Scooter

A carpenter from Planet Hippitron and the game's main protagonist. His default frog is Skitter, a standard green frog with no special abilities that King Hippity-Hop bought at a bargain bin sale.
  • Keet: While not on the same level as Picwick, he's still pretty peppy when he's doing well.
  • Only Sane Man: A more polite example than most. Plus! shows that he's not above taking part in the same wacky situations as the rest of the cast, however.

Pickwick

A talking picnic basket that acts both as Scooter's mentor and equipment storage. His default frog is Sebastian, a hand-crafted frog made from wicker.

  • Animate Inanimate Object: A picnic basket.
  • Bag of Holding: He holds all the frogs and items that Scooter collects during his tour.
  • Catchphrase: "I've gotcha covered!"
  • Hidden Depths: The second playthrough shows Pickwick to be quite a talented gamer, being able to beat all the levels of Mega Zapper Men 2. This feat impresses Sparky to speak up and comment that Pickwick might be a better gamer than he is.
  • Mentor Archetype: King Hippity-Hop bought him specifically to teach Scooter how to play Frolf. The king was supposed to order a more high-tech version, but it was too pricey.
  • Punny Name: His name is a portmanteau of "picnic" and "wicker".

Sluggy

"And now the results!"
An eccentric slug-like alien who acts as referee during Frolf matches and also pilots the F.U.V. that takes Scooter from planet to planet. His default frog is Slugger, a frog that looks near identical to him.
  • Camp Straight: He talks and behaves in a very campy manor, but Ribbit King Plus shows that he has a wife and kids.

Pan-Pan

"Aha! So you're my opponent!"
A feisty and competitive panda dressed in caveman attire from Planet Pow-Pow who serves as Scooter's first opponent. After being beaten once, he returns later on, now wearing a space suit. His default frog is Pouncer, a panda-like frog that was born in China.
  • Arrogant Kung-Fu Guy: Tries to come off as this, first challenging Scooter to a fight and later trying to intimidate him with a bunch of kung-fu poses. Scooter isn't particularly impressed by either.
  • I Know Kung Fu: Said word-for-word during the introduction to his first match, before he remembers that they're playing Frolf.

Princess Tippi

"I could use a power nap..."
A perpetually drowsy princess with a fish-shaped hat from Planet Tippi Toenail whose real name is Anastasia. Scooter first faces Tippi on Planet Frosticle, where she collapses right in front of him before the start of the match. She later returns for a second match on Planet Techtron, now wearing a red dress and sunglasses. It's also revealed here that her hat can talk, and doesn't think very highly of her. Her default frog is Dipsy, a tired-looking frog that excells at swimming.
  • Cute Clumsy Girl: Is constantly tripping over herself and seems to have trouble even staying upright. Her hat makes fun of her for this in the intro to her second match with Scooter, prompting her to hit it with her hammer, which ends up hurting her as well.
  • Signature Headgear: Her fish-like hat.

Lunk

"Hehehe, did I scare ya?"
A one-eyed rock monster from Planet Rock n' Roll. He has a large and intimidating presence, but is actually pretty gentle at heart. Scooter first faces him on Planet Lavatron and has a rematch with him on Ribbetopia. His default frog is Li'l Lunk, a frog that can swim through lava with ease but takes damage when swimming in water.
Gentle Giant: His main trait. His introductory cutscene has him startle Scooter and Pickwick by pretending to be a pile of rocks, and then playfully ask if he scared them.

Pappy, Pepe, and Pappoo

"Hey, how dare you step on me, you heel!"
A trio of tiny, seed-like creatures born from the Yaka-Yaka plant on Ribbetopia. Pappy is by himself during Scooter's first match against him but is accompanied by his siblings Pepe and Pappoo in their rematch. Their default frog is Binky, a smaller-than-average frog that does well in water.

Sir Waddlelot

"Spring. My spring is unwound. Could you please wind it for me?"
A wind-up robot penguin controlled by a ghostly figure named Dropsie. He has to rely on other people to wind his spring up, which can lead to him moving out of control if it's not wound properly. Scooter first faces him on Planet Techtron, where he uses a wrench as his Frolf hammer, and later on Planet Frosticle, where he instead uses a metal fish. His default frog is Wadsworth, a mechanical frog that loves oil and electricity.

Sparky & Woosh

"Hey, hey, hey! Hands off, we're playin' right now!"
A pair of game-obsessed ghosts from the Underworld. Sparky, the larger ghost, does the actual Frolf playing while Woosh, the smaller ghost, does all of the talking (though Sparky does have a few lines in some of the Plus! shorts). Scooter first faces the two on Planet Frosticle and again on Planet Lavatron. Their default frog is Shakey, a ghostly frog that is immune to lava.
  • Excuse Me While I Multitask: Sparky never takes his eyes off of his PlayBox Advance, even in the middle of a Frolf match. Despite this, he can play Frolf just as well as everyone else.
  • Final Boss: Of the second playthrough, as they are the only ones who know the secret hints and tips to Mega Zapper Men 2 that Captain Oinka is holding Planet Hippitron hostage for.
  • Shout-Out: Their names might be a parody of Starsky & Hutch.

Kosmo

A hostile alien from the Area 21 galaxy. Scooter first faces him on Planet Hypnotron, where he attempts to zap Scooter with a ray gun only for it to have no effect. Kosmo examines the ray gun and ends up blasting himself, knocking him unconscious. Kosmo later has a rematch with Scooter on Planet Techtron, now decked out in a Hawaiian shirt and khaki pants. His default frog is Atom, an alien-like frog with no remarkable traits.
  • The Greys: What he seems to be modeled after.
  • The Unintelligible: Instead of speech, Kosmo makes strange chattering noises when he talks.

Gumbah-Goo

"You're surprised, huh? You thought I was just a gumball machine, didn't ya?!"
An item-dispensing gachapon machine located in the F.U.V. who is, in actuality, the sponsor of the Frolf tournament and the reigning Frolf champion. He is the last opponent Scooter faces in the first playthrough of Story Mode, with the match taking place on Hypnotron.
  • Final Boss: Of the first playthrough.
  • He Was Right There All Along: You can see him from the moment you first enter the F.U.V., but he won't make his presence known until you've defeated every other opponent twice.
