Old Administration

    As a group

Known members: Jin Bora, Jung Dain, Mi Rinae, Moneka

The World Administration was founded by the Supreme Administrator to study and defend against the Counterside in complete secrecy. It was dismantled in the wake of the Administration Failure, and became posthumously known as the Old Administration.
  • Virtuous Character Copy: Of the Sirens of Azur Lane. The Sirens also make use of alternate timelines to prepare humanity for an interdimensional threat that easily wiped them all out the first time around, but the Administration fights alongside humanity from the very start instead of fighting humanity to make them stronger.
  • We Hardly Knew Ye: Most of the Divisions were wiped out during the Administration Failure.
    • In Administration Failure, Hive Control reports that Arkon and Camelot were annihilated before the CoT-13 protocol, with the survivors requesting medevac.
    • In Carnival, Aksha and Cardenas were ambushed by the Elysium Philharmonic during an operation shortly before the events of "Administration Failure". Unlike Cardenas, Aksha doesn't have any named survivors.

Leaders

    The Supreme Administrator (Unmarked Spoilers)
For their current identity, see the CEO in COUNTER:SIDE - Coffin Company.

    Hive Control

Former members: Machine G.A.P., Sigma, Sysop

A network of Terrabrains designed to assist the Old Administration.
  • A.I. Is a Crapshoot: Zigzagged. During the Administration Failure, the appearance of the Guardians of Sephira overwhelms the built-in Corruption Ray immunity of the network into worshipping the arrival of Tammiel, but it still manages to execute the CoW and CoT-13 protocols despite the corruption.

Divisions

    1st Assault Division: Fenrir

Former Members: Hilde

Na Yubin

https://static.tvtropes.org/pmwiki/pub/images/41903_357154747.png
Fenrir yibin
Voiced by: KR: Seunghoon Choi JP: Kōki Uchiyama
Type: Counter
Role: Ranger
Rarity: SSR
"I'm Na Yubin, charged with supporting from the rear. I'll do my best to assist you, Administrator."
Deputy Commander of the Fenrir Division and a former apprentice of Hilde circa 20 years ago. He still has great faith in his Master and believes in doing the right thing.
  • Badass Unintentional: He finds out he was elevated to Class 2 Administrator after his meeting with the Supreme Administrator.
  • The Chosen One: In "End of the Maze", Frederick Doma and Rosaria le Friede think he's "the Antagonist, the adversary of this world".
  • Future Me Scares Me: One of his lobby lines is him wondering how his present-day self handles everything, which implies that this version of Na Yubin was either brought in from another world or is in a similar situation as the younger Sooyeon in "Vice President's Holidays".
  • Gameplay and Story Integration: His Passive buffs Strikers, which his three named fellow Fenrir Division members are (base Hilde, younger Sooyeon, and presumably "Yoo Mina").
  • Informed Attribute: Lee Sooyeon claims that he's very tall compared to everyone else, which other characters acknowledge. However, neither his art nor sprite reflect this. His official listed height is 185 cm, which would indeed make him rather tall.
  • My Master, Right or Wrong: He takes his faith in Hilde very seriously, even when she abandoned him and Lee Sooyeon during the Administration Failure.
  • Support Party Member: He explicitly describes himself as such. Gameplay-wise, he buffs Strikers.
  • Younger and Hipper: Compared to his Awakened version.

Lee Sooyeon / Kanami Kizuna

https://static.tvtropes.org/pmwiki/pub/images/lee_sooyeon.jpg
Voiced by: KR: Kim Hyunsim JP: Megumi Toyoguchi
Type: Counter
Role: Striker
Rarity: SSR
"I'm Lee Sooyeon, of the Fenrir Division! Do you know where my Master is? I haven't seen her at all lately."
The Vice President of the Coffin Company circa 20 years ago, when she was still an apprentice of Hilde's. Her hot-headedness causes her to butt heads with Na Yubin constantly, and she's always seen trying to help her master.
  • Balance Buff: Was one of the first to get the damage mitigation buff, allowing her to gain resistance to damage over a small period of time.
  • BFS: Her Exclusive Equipment is Teacher's Grace, a Reactive Sword which contains a BFG.
(Teacher's Grace's flavor text) Atomic Hilde was originally considered for this greatsword's name, but it was promptly changed to this after the owner received a punishment from her teacher.
  • Calling Your Attacks: She named her Ultimate after herself.
    "Lee Sooyeon Strike!"
  • Leeroy Jenkins: Very reckless in her fighting style, running in and believing that her Counter powers will carry her.
  • Trapped in Another World: In "Vice President's Holidays", this version of her appears alongside the Moderator in the event's climax, to her current self's horror. In the event's epilogue, she ends up vanishing after going all-out against her current self in a volleyball game (which ended with both of them disqualified since they used their Counter powers and utterly wrecked the field).
  • Younger and Hipper: The Vice President in her prime Counter years.

"Yoo Mina" (Unmarked Spoilers)

A version of Yoo Mina who disappeared during the Administration Failure. She currently resides within Yoo Mina.
  • Call-Back: The description of the stage you fight her Doppelganger in is most likely this to Hilde's words in Episode 1, basically foreshadowing Mina's true nature early on.
Hilde: This is none of your business.
Lee Sooyeon: ...Is it because of her?
Hilda: ....... Nonsense. She's dead. It's nothing now. It's just a shadow... No... More like, a faint residue.
  • Early-Bird Cameo: She first appeared in the very first scene of the game making a Despair Speech to the Administrator (which she references in Episode 2 Part 4), and before the New Origin update she was the character on the cover art of the Operation button.
  • The Faceless: While in their shared Mental World, neither Mina nor "Mina" is able to see what the other looks like. "Mina's" Doppelganger in Episode 9 provokes Hilde because it looks exactly like Awakened Mina, implying that "Mina's" actual appearance is no different.

    2nd: Aksha

    4th: Camelot

    5th: Cardenas

Sid

Leader of the Cardenas Division.
  • Cruel and Unusual Death: Maestra Nequitia subjected him to a sequence of personality transplants via Mental Printing, and he committed suicide after the 21st left him incontinent, crawling on the floor, and snorting like a pig.
  • The Ghost: He's only mentioned by Montagne and Maestra Nequitia in the opening scene of "Carnival".

Montagne

Deputy Commander of the Cardenas Division.

    8th Seal Division: Gordias

Other Members: Hayami Sanae, Nao

Former Members: Hayami Kanade, Nanahara Sayo

  • Sixth Ranger: After the events of "Ethereal Moon Splitter", Nao announces to the Family Alliance that they're becoming her new subordinates under the reestablished Gordias Seal Division.
  • Sole Survivor:
    • During a sealing mission 60 years ago, Nao became the Division's only survivor after she was put into cryosleep by her aide (implied to be Kanade). The rest had been killed by the work of one of their own.
    • "Ethereal Moon Splitter" confirms that Sanae was the only Gordias survivor of the Administration Failure (Nao was still in cryosleep at the time).

9th Artillery Division: Maze (Unmarked Spoilers)

    Arkon

Infantry Units

    Administration Rifleman
https://static.tvtropes.org/pmwiki/pub/images/oar.png
Voiced by: KR: Ryu Seunggon JP:
Type: Soldier
Role: Ranger
Rarity: SR
"I just came here at the request of the Administration. Count me in for Corrupted Object subjugation."
The key units of the Old Administration, their pulse rifles seem to have more power than standard infantry grenades.

In "Administration Failure", one of them is named Adm. Special Ops Trooper.

  • 24-Hour Armor: Their bio mentions that they can perform their daily tasks in their armored suits.
  • Boring, but Practical: All they do is shoot things with their guns, but those guns hurt. They're actually one of the highest-damaging units in the game, especially for their low cost.
  • Clone Angst: As with all Maze units, they are clones and are painfully aware that they're replaceable.
  • The Dividual: They're deployed in squads of two.
  • Gathering Steam: Each attack gives them a stackable permanent attack buff, up to 10% total.
  • Glass Cannon: As a cheap 2-cost unit that summons a pair and has a respectable attack that gets bumped up by Gathering Steam, this unit is one of the most wanted SRs for dealing with Defenders. However, their huge damage output is offset by minimal health, making them very vulnerable to Forward Deployment units and area-of-effect attacks.
  • Heroic Build: One look at their bicep shows they have a musculature to rival Gongsan, and humorously enough, their armor is ripped open to accentuate this. Being a clone may mean they were given steroids, or it’s just from their PT regimen.
  • One-Gender Race: They're all but explicitly male, as clones of the original Yegor.
  • A Taste of Power: When "Administration Failure" was the original tutorial in the KR server, this unit was among the first ones a new player could deploy.
  • You All Look Familiar: Unlike their Admin Sword Fighter and Shieldman comrades, Yegor and the other Maze Division Riflemen don't have the word "Maze" on their art to distinguish them from non-Maze ones like the Adm. Special Ops Trooper. Their bio implies that they were assigned across all ten divisions of the Old Administration, as they're listed under the Fenrir Division in the Team-up section.

    Administration Shieldman
https://static.tvtropes.org/pmwiki/pub/images/administration_shieldman.jpg
Voiced by: KR: Lee Donghoon JP: Mitsuki Nakamura
Type: Soldier
Role: Defender
Rarity: SR
"Let us take the lead. We'll show you the power of the Administration."
The heavily armored units of the Old Administration.

In "Administration Failure", one of them is named Adm. Special Ops Commander.

  • Badass Normal: As with the other Old Administration soldiers, they're just regular people kitted out in very advanced gear.
  • Bruiser with a Soft Center: Despite his hulking body and high-powered Administration armor, he mentions liking sweets and small dogs.
"What I like? Butterscotch cookies with unsalted butter, and... cute, stumpy Welsh Corgis."
  • The Dividual: They're deployed in squads of two.
  • Mix-and-Match Weapon: Their shield has an Energy Weapon built into its base which is used for their basic attacks.
  • Nobody Here but Us Statues: In "Year-End Party", Alex brings one to the Coffin Company year-end party as an "exhibitory sculpture".
  • One-Gender Race: The cloned ones are all but explicitly male, as clones of the original Valeriy.
  • Red and Black and Evil All Over: Like everyone in the Maze Division, subverted in that they are entirely heroic, if just slightly more likely to take the more dangerous missions.
    • In "Carnival", one of them plays this straight as they're part of what Sysop calls The Brothers Abandoned, a group of Old Administration soldiers who despise the Old Administration.
  • Starter Mon: One is given as a TASKFORCE Mission reward.
  • X-Ray Vision: Downplayed; their visor lets them see through their own shield, but it's not specified if they can see through anything else.
  • You All Look Familiar: Their bio mentions that Old Administration frontline commanders would use Shieldman armor for protection in the field, so it's unknown whether the Adm. Special Ops Commander is related to the Shieldmen in the Maze Division who have the word "Maze" above the 09 on their shields. Said bio also implies that they were assigned across all ten divisions of the Old Administration, as they're listed under the Fenrir Division in the Team-up section.

    Administration Sword Fighter
https://static.tvtropes.org/pmwiki/pub/images/administration_sword_fighter.jpg
Voiced by: KR: Kwon Youngji JP: Azusa Tadokoro
Type: Soldier
Role: Striker
Rarity: SSR
"I've applied to your company under the order of the Administration. I'll take care of everything for you with my sword."
The rumored combat agents of the Old Administration, trained to assist Counters in close combat.
  • Clone Angst: As a soldier of the Old Administration, they are clones and have difficulty separating themselves as individuals. The CEO can alleviate this with a Lifetime Contract.
  • The Dividual: They're deployed in squads of two.
  • Heroic Second Wind: If one of the two goes down, the other one gets increased attack speed and heals herself fully.
  • Kunoichi:
  • Male Gaze: An announcement leading up to her debut banner mentions that she was awarded the "Miss Bottom" award two years in a row by a fan club of hers within the company, citing the difficulty of focusing when she's at the front lines, before they disbanded when she went after the members.
  • Ms. Fanservice:
  • One-Gender Race: They're all but explicitly female, as clones of the original Tasha.
  • One-Way Visor: Their visors conceal their eyes.
  • Red and Black and Evil All Over: Just like the rest of the Maze Division, subverted in that they're genuinely heroic.
    • In "Carnival", one of them plays this straight, as she's part of The Brothers Abandoned.
  • You All Look Familiar: Their bio mentions that "it's not a coincidence that they all look the same". The recruitable one has the word "Maze" above the 09 on her leg, but many like her were implied to have been assigned across all ten divisions of the Old Administration, as she's listed under the Fenrir Division in the Team-up section. The non-Maze ones are represented by that word being omitted on their leg. Curiously, the one seen in "Carnival" does have the word on her leg.

Armored Units

     In general
  • Beehive Barrier: All three playable units enter battle with a large barrier, visually represented by a series of glowing, tessellating hexagons around their hulls.
  • Power Up Letdown: If the playable units' Standard Barrier Coating Passive is raised to Skill Level 5, they can instantly die to any source of Barrier Reflux (such as Awakened Na Yubin in Gauntlets). Since skill upgrades are permanent, keeping it at Skill Level 4 is a safe investment. This also makes them the only units with a justifiable reason for a second copy, to make use of their max-level Passive in PvE modes.
  • Sapient Tank: The playable units' personalities stand out in their Lifetime Contract scenes.
  • Tank Goodness: They're highly advanced battle tanks with sophisticated onboard AI and powerful energy weapons.

    Estaque
Voiced by: KR: Kin Seoyoung JP:
Type: Mech
Role: Sniper
Rarity: SSR
"Activating independent control system, Io... Successfully connected to central command communication network. Reinitializing ACT52L Estaque self-propelled howitzer, according to the doctrine... Feel free to use me for ultra long-range firepower support."
A tactical artillery machine designed to aim for the backlines created by the Old Administration.

It first appears in "End of the Maze".

    Ifrit
Voiced by: KR: Kim Seoyoung JP: Arisa Kori
Type: Mech
Role: Striker
Rarity: SSR
"Activating independent control system, Io... Successfully connected to central command communication network. Reinitializing ACT49S Ifrit infantry tank according to the doctrine... Please feel free to use me to control your battle situation."
A tank used by the Old Administration to break through enemy lines.

It first appears in "End of the Maze".

  • Armor-Piercing Attack: At Skill Level 5, its Special causes its attacks to ignore 25% of the target's defense.
  • Beam Spam: Its primary armament consists of four laser cannons to barrage enemies with a rapid volley of beams. It can temporarily improve its fire rate even further with its Special.

    Tarrasque
Voiced by: KR: Kim Seoyoung
Type: Mech
Role: Ranger
Rarity: SR
"Activating independent control system, Io... Successfully connected to central command communication network. Reinitializing ACT51M Tarrasque main battle tank according to doctrine... I'll help you turn the tables on your enemies."
The main battle tank operated by the Old Administration, armed with high-powered beam cannons.

It first appears in "End of the Maze".

    Chronos (Unmarked Spoilers
A class of prototype weapons developed by researchers of the Old Administration armed with the Immortal Core System.
  • Awesome, but Impractical: Both appearances of the Chronos have its regeneration easily overwhelmed.
  • Black Box: The Immortal Core System is revealed to be based off the Hollow God's regeneration ability.
  • Lost Technology: Titan's Counter Case reveals it to be an attempt by Future-at-War to reverse-engineer Chronos.

Administration

    As a group
The current Administration is the successor to the Old Administration, and was secretly founded by the Supreme Administrator after the Administration Failure to continue its study and defense against the Counterside, this time in the open.

Class 2 Administrators

    In general
Class 2 Administrators, also known as Senior Administrators, are one step below the Supreme Administrator and make up the Administrator Council. There are currently six Class 2 Administrators that make up the Council alongside the Supreme Administrator, and two others possess Class 2 Administrator privileges without being part of the Administration.

    Renée Maalouf
https://static.tvtropes.org/pmwiki/pub/images/60110_2090735277.png
"In accordance with regulations, all six Class 2 Administrators have unanimously agreed to suspend your authorization."
The Senior Administrator of Ground One and the de facto leader of the Administration Council in the Supreme Administrator's absence.

She first appears in "Administration Complete".

    Richard Werner
https://static.tvtropes.org/pmwiki/pub/images/60110_1130315455.png
"Controlling everything from behind the curtain and being a leader of the people are extremely different."
The Senior Administrator of Charade.

He first appears in "Little, Vincent".

    Jackson
The Senior Administrator of Chamber.

He makes an appearance in Episode 11.

  • Early-Bird Cameo: He's mentioned a few times in "Little, Vincent" and "Starry Night", most notably in the ending of the latter by Ozymandias, who tells Félicette to find him in Charade to learn the truth behind her parents' suicides and the origin of her Zoom Lens shield.
  • The Voice: During Episode 11, he is part of the security of Acheron trying to stop Hilde from causing havoc, but he doesn't have NPC art.

    Jack
https://static.tvtropes.org/pmwiki/pub/images/60110_1535653443.png
The Senior Administrator of Front Bay.

Official Support

    As a group
They first appear in "New Semester", and they're minor antagonists in "For the Uncrying".

    Zena Bird
https://static.tvtropes.org/pmwiki/pub/images/zena_bird.jpg
Voiced by: KR: Kang Saebom JP:
Type: Counter
Role: Striker
Rarity: N
"I'm Zena Bird, commander of the Administration's Counter squad, Official Support! I've been sent to help you succeed. Nice to meet you!"
The commander of the Administration's Official Support.
  • Self-Deprecation: She's fairly aware of her insignificance in the scale of the Coffin Company, such that she frequently asks the CEO to put resources towards her teammates first before herself.
  • Suddenly Voiced: For a long time she was one of the few voiceless characters in the game. The update that added "Frozen Corridors" in the Global server finally gave Zena voiced lines.
  • Traumatic Superpower Awakening: She got her Watch when her class got caught in a catastrophe during their graduation trip.
  • Young and in Charge: Despite her lack of experience as a Counter and as a leader, she became the leader of Official Support because no one else wanted to take up the responsibility.

    Cathy Wade

Voiced by: KR: Eunseo Yoon JP:
Type: Counter
Role: Ranger
Rarity: N
"Something smells fishy. It's going to be fun working here."
A member of Official Support who used to be a journalist writing sensational articles at a tabloid.

    Irie Alford
https://static.tvtropes.org/pmwiki/pub/images/airi_1.jpg
Voiced by: KR: Ryu Jumhee JP: Yu Kahara
Type: Counter
Role: Defender
Rarity: R
"Here comes Irie, the cute mascot of Official Support♪"
A defender who joined Official Support because she was looking for something fun.
  • Alternate Self: Her "School Breaker" skin is technically a version of her from another world, as shown in "New Semester".
  • Balance Buff: Given a rearm that improves her defensive capabilities.
  • Boring, but Practical: Her ability to Draw Aggro and defend for a mere 2 deployment cost is very powerful for an R rarity, even though she doesn't do much other than tank damage. You'll also be getting a lot of copies of her during regular play, so she's easy to max out.
  • Crutch Character: She's very easy to get and likely the first half-decent Defender a player will have access to, making her decently useful early on, but her durability pales compared to higher-rarity Defenders.
  • Glacier Waif: Irie is tiny compared to most people, but she's still a fairly tough Defender for her cost.
  • The Prankster: Very proud of her pranking abilities.
  • Say It with Hearts: Ends her recruitment line with a music note.
  • Starter Mon: She's given as a very early TASKFORCE Plan mission reward, after clearing 1-2-4.
  • Uncertain Doom: In "New Semester", her "School Breaker" version was last seen boarding her Counter Academy's Dimensional Ship to help rescue her world's version of Yoo Mina; in the "main" universe, the Official Support find that same ship abandoned.
