Kei Azuma

The silent protagonist of Shin Megami Tensei NINE. Their gender can be chosen by the player.

• Disappeared Dad: Their father is never seen in-game. It's implied that he's dead, but an exact cause is never mentioned.
• Empowered Badass Normal: Can learn magic by equipping certain pieces of armor. Other than that, they're a completely normal human.
• Hello, [Insert Name Here]: Although "Kei Azuma" is their canonical name, the player is given a choice of naming them.
• Virtual Paper Doll: In a first for the series, their appearance is completely customizable

Chaos Heroes

One of two Chaos-aligned main characters. If the protagonist is male, he's their childhood friend who becomes a Debugger as well. If the protagonist is female, he's an acquaintance of Emi who eventually becomes the game's Chaos Hero.

Sumire

One of two Chaos-aligned main characters. If the protagonist is female, she's their childhood friend who becomes a Debugger as well. If the protagonist is male, she's an acquaintance of Emi who eventually becomes the game's Chaos Hero.

• Weapon Specialization: Specializes in using whips in battle.

Law Heroes

Mubiora

One of two Law-aligned main characters. If the protagonist is male, he's a high-ranking Debugger who recruits Kei and their friend. If the protagonist is female, he's one of the Debuggers assigned to Studio Alto, and the game's Law Hero.

• The Medic: Uses healing and support skills as a Reinforcement.
• Signature Mon: Anubis. It's in his party as a Reinforcement and when he's fought as a boss, and is also present during in-engine cutscenes.
• Utopia Justifies the Means: Sides with the Central Administration Bureau and Maria near the end of the game, even after everything they've done.

Miranda

Miranda

One of two Law-aligned main characters. If the protagonist is male, she's one of the Debuggers assigned to Studio Alto, and the game's Law Hero. If the protagonist is female, she's a high-ranking Debugger who recruits Kei and their friend.

• Body Backup Drive: He has multiple android bodies. This allows him to lead another attack on the church the protagonists are hiding in, despite being killed and decapitated by Naitou moments earlier.
• Da Chief: The Debuggers answer to him
• Journey to the Center of the Mind: One RTS mission involves hacking into his mind. Since he's an android, it's a lot less gruesome than it sounds.
• Robotic Reveal: The first Bureau member to be outed as an android.

Seri

Seri

One of two Debuggers assigned to the concert at Studio Alto. Their gender is the same as the protagonist's.

• Blown Across the Room: Gets sent flying during the Noise attack at the concert. The extent of their injuries isn't clear, but they're out of commission for a while.
• An Ice Person: Uses Bufu if female.
• The Mole: Turns out to be working for the Ring of Gaea
• Playing with Fire: Uses Agi if male.

Idea Angels

Soldiers serving the Central Administration Bureau. After True Tokyo is established, they replace the Debuggers.

• Instakill Mook: They can use Snipe Shot, a Gun combo that has a chance of instantly killing the target. In addition, they start using Hama and Mudo after the first encounter.
• Wolfpack Boss: Groups of them are fought as bosses at multiple points in the story.

A preacher from the Ring of Gaea.

• Bomb-Throwing Anarchists: Is introduced plotting to bomb a street that the Central Administration Bureau is using for missionary activities.
• Genocide Survivor: One of the few people in the underground shelters to survive the flood that occured during the Time Skip.
• We Can Rule Together: Asks the protagonist to join his cause on multiple occasions.

• Recurring Boss: Fought three times over the course of the story.

• Flunky Boss: Summons two Eligor and a Decarabia when fought.
• Verbal Tic: Meows at the end of most sentences.

• An Ice Person: Uses Bufudyne when fought as a boss.
• Living Statue: Transforms into a white and gold statue in battle.
• Shows Damage: Pieces of her statue form break off and disappear as she takes damage.

• Leitmotif: The Flower Shop theme plays during all scenes with her, including the big reveal.

• Amazing Technicolor Population: Their bodies are covered in strange, multicolored patterns.
• Boss in Mook Clothing: Despite being random encounters, the game considers them to be bosses. The standard boss theme even plays during the fight!
• Dual Boss: They're always encountered together.
• Eyes Out of Sight: Eve's face is obscured by her hair.
• Eyeless Face: If you look closely, Adam appears to lack actual eyes.
• Piñata Enemy: They drop valuable healing items when killed. If you have the resources for it, you can potentially use them to stock up before the Final Boss.
