    Ben 
A "Bunty" hunter. Vinnie goes to him for contracts.

Assassination targets

    New York mafia member 
An old member who is about to board a flight. Not if Vinnie can help it.

    Jogger 
Some guy getting an early morning run in. He then runs into Vinnie, who speeds up his imminent death.
  • Ambiguously Evil: He's obviously pissed someone off but what warranted his death is unknown, making it vague if he was also a mobster, criminal or just an unlucky guy who angered the wrong people.
  • Flat Character: One of the flattest of characters in the series. Hell, his bandana has more personality than him.
  • Irony: He's killed while doing something to keep healthy.
  • Joggers Find Death: Played with. He was a jogger and the death happened to be his own.
  • No Name Given: Him and the undercover cop are just two more victims to Vinnie's rifle.
  • Unusually Uninteresting Sight: It's unknown if he was at all shaken by the death of the undercover cop or if his exercise run turned into a run to safety once the cop was killed. Maybe he didn't have time to react before he was killed as well.

    Old pervert 
A Dirty Old Man

    Female assassin 
A woman who killed Ben.
  • Bullying a Dragon: She mocks Vinnie after leaving a generic taunting note by Ben's corpse.
  • Cold Sniper: Just like Vinnie. Shame that they're enemies.
  • Dark Action Girl: She's the one who killed Ben
  • Disc-One Final Boss: The first major threat faced in the game.
  • Femme Fatale: She seductively taunts Vinnie when he goes to kill her. Sadly, the only head she wants to give him is a headshot.
  • Smug Snake: She leaves directions for Vinnie on where to find her. She even addresses him by name. It's apparent she's as cocky as she is ruthless.
  • Sniper Duel: She and Vinnie have one on the rooftops at her request. She loses both the duel and her life.
  • Suicidal Overconfidence: She greatly overestimates her chances in fighting Vinnie, being smug enough to lead him right to her. While she can put up a fight, Vinnie and an astute player can eliminate her rather quickly.
  • Tattooed Crook: She has a gang tattoo on her arm.
  • Wake-Up Call Boss: Unlike the previous targets, she fights back and can kill Vinnie if he's too slow.

Car theft targets

    Young racer 
The first victim of Vinnie's car stealing spree.
  • Bullying a Dragon: He's too young to realise why trying to shoot Vinnie is such a terrible idea. Fortunately, Vinnie is willing to bluntly demonstrate why to this teenaged twerp.
  • Cool Car: He has one that he likes to race people in.
  • Not-So-Harmless Villain: He just seems like some young punk who likes illegal street racing. Then he pulls a gun on Vinnie.
  • Sore Loser: He tries to murder Vinnie after his car falls behind his.
  • Teens Are Monsters: He's referred to as a kid, so it's safe to assume he's probably in his late teens. He's also unambiguously evil.

    Guy in lambo 
A guy in a lambo Vinnie is tasked with killing.
  • Ambiguously Evil: While the young racer was undoubtedly evil, it's unknown if this guy has a similar moral compass.
  • Cool Car: He drives one and dies in one.
  • Flat Character: He's a generic guy Vinnie's tasked with killing.

    Chevy Chevelle owner 
A guy in Chi-town Vinnie is tasked with killing.
  • Cool Car: He also has one. A given for the targets in the car theft missions.
  • Flat Character: Like pretty much every fucking target in this game, he has no personality or character traits. He does have a Cool Car, if that counts for anything.

Drug transaction targets

    This guy 
A guy with the same tattoo the female assassin had. He's hiding.
  • Combat Parkour: He does a cool flip while trying to flee from Vinnie's wrath.
  • Flat Character: Seeing a pattern yet? He'll probably only be recognised due to the golfball sized hole in his palm.
  • Impaled Palm: He's shot through the hand. Compared to most of the guys before him, he got off lightly.

    Triad's son 
The son of the triad and another of Vinnie's many targets.
  • Badass Biker: He rides on a motorcycle and can take quite a few hits and dish out some too while Vinnie's fighting him.
  • Climax Boss: He's far more difficult than the enemies before him and puts up a half decent fight before being killed by Vinnie.
  • Cool Bike: He rides, fights, and dies on it. Vinnie, the Cool Car guy makes sure of this.
  • Disc-One Final Boss: He's the penultimate target and his death makes Vinnie a target for the rest of the triad, who are none too happy with this assassination.
  • Elite Mook: He's got much more health than most targets.
  • Even Evil Has Standards: He'll hold his fire if a car full of innocents is in his way. This gives him and Vinnie time to reload.
  • Irony: He can be shot through the motorcycle helmet he wears for safety.
  • Rouge Angles of Satin: He's referred to on the news as the "mafia sun."
  • Small Role, Big Impact: His death kickstarts the first part of the third game and causes a rift in the triad.
