For years, the Crescent Moon Trading Company rented homes to lower-class citizens on Leviathan and then organised for them to "accidently" get destroyed. As the locations legally belong to the company, any insurance payouts involved goes directly to them, not the renters, in a force majeure. Now, Langely owns 20% of all property in Leviathan and intends to invoke a divine occurence with an actual act of god to destroy it and collect a fortune.
