests to sate her bloodthirst.
  • Killed Offscreen: His last appearance was him desperately looking for his daughter on his sinking ship, yelling that his death would be her final wish. A news report shortly after reports the Jalloud had no survivors.
  • Paper Tiger: At first he's a danger to the cast purely because they are on his territory, surrounded by his henchman. Once the game is over and he is all alone, he gets his ass kicked quickly by the civilian Oofuna Gakuhito, as he cannot call for help due to him destroying the means to do so in the middle of the game. But to be fair, he's lethal with weapons in hand, it's just that Oofuna was a surprisingly good martial artist.
  • Start of Darkness: Lacy was once a relatively sane military officer in post-USSR collapse Russia. It is the result of Vincent Lalo coming to his house one day, murdering his wife, and reuniting Lacy with his abandoned, now sociopathic daughter who forces him to kill whoever she pleases for years causing him to be the man he is currently.
