Ideology: National Rejuvenatismnote

  • Balkanize Me: Yugoslavia will be horrifically balkanized if Mises invades it.

Above all, he is a pragmatist wishing to introduce the rule of intellectuals assisted by social engineering to unite all Yugoslavs under one culture, one religion and one unified Slavic ethnicity.
  • Cool Shades: Dvorniković's portrait has him sporting a pair.
  • Corrupt Church: Dvorniković will create the Slavic Temple of Almighty God as the one Pan-Slavic faith, shaping its doctrines according to his policies and beliefs and giving the leadership of the church to Đuro Vilović (named Vicar of Christ, Patriarch of the Church and Caliph), a controversial priest known to bend and change his faith.

Dimitrije Mitrinović

https://static.tvtropes.org/pmwiki/pub/images/portrait_yug_dimitrije_mitrinovic_0.png
Role: Country Leader
Party: Zenit
Ideology: Futurismnote  (Façade), National Rejuvenatismnote  (Barbarogenija proclaimed)
Leader of the artistic group known as Zenit, a group which praises Balkan barbarity and spiritualism at the same time. Inspired by both Italian Futurists and Russian Bolsheviks, Zenit and Mitrinovic aim at kickstarting a pan-European revolution, starting with the creation of a Balkan Union. Naturally, many reactionaries find this ideological mixture strange, and accuse Zenit of collaborating with communists, although such accusations are dismissed as unfounded by the group itself.
  • Proud Warrior Race: Mitrinović cultivates a Barbarian Mythos, according to which the people of Yugoslavia (which is to be renamed Barbarogenija) are barbarians of the 20th century: wild and untamed, above animal existence but not corrupted and softened by the luxuries of civilisation.

    • The flag of the Free People of Slavia is based on the flag of the Strandzha Commune.

Role: Country Leader
Party: Bŭlgarski Zemedelski Naroden Sayuznote
Ideology: Agrarian Socialismnote

  • Cruel and Unusual Death: His headquarters is raided by drunken soldiers during the army's mutiny, who cut off flesh from his thigh and force him to eat it before stabbing him to death. His decapitated corpse is mutilated like a pig and left as a surprise for his brother in the morning. Unsurprisingly, Bulgaria enters a state of civil war after this atrocity.

https://static.tvtropes.org/pmwiki/pub/images/portrait_bul_hristo_botev.png
Role: Military Commander, Country Leader
Party: Federacija na Anarho-Komunistite v B'lgarijanote
Ideology: National Anarchismnote

  • Dead Person Impersonation: Hristo Botev died in 1875, immediately becoming an icon of Bulgarian independence. The Botev that can take power in Bulgaria (and afterwards the Balkans) is an impostor, Varban Varbanov, who died in Istanbul in the 1960s in our world. This references the surge of Botev impostors after Bulgaria regained independence. Varbanov dresses, talks, and almost acts like the real Botev perfectly, down to actually supporting Botev's anarchist politics, and the fact that it's impossible for an 88-year-old man to look young by 1936 is ignored by his own supporters and most of the Bulgarian people. A drunk professor who publicly accuses Varbanov is immediately shot dead by him.
  • I Just Want to Be Special: Varbanov does what he does so he can tell his life stories to whoever he meets, driven by a thirst for adventure.
  • Living Legend: One of the greatest Bulgarian national heroes, Botev is so beloved by the people that they believe he made a deal with The Fair Folk to become immortal and fight tyranny forever.

  • The Federation: If victorious over Yugoslavia, Smirnenski will found the United Balkan Socialist Republics, a Balkan communist federation rejecting the competing nationalisms dividing the region.
  • Taking Up the Mantle: Smirnenski pursues the ambition of Dimitar Blagoev, the late founder of the BKP, the unification of the Balkans as a communist federation free from nationalism.

Ideology: National Democracynote

  • The Quisling: Filov is installed as puppet leader of Bulgaria by Austria under Mises.
  • The Remnant: Filov and the IMRO were the previous government of Bulgaria before the Yugoslavs stormed in.

Eastern Europe

    Prussia
https://static.tvtropes.org/pmwiki/pub/images/war_ensign_of_germany_19031919svg.png
Official Name: German Empire
Ruling Party: Deutschordensbundnote
Ideology: Military Dictatorshipnote

  • Allohistorical Allusion: The German Empire's situation is comparable to that of the real life Republic of China, both being reduced to a small, isolated portion of their country (East Prussia and Taiwan, respectively) after being overthrown by communists, but still claiming to be its rightful government.
  • Arch-Enemy: Both the German Socialist Republic and the rump German Empire claim to be the rightful German state, and the very existence of one is a challenge to the other's legitimacy. That being said, Prussia is an Unknown Rival to the German Socialists in the grand scheme of things since Germany has bigger fish to fry given that they share borders with multiple openly hostile neighbors (France and Austria).
  • Emergency Authority: The victorious putschists establish an emergency committee to control the country until a new leader is chosen.
  • Military Coup: A putsch will be attempted by a group of radical military officers against Kurt von Schleicher after he succeeds Ludendorff, fearing the government will attempt a rapprochement with Socialist Germany.
  • Nice Job Fixing It, Villain: If the putsch fails, the implication of army officers in the conspiracy forces the government to concede much power to the Reichstag, including the election of a new Chancellor for a democratic Prussia, something the putschists were against. It may even lead to Thomas Mann, who advocates for the very rapprochement with Germany the putschists sought to prevent, to come to power.
  • Succession Crisis: Ludendorff's death leads to a wave of chaotic violence engulfing Prussia, with pitched battles in the streets and assassination attempts across the country culminating in an attempted putsch by the most reactionary elements of Prussian society.
  • Vestigial Empire: East Prussia is all that remains of the German Empire, after the rest of it fell to the socialist revolution.

Erich Ludendorff

https://static.tvtropes.org/pmwiki/pub/images/portrait_erich_ludendorff_4.png
Role: Chancellornote
Party: Deutschordensbundnote
Ideology: Military Dictatorshipnote

  • And There Was Much Rejoicing: Ludendorff's death is more celebrated than mourned, particularly in Bavaria where he instituted a reign of terror.
  • Evil Old Folks: An old man and a despised dictator across Europe.

In Red Flood, while her views are unchanged, she can become the leader of Prussia, creating a brutal and genocidal theocratic regime.
  • The Theocracy: She creates a terrifying one where Christianity is brutally repressed, and all non-German minorities are killed or expelled from the country.

Like in real life, these views made Lensch into a black sheep among the German left.

At game start, Danzig is ruled by the local branch of the SPD. However, it is possible for other groups to take power, such as the Polish Garrison and the very strange Poetic System, which takes inspiration from both D'Annunzio's Fiume and Bataille's Acéphale.

  • Politically Incorrect Villain: Greisser and his DSP are anti-Polish and antisemitic, launching a campaign of harassement against, Poles, Jews and Kashubians after their Knightly Putsch.
  • Red Scare: The DSP is very anti-socialist and will harass trade unionists after their self-coup.
  • Shout-Out: The world event announcing a successful Knightly Putsch will quote the German nationalist song Die Eisenfaust am Lanzenschaft on the confirm button.
  • State Sec: The DSP includes paramilitary formations.
  • Tyrant Takes the Helm: A successful Knightly Putsch will mean the end of Danzig's democracy.

  • The Coup: The Zadruga, led by Szukalski, can stage a soft-coup against the Righteous Trio in order to take power.
  • Conspiracy Theorist: Though not touched on in-game, Szukalski's focus "Zermatic Spirituality" refers to his real-life theory that all human culture came from Easter Islanders who settled in Zermatt, Switzerland after The Great Flood, and that humanity is locked in an eternal struggle against Yeti-human hybrids.
  • Patriotic Fervor: Szukalski heavily promotes patriotism, making the people of Poland drink from the neverending spring of history and mythos.

    Belarus

Flag of the State of Belarus
Flag of the Ruthenian Empire
Official Name: Belarusian Democratic Republic, Ruthenian Empire (Uladzimir), State of Belarus (Vituška)
Ruling Party: Partyja Atamananote
Ideology: Military Dictatorshipnote

  • Nasty Party: In one of Belarus' first events, Eugeniusz Tinz invites Stanisław Bułak-Bałachowicz, Michał Vituška and Boris Savinkov to dinner. The dinner could end in three outcomes: Savinkov kills Tinz and the Ataman, Tinz shoots Bułak-Bałachowicz and stabs Savinkov while Vituška is shot by a stray bullet, or Vituška kills the other three.
  • People's Republic of Tyranny: The Belarusian Democratic Republic is ruled with an iron fist by the military dictator Stanisław Bułak-Bałachowicz.

Role: Country Leader
Party: Partyja Atamananote
Ideology: Military Dictatorshipnote

  • Cincinnatus: Bułak-Bałachowicz has the choice to complete Belarus' unfinished constitution and resign as Ataman in order to hold democratic elections.
  • Emergency Authority: Since its independence, Belarus has constantly been threatened by Russia, which prompted its representative organ, the Rada, to grant emergency powers to Stanisław Bułak-Bałachowicz.

Michał Vituška

https://static.tvtropes.org/pmwiki/pub/images/portrait_vituska.png
Role: Country Leader (Vituška takeover)
Party: Nacyjanaĺnaja Narodnaja Partyjanote
Ideology: Reactionary Esotericismnote

  • Evil Reactionary: Vituška seeks to bring back Belarus' lost glory and prosperity by painting the modern world as cruel and decadent, and promoting 'correct' primal traditions and pagan customs. The White Rus' are the true descendants of Dregovichi, who have defeated the Muscovites under Orsha side-by-side with Lithuanian knights and Ukrainian boyars, and will not surrender to anyone.
  • Forbidden Zone: Vituška can close the borders and cut ties with the outside world, turning Belarus into a Hermit Kingdom.
  • Politically Incorrect Villain: According to Vituška, there are no minorities in Belarus; most such people are simply misguided or traitorous Belarusians.
  • Screw This, I'm Outta Here: Vituška can leave the Intermarium faction, viewing them as unreliable.
  • State Sec: Vituška turns the Black Cats, formerly an unofficial paramilitary, into an elite force of partisans.

https://static.tvtropes.org/pmwiki/pub/images/rf_eugeniusz_tinz.png
Eugeniusz Tinz
Role: Monarchnote  (Tinz takeover)
Party: Rada Dziaržaŭnaha Abjadnannia Rusi
Ideology: Military Dictatorshipnote

  • Allohistorical Allusion: Ruthenia, an artificial country invented by Tinz according to the Five Races under One Banner (White Ruthenians, Muscovites, Poles, Lipka Tatars, and Ashkenazi Jews) model, is a clear equivalent to real life Manchukuo, an artificial country invented by the Empire of Japan according to the Five Races Under One Union (Manchus, Han Chinese, Japanese, Koreans, and Mongols) model. The Ruthenian flag has the exact same layout as the Manchukuo flag, with different colours. However, unlike Manchukuo, Ruthenia can actually live up to its ideals, instead of being a glorified puppet.
  • Awesome Moment of Crowning: When Uladzimir arrives in the Holy Spirit Cathedral in Minsk, he's given his replica crown by the Bishop of Minsk while his subjects cheer loudly. International observers note that the whole coronation had undertones of some sort of farce, a carefully orchestrated show, a colonial imitation of a truly majestic coronations of antiquity, but it went well regardless.
  • Fictional Country: Tinz is a Polish adventurer who seeks to turn Belarus into the Ruthenian Empire, supposedly a successor to old Russia. If Ruthenia manages to take over the entirety of Russia, the news event refers to it as ...Ruthenian Unification? (instead of Russian Unification) and mentions that it is a 'bizarre amalgamation':
Artificiality is determined by lack of will.
  • The Man Behind the Man: Most power behind Tsar Uladzimir I is in truth held by Eugeniusz Tinz.
  • Offered the Crown: Uladzimir Kirylavič Ramanaŭ (Vladimir Kirillovich Romanov) can be invited to Belarus, to be crowned Tsar Uladzimir I of the Ruthenian Empire. Although the Grand Duke is the rightful heir to the Russian throne, the Ruthenian Empire is a distinct nation from the old Russian Empire (of which he would be Tsar Vladimir III).
  • Rising Empire: During Uladzimir's coronation, he announces that Belarus will no longer be a leaderless cripple of a nation, and that a new sovereign, a new Emperor will lead the White Ruthenians towards their glory.
  • This Is My Name on Foreign: Grand Duke Vladimir Kirillovich Romanov switches to using the Belarusian version of his name upon being crowned in Belarus.
  • Young and in Charge: Tsar Uladzimir, having been born in 1917, is one of the youngest leaders in the world by the time he takes over Belarus.

Mykola Mikhnovski

https://static.tvtropes.org/pmwiki/pub/images/mikhnovsky.png
Role: Presidentnote
Party: Demokratyshna partiya Ukrayinynote
Ideology: Right Wing Populismnote

  • Failure Is the Only Option: At the start of the story, Mikhnovski is riding high, having established his party as the masters of Ukraine, dismantling what remains of the democratic system, and marginalizing all of his enemies. But before the year is out, he will be deposed, and everyone he allied with will be dragged down with him.
  • Historical Villain Upgrade: In-universe, potentially even before his show trial is complete, Mikhnovski is being used by the new regime as a useful scapegoat for everything wrong with Ukrainian society. While he was hardly a saint, everything isn't his fault either.
  • Pragmatic Villainy: While Mikhnovski is a conservative autocrat and anti-Semitic, racist nationalist, he and his party are much more politically-astute than the OUN, whom they regard as useful attack dogs. They clamp down on wild pogroms and other forms of anti-Semitic violence, if only so they can arrange for more-orderly deportations later, and set up social safety nets explicitly inspired by Bismarck's Germany so that they can cut socialism's power off at the knees.
  • Small Role, Big Impact: While Mikhnovski isn't in power for long, his tenure has strong implications for Ukraine's future, since whatever factions of the communists and nationalists he allies with will go down in flames with him, setting the stage for the various paths the nation will go down after he's gone.

  • A Lighter Shade of Grey: Although Petliura's rule is imperfect and lacking in genuine democratic representation, if he avoids corrupt actions he can still represent one of the better paths for Ukraine by taking care of its people and ensuring their social liberties, if not their political freedom.
  • President for Life: Petliura secures power by enshrining the USDRP as the dominant party to safeguard freedom and the rule of law.

Role: Country Leader (Banderite takeover)

Ideology: Revolutionary Nationalismnote
In-Game Biography Click to Show

  • Cult of Personality: Bandera establishes a cult of personality around himself in schools, entertainment and the workplace. His ethics and virtues should be praised in songs of Kobzars and children should aspire to be like Father Bandera.
  • Evil Colonialist: Bandera seeks to build an Ukrainian Empire stretching from Lviv to Harbin, where Ukrainians reign supreme while Pollacks (Poles), Moskals (Russians) and Jews are second-class citizens.
  • Maligned Mixed Marriage: Bandera regards miscegenation as a disease that destroys Ukraine from within. Ukrainian men should love only Ukrainian women and nothing more, nothing less.
  • Patriotic Fervor: Out of the possible leaders, he is the most nationalistic one.
  • Roaring Rampage of Revenge: Bandera believes that Ukrainians need to burn large swathes of Eurasia to exact revenge on Russians, Belarusians, Balts, Turks, Mongols and Poles, who have long used Ukrainians as tools.
  • Visionary Villain: Bandera's vision of a Ukrainian Empire that goes as far as Harbin is regarded as absurd and preposterous by most, but as his reunification news lampshades, as dreams can come true so can nightmares, and after he's finally accomplished his conquests, life is nightmarish indeed for all Russians, Poles, and Jews living under the Ukranian heel.
  • Young and in Charge: Being born in 1909, Bandera is only 27 years old at game start and Ukraine's youngest possible leader.

Role: Country Leader
Party: Orhanizatsiya Ukrayins'kykh Natsionalistiv (Orden Lytsariv Boha Sontsia)note
Ideology: Neo-Folkismnote

  • Word Salad Philosophy: Antonych and his clique synthesise a form of nationalism that calls upon the ancient civilisation of Oriys, builders of the first Ukrainian state, who in centuries past waged war against the Scythians and Muscovites—a claim considered pseudohistorical by most.

Lazar Kaganovich

Role: Country Leader
Party: Ukrayins’ka Komunistychna Partiya (Nezalezhni)note
Ideology: Leninismnote

  • Allohistorical Allusion: The demolition of the Kyiv Cathedral under Kaganovich to make way for the Palace of the Rada to be built mirrors the demolition of the Cathedral of Christ the Saviour in Moscow for the projected construction of the Palace of the Soviets under Stalin in OTL.
  • Monumental Damage: Kaganovich demolishes the Kyiv Cathedral, a building consecrated to the bourgeois God of old, to make way for the Palace of the Rada, an administrative centre that would serve as a capitol and proletarian temple.
  • Patriotic Fervor: Kaganovich promotes socialism in one country to harness Ukrainian national liberation for socialist ends, letting the Ukrainian at home know they are fighting for the liberation of their brethren, and the Ukrainian abroad know they can join the struggle. Notably, even the conservative nationalist Mikhnovski speaks well of his patriotism, if not his socialism.
  • Please Select New City Name: Kyiv is renamed Lazarodar (meaning Lazar's gift) in his honor.
