In General

Badass in a Nice Suit: The standard outfit for Public Safety is a dress shirt, suit, and slacks, which the Devil Hunters wear even in the field. The suits are actually a kind of "armor" of sorts, being bulletproof and in most cases, can protect the wearer from fatal attacks.
Brain Drain: The Public Safety agents who don't die on the job or quit the business entirely tend to move into safer devil hunting jobs in the private sector. It's implied the agency provide most hunters an entry level position, and all the ones just looking for money want to build up their resumé and get the hell out. The ones who stay long-term tend to either have a genuine interest in protecting the people, want revenge against devilkind, or just love fighting.
Bulletproof Vest: Their suits are durable enough to let Aki survive the same attack that cut Denji in half. It's not as useful as one would expect, as many Devils have powers that can bypass any attempt at protective covering, such as Santa Claus’ Puppet Permutation, or simply destroy a human instantly with brute force.
Creature-Hunter Organization: They're the government agency in charge of hunting dangerous devils. Freelance Devil hunting for profit is also legal, so Public Safety has to coordinate with private hunters to keep civilians safe without overlapping targets.
Face–Heel Turn: Whilst Public Safety was comprised of well-meaning hunters that were manipulated by Makima into fulfilling her plans of complete control in Part 1, most of the members shown in Part 2 are psychopathic and far more morally questionable to the point that nobody is shown objecting to dismembering Denji just because he was forced into transforming back into Chainsaw Man.
Four Is Death:
- The protagonists belong to Special Division 4, and it certainly has its share of fatalities - enough that it needs to merge with Division 0 a few arcs in to replenish their ranks.
- Said reinforcements come in a group of four - two Fiends, two Devils. By the end of Part 1, all of them are dead.
Happiness in Slavery: Most of the Devils and Fiends we see working for Public Safety seem content with it, despite it being an involuntary lifetime position. Either they appreciate the opportunity to make contracts, are resigned to obeying the institution's force, or have been brainwashed into obedience by Makima.
Heel–Face Reincarnation: The devil agents are a rather complicated example. In Hell, they followed Chainsaw Man, but it's not clear if they shared his Token Heroic Orc morality or simply worshiped his power. Their earthly reincarnations end up (sometimes involuntary) protectors of humanity, but were also brainwashed to help Makima conquer it. In short, their reincarnation lead to a change of alignment, but good luck figuring out the morality thereof.
High Turnover Rate: Hunting Devils is very dangerous work, and that's before the plot pits them against other Devil Hunters after Denji's heart. Even when they aren't directly injured, they're often reliant on devil contracts that take a toll on their bodies. The ones who don't die quickly tend to resign shortly after anyway.
Hunter of Their Own Kind: A number of Public Safety's Devil Hunters are themselves Devils and related entities, and some other Devils lend the Hunters their power (more readily or exclusively than to the general public). Though they aren't generally doing it by choice, most Devils aren't particularly loyal to their own kind and respect Public Safety's power.
The Men in Black: Starts taking on this status in Part 2. In the absence of Makima hiding anything, they seem for some reason to know almost everything. They puzzle out where the Justice Devil is, and somehow already know that Asa has become the War Devil, which is information that only two people—Fami and Nayuta, both enemies who wouldn't cooperate—could possibly have access to.
Mutant Draft Board: Devils, Fiend, and Weapon Humans that aren't killed by Public Safety are recruited under threat of death. Nonhumanoid Devils are kept locked up to make contracts with human agents. The rest become Devil Hunters.
No Such Thing as H.R.: Interpersonal rules in Public Safety are incredibly loose, at least in the Special Divisions. Makima and Himeno openly romantically entangle themselves with their subordinates, and the latter flirts with/teases her co-workers constantly. Several fights and even attempted murders between agents go unreported. Many hunters are Devils that can't be held to human standards, yet also lack any right to formally complain or quit.
Nonuniform Uniform: Public Safety has a standard, unisex outfit but many agents leave off the suit or wear sneakers instead of dress shoes. The Devil agents tend to be even more lax, and sometimes their bodies don't fit normal clothes (Princi's extra legs require her to wear a skirt instead of pants; Beam's shapeshifting powers would destroy all but the minimum amount of clothing).
Only in It for the Money: Some Public Safety Devil Hunters aren't particularly interested in protecting people or taking revenge on Devils, they just see it as a job that pays good, doesn't require a college degree, and has a lot of paid vacation. These people tend to move onto safer jobs in the private sector once they get the necessary experience.
The Pirates Who Don't Do Anything: Played with; several arc are spent on Public Safety directly hunting devils, but others are focused on fighting humans who are using devils' powers, which is also under the agency's jurisdiction, even if they don't pursue the devils themselves. It's implied a lot of "devil hunters" are just licensed as such as a legal pretext to use devil contracts for mercenary work, with varying levels of government approval.
The Purge: Many agents' deaths throughout the story were a result of Makima deliberately endangering them or pulling a False Flag Operation to winnow the ranks down to the ones under her power. Kishibe attempts his own counter-purge, which fails at first, but then succeeds because Denji kills Makima.
Ragtag Bunch of Misfits: Though Public Safety is a well-funded, seemingly-professional government organization, they're not very selective with who they let become or stay Devil Hunters. Many agents are desperate for money, hungry for revenge against Devils that killed the family, or horribly jaded from having their coworkers die — and that's not counting the bizarre monster people. Aki complains Division 4 was "full of weirdos" even before Denji joined, while Kishibe outright says you have to be crazy to join Public Safety and even crazier to stay around.
Redshirt Army: Quite a lot of Public Safety's Devil Hunters die without receiving any characterization beyond their name or face.
Reincarnation: In their previous incarnations in Hell, the Devils and Fiends working for Public Safety as agents were the followers of the original Chainsaw Man. The possible exception is Beam, who may have simply traveled from Hell to Earth without reincarnating. They were likely hunted down and indentured by Makima as a display of her power.
Religious and Mythological Theme Naming: The Bureau’s Devil agents are all named after the various classes of the angelic hierarchy described in The Bible, tying into the Light Is Not Good motif of their master, Makima.
State Sec: Makima's career in Public Safety see the agency turn into a means for her to build an army of mind-controlled devils she plans to use to Take Over the World.
Superpowered Mooks: Most agents have Devil contracts, even very minor characters who may or may not manage to use them before dying.
Super Cop: In a limited sense; besides hunting devils themselves, Public Safety handle humans criminals who use devil contracts.
The World's Expert (on Getting Killed): Protip for any aspiring Public Safety operatives: if your name is not Kishibe or Yoshida, then being introduced to the reader as a "highly skilled veteran devil hunter" is practically a death sentence.

"The Devil Hunters that the devils fear are the ones with a few screws loose."

The best Devil Hunter still alive, who Denji meets when he's assigned to train under him. A very heavy drinker, not that it does anything to slow down his skills.

The Alcoholic: He's a heavy drinker, though it does little to impact his fighting ability. He admits that watching his students die makes him drink more.
Badass Longcoat: Easily identifiable from the other Devil Hunters by his stylish black overcoat, which he's rarely seen without outside of flashbacks.
Badass Normal: Kicks the ass of humans and Fiends alike with impunity and is never actually shown to draw on any contracts to do so. Based on a comment that Pingtsi (one of Quanxi's fiends) makes, he might not actually have anything left to sacrifice to use in a Devil Contract. Despite being in his late fifties, he actually holds his own against Quanxi, who is a full-blown Weapon Hybrid like Denji and Reze.
Baritone of Strength: He has an incredibly deep voice, befitting of his status as the best Devil Hunter alive.
Beauty Is Never Tarnished: Averted. While he's still ruggedly handsome well into his fifties, he used to be much more conventionally attractive in his younger days. Nine years of being thrown into the ringer as a Devil Hunter, however, gave him with a horrific scar on his cheek and a severe depression that gradually turned him into a dishevelled shadow of his former self.... and that was when he and Quanxi were still partners. Lord knows what kind of hell he's been through after that.
Big Good: Kishibe is the ringleader of a splinter-cell of Public Safety planning a coup against Makima's plans to conquer the world.
Break the Haughty:
- He was shown to be full of himself when he first started out, incessantly flirting with Quanxi in spite of her always responding with five across the eyes. By the time of his ninth year in Public Safety, he's become so scarred, disheveled, and visibly tired that he's pretty much turned into a completely different person by then. It doesn't help that his near-decade of flirting but eventually genuinely falling for Quanxi all resulted in a Sorry, I'm Gay revelation.
- Just because he knows who Makima really is and has a decent grasp on her powers, he formulates a coup to take her down. As his trap seems to close around her, she causes his composure to tremble when she brings up how their reality has been benevolently tampered with. Makima then unleashes the original Chainsaw Man, which causes the coup to implode when Kishibe's forces attack him under the mistaken belief that he's another one of the Control Devil's peons, dividing their forces and allowing her to slip away.
Broken Ace: Kishibe isn't boasting in the slightest calling himself the greatest Devil Hunter there is. Skilled enough to completely curbstomp four Fiends (one of whom could drive people insane with a look) without using any Contracts and savvy enough that he was only hunter in the bureau to have figured out Makima wasn't human before she staged her coup... and he's also an alcoholic who's watched so many of his colleagues and proteges die horrible deaths he seems barely able to feel anything anymore. Noticeably, despite advising Himeno to not bother visiting the graves of fallen comrades, his proper introduction shows him doing so himself.
Brought Down to Badass: Devils won't renew or create contracts with him anymore, so he's down to what's left of his physical and mental faculties for hunts.
Brutal Honesty: Kishibe bluntly confirms Kobeni's fears late in Part 1 that Makima won't allow her to live, she has to hide even from her family, and that she'll probably be a fugitive for the rest of her life.
But Now I Must Go: Kishibe leaves Nayuta in Denji's care, then disappears, because he's "about to get busy". It's not known if he's still part of Public Safety or has become a fugitive for helping to kill Makima and keep Nayuta away from the Japanese government.
Comic-Book Fantasy Casting: He looks a lot like Mads Mikkelsen, and considering what a cinephile Fujimoto is, it's likely the resemblance is intentional.
Crazy Sane: Implied. For all his talks about how the really effective Devil Hunters are all cuckoo for Cocoa Puffs, Kishibe, barring his alcoholism, is remarkably straight-laced... and yet, by his or anyone else's metrics, he's one of the best Devil Hunters alive, if not the best.
Deal with the Devil: Kishibe has made a contract with three Devils, the Knife Devil, Claw Devil and Needle Devil, and it's stated that there's nothing left on him that he can trade away.
Dented Iron: He's the greatest Devil Hunter there is and still possesses the strength, skill and resourcefulness to show it. He's also covered in scars all over, is an extreme alcoholic and has given up so much from his body during his decades of work that he can't even use his contracted Devils anymore. Not only that, but he's also horribly depressed after all the needless death and destruction he's had to witness, and still carries the heartbreak of having been rejected by Quanxi. He's a grim reminder of what a Devil Hunter can end up like if they're unlucky enough to survive to old age in a job where everyone else drops like flies.
Drowning My Sorrows: He confesses that drinking over dead comrades is in large part why he's an alcoholic.
Dub Personality Change: Much more coarse and pushy in his speech in the English dub, insisting that Denji and Power refer to him as "master" rather than requesting they do so.
Early Installment Character-Design Difference: A man that is presumably Kishibe is shown for a few panels in chapter 14 introducing Aki to Himeno, but he's very nondescript, wears a brimmed hat, and lacks the cheek scar. Kishibe shows up in chapter 19, using the finalized version of his design, which the anime uses even in the first scene.
Establishing Character Moment:
- When he first appears in Himeno's flashback, he bluntly explains that her most recently deceased partner didn't have it in him to be a Devil Hunter and expresses his philosophy of needing competent Devil Hunters to be Wild Cards that won't bend to fear. He repeats a similar sentiment when training Denji and Power.
- One that can be easily overlooked, but really highlights what his role in the story will be; when he's introduced to Denji and Power, he actually tells Makima to shut up.
Fights Like a Normal: He rarely relies on his Devil contracts and prefers to go at it alone. He's regarded as the best Devil Hunter alive because of it. Pingtsi notes that he has nothing left to give to his contract physically, so he may literally be unable to use them any more.
Functional Addict: Despite being a severe alcoholic, that doesn't impede him in the slightest as a fighter.
Glasgow Grin: The left side of his face is stitched up extending from his mouth, though in this case it's more a Glasgow Frown. The volume 8 omake shows the rather grisly injury, which came just a year into his career, but not the context.
Hidden Depths: Initially comes off as just a cynical drunk, but it turns out he's both entirely warranted to describe himself as The Ace and a great deal more sympathetic as a character past his stoicism.
I Lied: During one of their training sessions where Denji and Power managed to set up a decent set of surprise attacks against him, Kishibe praises Denji and Power for their hard work, then promises training is over for the day. As soon as Denji relaxes, Kishibe puts a knife through his face and reminds him to never trust a hunter.
I Was Quite a Looker: The omake about his and Quanxi's history shows that he was quite a Bishōnen as a younger man. Decades of Devil Hunting and subsequent alcoholism wore him down.
Incompatible Orientation: Back when they were partners, Kishibe confessed to Quanxi that he liked her, only to be soundly rejected as it apparently coincided with her discovering she was a lesbian. Making this more pathetic, Kishibe realized this before Quanxi did.
Inexplicably Awesome: Kishibe himself states that he's the best Devil Hunter alive, and given how he thoroughly trashes Denji and Power during their "training", it's clearly not a bluff. Pingtsi (one of Quanxi's fiends) points out that he's been so physically beaten down that there's nothing left for him to contract with, and yet the next time we see her and one of her compatriots, Kishibe has them both captured without seemingly any effort. We never get to see exactly why or how he got so badass, but it's entirely possibly that he relies on physical strength alone. Despite being over 50 years old and having no apparently superhuman defensive abilities, he can hold his own with Quanxi in a fair fight and survives being thrown out a window onto a car with zero apparent injury. He notes in his first proper chapter that he was incredibly strong since he was a child, which may explain why he's able to keep up despite his age.
Informed Attribute: Kishibe introduces himself as a lady's man, listing "women" as an interest equal to drinking and devil hunting. In the present, he never shows any clear sexual interest in anyone. A flashback showed he was quite a womanizer as a young man, but within a few years became solely focused on Quanxi.
Jerk with a Heart of Gold: He's a Broken Ace and Sink or Swim Mentor who takes Denji and Power under his wing solely because he can now have proteges that he can outright murder however many times he wants without lasting consequences. He eventually comes to be fond of them to a degree and his ultimate goal is to kill Makima to stop the pointless sacrifice of innocent Japanese citizens and colleagues from continuing.
Katanas Are Just Better: He's shown wearing twin katanas on his back in a flashback to when he was working alongside Quanxi, though he's never seen actually using them.
Lightning Bruiser: His strength is accompanied by incredible reflexes and speed, as seen when he easily takes down Power and Denji in quick succession without blinking an eye in his training sessions. This is highlighted in the anime, where he manages to stab Denji multiple times within the span of a single second, and each stab sounds like it was shot out of a cannon.
Loving a Shadow: Supplementary materials deconstruct his infatuation with Quanxi, explaining that the reason he was enamored with her was because her immortality made her the only stable and unchanging part of his chaotic life as a hunter. He recognizes that he loved her precisely because it felt 'safe' loving her, she couldn't just suddenly die and leave him. And then Makima doesn't even let him keep that.
Mask of Sanity: Implied. Seeing that he says that the best way to fight a demon is to be more insane than it, and that he calls himself The Best Devil Hunter Alive, it's not hard to put 2 and 2 together.
Mentor Occupational Hazard: Inverted! Instead of dying to further Denji's development, by the end of Part 1 Kishibe is the only dependable ally Denji has left, except Yoshida, who he barely knows and Kobeni, who he barely trusts.
Odd Name Out: He's one of the only characters that has his name in kanji, something that he shares with Himeno.
Offscreen Moment of Awesome: Has a lot of these from surviving Sawatari's assault on the Special Divisions with no injury, to casually defeating Quanxi's superpowered Fiend harem, to his "training" sessions with Denji and Power who were allowed the full use of their demonic abilities and only managed to nick him across the cheek for their efforts.
Pet the Dog:
- Kishibe ends up sheltering Denji and Kobeni when all of them are on the run from Makima, not asking either of them to help him in return. He even warns Denji of the dangers of doing so when he volunteers.
- He agrees to catsit Meowy asking for nothing more than alcohol as payment. When the two reunite, Kishibe is casually playing with her as though they've managed to bond during that time.
Psycho Knife Nut: He's a very weary and uncompromising man whose method of tutoring Denji and Power involved stabbing them many, many times with an assortment of knives. It's later revealed that he has a contract with the Knife Devil, which explains some of the insane feats he's pulled off with them.
Red Baron: Quanxi calls him "Mad Dog Kishibe".
Refuge in Audacity: Kishibe doesn't even remotely try to hide the fact that he's directly plotting against Makima, and when she claims she didn't know anything about the Yakuza attack on Public Safety in advance, Kishibe's response is to openly call her a liar to her face. Given that Makima's powers work on anyone she believes herself to be "superior" to, it's entirely possible that Kishibe is immune to Makima's brainwashing because she's actually impressed by his utter refusal to even pretend to fall for her bullshitting him.
Rugged Scar: He has a stitched-up scar on the left side of his face and is one of the most experienced Devil Hunters to date.
Shadow Archetype: Kishibe is a startlingly depressing vision of what Denji can grow into. Like the protagonist, he was originally a brazen and arrogant young Devil Hunter with base desires (booze and women) who wielded bladed weaponry and had contracts with Devils associated with such. Years of losing colleagues and witnessing demonic horrors have beaten him down into what he is in the present day. Also, both he and Denji held romantic feelings for dangerous hybrid women, both of whom were killed and enslaved by Makima. The end of Part 1 brings this to the fore as master and student wind up on the same park bench, depressed and dour.
Sink or Swim Mentor: He advised Himeno to beat her training into Aki, because Devil Hunters don't have time learn to slowly. He trains Denji and Power by essentially terrorizing them every day, and doesn't seem particularly concerned about their physical or mental well-being. Since they regenerate from fatal injuries, he's got no reason to hold back when it comes to training them for a life-threatening job like a Devil Hunter.
Sole Survivor: One of only four named characters confirmed to survive the events of Part One.
So Proud of You: When he leaves Denji to finish off Makima in Chapter 96, he expresses hope that Denji survives, because he feels that Denji has the most potential out of everyone he's met to be a Devil Hunter. It speaks volumes coming from someone who is considered The Ace in the profession.
Stealth Hi/Bye: Disappears while Denji is talking to him at the end of the final chapter after having dumped Nayuta on him to look after.
The Stoic: He doesn't emote much having Seen It All from his years as a Devil Hunter. That being said, he's quite sentimental deep-down, but years of Devil hunting and alcoholism have weighed on him significantly.
Strong and Skilled: A legitimate lesson he teaches Denji and Power is that being a nutjob is only half the battle, and you need to supplement that with tactics and technique.
Success Through Insanity: He expresses that Devil Hunters must be too crazy to be intimidated by Devils or psychologically damaged by encounters with them. An unpredictable hunter gives no fear to power Devils and makes them face their own fear of the unknown.
Take a Third Option: Knowing that Makima has potentially millions of backup lives, making killing her a protracted and impractical process, Kishibe's coup is centered around using the Hell Devil to get rid of her without conventional lethal force.
That Makes Me Feel Angry: Hard living and fighting have all but calcified his ability to emote, so he often just states what he's feeling at the moment.
Training from Hell: Training with him isn't so much teaching his students skills, as forcing them to learn to SURVIVE encounters with him. Denji being a Perpetual-Motion Monster and Power being a Fiend just means he's able to use more extreme methods without worrying about killing his students.
Unrequited Love Lasts Forever: The "All About Kishibe" omake in volume 8 shows he spent at least nine years fruitlessly pursuing Quanxi. It's not specified if he got over since, and he doesn't bring it up when they met in the present, but he's not shown interest in anyone else. Supplementary materials imply he's more or less okay with that though, as his infatuation with the immortal Quanxi mainly serves to give him a sense of stability in a life where he constantly loses people.
Villain Respect: Implied. Kishibe is one of the very few humans who seems to be exempt from Makima's powers. Since Makima can exert control over any individual who she perceives as her inferior, then it seems as though Makima views Kishibe as something of an equal, likely due to the fact that he's one of the only people who sees through all of her bullshit.
What Measure Is a Non-Human?: Discussed Trope. He admits to Makima that he expected to not care about Denji and Power, as non-human "toys". In spite of this initial view, he realizes he's grown fond of them and wonders if this means he's going soft.
Wild Card: He's working for the Public Safety Bureau, but is openly apathetic to Makima's murderous schemes so long as she's "still on the side of humanity". Then it's shown he's looking to kill Makima, even requesting assistance from Quanxi, a Chinese Devil Hunter that he's supposed to fight to protect Denji. His true intentions are unknown as of now. He finally makes decisive moves against Makima in Chapter 83, and by the end of Part 1 is one of the only allies Denji has left.
World's Best Warrior: He states that he is the strongest Devil Hunter, hence Makima requesting his assistance in training the Special Division. It's implied that Kishibe was something like the World's Strongest Man of Public Safety in his youth before becoming Dented Iron from years of intense battles and depression.

Himeno

"You best not die on me, Aki."

An upbeat and flirty veteran Devil Hunter. She was Aki's mentor when he first joined the bureau, and is put in charge doing the same with Denji, Power, Arai and Kobeni.

Contracted to the Ghost Devil, who allows her to summon an intangible, superhumanly strong third arm in exchange for having let it consume one of her eyes.

Action Girl: From what we see Himeno is one of the most capable hunters Public Safety has and managed to outlast 6 partners before teaming up with Aki.
Adaptation Expansion: The anime's 8th ED features a short animated segment of Himeno, Aki, and their respective Devils on an action-packed hunt.
All for Nothing: Himeno trades her life to summon the Ghost Devil and save Aki from being killed by Katana Man, only for him to die anyway in a much, much worse way only a few months later.
All Love Is Unrequited: She has the hots for Aki, but complains to Denji that Aki seemingly only has eyes for Makima, even though he knows nothing about her as a person. Tragically, it's heavily implied after Himeno's death that Aki really did love her back, but he literally Can't Spit It Out - because Makima brainwashed him to only be interested in her.
Backup from Otherworld: Aki manages to kill the Ghost Devil by displaying no fear, rendering himself invisible to it. The cigarette one of its arms presents to him marked "Easy revenge!" implies that Himeno is helping Aki avenge her from beyond the grave.
Beneath the Mask: Underneath the confident, flirtatious persona she puts on in public, Himeno is an incredibly broken and traumatized young woman still grieving for the deaths of her partners, and is only slightly less depressed than Kishibe by virtue of the fact that the one she's in love with is still alive and a friend of hers.
Beware the Nice Ones: Himeno is very friendly to her coworkers, but she's not soft on them in the slightest if they show any issues.
- When Power threatens Kobeni, Himeno incapacitates her brutally with her Ghost Devil.
- She knocks Kobeni out twice on the same mission; first offscreen when she tried to drink from a toilet, then when Kobeni rushes to stab Denji.
- While she was calm and apologetic about it, unlike Kobeni and Arai, she was also fully willing to kill Denji to save the rest of the team.
Boring, but Practical: One of the simpler uses Himeno has for the Ghost Devil's arm is just to pull Denji's ripcord from a safe distance.
Broken Ace: The strongest and most experienced Devil Hunter in all of Public Safety after Kishibe, who fearlessly strides into danger and faces down terrifying Devils with a confident smirk. Underneath all that, she's an incredibly broken woman who blames herself for the deaths of her colleagues and is prone to drowning her sorrows in beer, smoking, and casual sex, and is desperate to protect the man she loves from falling victim to the same fate as all her previous partners.
Can't Act Perverted Toward a Love Interest: Justified when she first meets Aki, who she found out was a minor and quickly backed off. In the present, she apparently Really Gets Around, is The Tease towards Denji (and almost drunkenly sleeps with him), and often fondles Kobeni. But otherwise, she doesn't act this way at all towards Aki.
Cast from Lifespan: Her Contract with Ghost involves trading parts of her body for power.
Cool Big Sis: Puking in his mouth and nearly taking his virginity notwithstanding, she eventually settles into this relationship with Denji, teasing him for his taste in women but otherwise being the friendliest to him of anyone in Public Safety, and encouraging him to pursue his goals and do what makes him happy. On a more literal note, she's also shown to have an actual little sister who she has a fairly good relationship with and writes letters to regularly, though we don't find this out until after Himeno dies.
Cuddle Bug: More than once Himeno has spontaneously hugged Kobeni, who seems ambivalent about it. The implication Himeno even hits on women when she's drunk doesn't make it seem any more innocent.
Did They or Didn't They?: It's outright stated that Himeno has drunkenly made out with all her co-workers at some point and it's implied she's gone further and slept around as well. But whether or not this includes Aki, a man she clearly cherishes above most others but who is also highly devoted to Makima, is left up in the air.
Ethical Slut: Himeno has a very openly flirtatious personality, and she's apparently made out with nearly all her fellow Devil hunters whenever she gets drunk. She's also one of the most genuinely nice characters in the series, who cares deeply about her co-workers and wants to protect them from the dangers of their occupation. In addition, Himeno is extremely relieved to learn that Denji turned her down when she drunkenly came on to him, saying that she'd have been horrified if she hooked up with a minor, and even offers to help set him up with Makima.
Everyone Has Standards: Is horrified when she learns that Denji and Aki, both of whom she flirted with intensely, are minors, and immediately backs off with her sexually-charged teasing accordingly.
Expository Hairstyle Change: Compared to her short, slightly unkempt hair in the present, flashbacks showed that she had long, straight hair back in the day.
Eyepatch of Power: A one-eyed veteran Devil Hunter due to having given up her right eye for her contract with the Ghost Devil.
Face Death with Dignity: Calmly trades her physical body to the Ghost Devil to save Aki's life while making eye contact with him one last time and gently telling him, "Don't die, Aki." Even more poignant in hindsight because it's one of the very few characters in the series who dies relatively cleanly (vanishing from existence instead of being stabbed, shot or ripped to shreds by a Devil) and dies getting what she wants: Aki's survival.
Fan Disservice: While hunting the Infinity Devil, Himeno promises to give Denji a kiss if he eliminates the monster. When he does so, she remembers her promise after getting wasted and gives him a big liplock... and pukes into Denji's mouth. This repulsive moment causes Denji, who isn't even old enough to drink alcohol, to run into the bathroom and vomit uncontrollably.
Fighting from the Inside: After Sawatari takes control of the Ghost Devil and summons it to kill Aki, it starts strangling him to death and he blacks out...only for it to abruptly drop him to the ground unharmed and hand him a cigarette, revealing that enough of Himeno remains inside the Ghost Devil to overpower Sawatari's will and stop it from killing Aki.
Foil: For Makima. Both of them are older, more experienced Devil Hunters who wear full suits, who both Denji and Aki are attracted to, and who motivate Denji by flirting with him and promising him sexual favors. However, while neither of them appear to actually be attracted to Denji, Himeno is actually willing to put her money where her mouth is and keep her promises, while Makima has no intention of ever giving Denji any serious romantic affection. Moreover, Makima is clearly using her sexuality to manipulate Denji for her own ends, while Himeno seems to genuinely like him, has no ulterior motives and seems to mostly enjoy flirting with him just because it's fun. They both have powers that let them attack foes without actually making physical contact with the opponent themselves, but Himeno uses the Ghost Devil's hands, as part of her contract, to grab, hit, and slash at people while Makima can apparently make people explode from a distance and she doesn't actually have a contract with a powerful Devil, she is a powerful Devil. Himeno acts like the life of the party and appears unaffected by the stresses of Devil Hunter life on the outside is emotionally broken up by the deaths of her partners on the inside, while Makima appears to be a calm, collected, and utterly serene Reasonable Authority Figure but is actually a vicious, spiteful, sadistic, and hatefully petty sociopath willing to utterly destroy a helpless teenager's life just so she can get Pochita back. Lastly, Himeno unflinchingly sacrifices her own body just so Aki can survive, while Makima doesn't hesitate to kill him and use his body as a vessel for the Gun Devil.
Healthcare Motivation: She first became a Devil Hunter to pay her father's medical bills. By the time she had that taken care of and wanted to take a less dangerous private sector job, she'd gotten attached enough to Aki that she wouldn't leave Public Safety until he came along.
Heroic Resolve: She forces herself to stay awake for three days while Denji is fighting the Eternity Devil, just so she can use her Ghost hand to pull his ripcord everytime he runs out of charge. Once Denji's finally killed it, the first thing she does is, quite understandably, crawl under the covers with Aki and instantly fall asleep practically cradling him.
Heroic Sacrifice: Makes a contract with the Ghost Devil to save Aki's life in exchange for the only thing she has left to offer: her physical body.
Heroic Willpower: After she kills Himeno, Sawatari takes control of the Ghost Devil and later uses it against Aki. When the Ghost Devil grabs Aki and starts strangling him to death, enough of Himeno's spirit survives inside Ghost for her to regain control and force it to let go of Aki, hand him a cigarette with the message "Easy revenge", and stand still without attacking so Aki can kill it.
Hidden Depths: It is only after her passing that we get to see Himeno’s true thoughts through the collection of letters she sent to her sister. They show Himeno in a more fragile state, as she was someone who was often worrying about her family and was actually hoping to just to leave Public Safety along with Aki, but he didn’t take that seriously due his unshakable desire for revenge against the Gun Devil. This revelation only hits Aki harder, as he realizes Himeno cared for him way more than he thought.
I Let Gwen Stacy Die: Her death at the hands of Katana Man and Sawatari shocks Aki out of the depressed, self-destructive funk he's been living in, and marks a notable change in his Character Development from focusing only on his hunt for the Gun Devil at the expense of his human life to opening up to others emotionally and starting to take on a more protective role for those he still cares about.
Implied Love Interest: Sometimes it seems that she's merely resorting to seduction in order to stop Aki from being another partner of hers that dies, other times it's heavily implied she genuinely has feelings for him and he might have some degree of reciprocation. Whether they have a purely professional relationship or something more along the lines of Friends with Benefits is left vague, although Aki has no issue with how touchy-feely his partner is.
The Jailbait Wait: Himeno's known Aki since he was a teen and it's implied she was attracted to him from the start, then stopped short of going further with her initial flirtations once she discovered he was a minor. Though her interactions with Denji show Himeno may forget the "waiting" part if she's drunk enough.
Just Friends: Her breakfast talk with Denji the morning after the kiss shows that she was looking forward to just no longer having anything more than a platonic relationship with him. In fact, she took things a bit further by offering to help set him up with Makima if he helped her get with Aki.
Killed Off for Real: The first major character death and a sign of what’s to come.
The Lad-ette: She smokes, drinks, and is generally as gross (or grosser) than her male coworkers. At 5'9, she's also extremely tall for a woman by Japanese standards.
Let's Get Dangerous!: Appears to be more interested in getting drunk and flirting with her coworkers than doing her job, but she's not a woman you want to cross. Power learns this the hard way when she threatens to betray Division 4 and Himeno makes it very clear how outmatched she is by casually grabbing Power and choking her in a Neck Lift with the Ghost Devil's hand. Even after being shot by Katana Man, she grabs him with the Ghost Devil and would likely have killed him for good if Sawatari didn't kill the Ghost Devil.
The Lost Lenore: Her death weighs on Aki heavily, even as far as the International Assassins Arc, when watching Denji and Power getting butchered by the Darkness Devil causes Aki to have a horrified flashback of watching Himeno die, unable to do anything to stop it.
Mentor Occupational Hazard: Aki's mentor, and the first major character to die.
Ms. Fanservice: Himeno is a very beautiful women with a large chest and a pleasant personality. The anime especially stresses how lovely her eyes are, and more focus is given to her body.
Murder the Hypotenuse:
- Considering that Makima is all but directly stated to have hired Katana Man and Akane Sawatari to attack Divison 4, it's entirely likely that she specifically ordered them to target Himeno because she got in the way of Makima more effectively controlling Aki.
- She's also the hypotenuse for Denji and Makima; Makima noticeably gives multiple side-eyes at Himeno when she drunkenly kisses Denji, likely seeing her as a major competition for Denji's affections and loyalty that will no doubt throw a wrench in her plans.
Not Too Dead to Save the Day: Even after her body fully disappears, enough of her spirit remains within what's left of the Ghost Devil to use its hand last one time to pull Denji's ripcord and give him a fighting chance against Katana Man.
Obi-Wan Moment: Much like the Trope Namer, she dies calmly making eye contact with her pupil one last time after trading her life for his before her physical body disappears and leaves behind only her clothing.
Odd Name Out: She's noticeably one of the few characters normally referred to by a name written in kanji. Everyone else has their names written in katakana, even if the names themselves are Japanese.
Only Friend: For Aki, who's otherwise kind of a dickhead in the early chapters of the manga. Her death serves as a wake-up call to start opening up to others a little more.
O.O.C. Is Serious Business: She's been managing to keep calm throughout the Eternity Devil arc, but has a Freak Out when Kobeni accidentally stabs Aki and begins panicking about their chances of getting out of the Eighth Floor.
Pair the Spares: She actually tries to invoke this with Denji, observing that he, like Aki, has a crush on Makima, she suggests they form an "alliance" where she'll help Denji hook up with Makima in return for him helping her hook up with Aki. It doesn't quite work out that way...
Pet the Dog: While it initially seems like Himeno is planning to seduce Denji and use him to do things for her, like Makima, she's actually nothing but kind to him following the fight with the Eternity Devil. One such example is apologizing for the vomit kiss at the party and inviting Denji to have breakfast at her place in the future.
The Plot Reaper: Aki is an outright asshole at the beginning of the story, looking down on everyone else but Himeno and outright beating Denji up just because he's a rival for Makima's affections. Her death at the hands of Sawatari and Katana Man shocks him out of his selfish funk when he realizes that she cared about him enough to give her life for his and start opening up to others emotionally like Denji, Power, and the Angel. If she was still alive, Aki would probably never have started to care for Denji and Power and the rest of the story would probably never have happened.
Really Gets Around: Besides her drunken flirtations with Denji, she's also apparently got quite a habit of sleeping with her co-workers in the Public Safety Division.
Sacrificial Lion: She dies trying to save Denji and Aki, allowing Ghost to consume her completely.
Senseless Sacrifice: Downplayed and unusually subverted; she offers her whole body to the Ghost Devil so that it can fully materialize and help defeat Katana Man, but then Sawatari's Snake Devil devours it and Himeno's body fully disappears. However, she still managed to distract them from Aki enough for him to survive, and her sacrifice itself posthumously gave her enough control over the Ghost Devil to keep it from killing Aki later.
Shipper with an Agenda: She decides to help Denji get with Makima since it'll give her room to make a move on Aki.
Ship Tease: She admits to being attracted to Aki, and she drunkenly expresses her jealousy over his own implied attraction to Makima. There are multiple moments where they share intimate interactions, one lampshaded by Denji as an Indirect Kiss. The first anime trailer outright shows them having slept together.
Sleep Cute: The first thing she does after Denji kills the Eternity Devil is to crawl under the covers with Aki, wrap her arms around his neck and start snuggling into him. D'awwwwwwww.
Small Role, Big Impact: She dies about a quarter-way into Part 1, but her character casts a huge shadow over the rest of the story. Aside from her death establishing very firmly that nobody in the cast is safe and off-limits, Aki's discovery that she cared enough about him enough to trade her life for his shocks him out of his self-destructive funk that he's in at the beginning of the story and causes him to start opening up to others emotionally and take on a protective mentor role for Denji and Power for others the way Himeno once did for him.
Smoking Is Cool: She's almost always smoking, and a character that oozes with a cool personality. Deconstructed as she's smoking because she's well aware that being in Public Safety, she'll be killed by a Devil long before the negative effects of her habit gets to her, so she might as well indulge.
Spotting the Thread: After they escape from the Eternity Devil, Himeno notices that Makima seems to be taking an unusually close interest in Denji personally. Noting that Makima, who used to travel around a lot, has mostly stuck to Tokyo lately to monitor his progress, and guesses (correctly) that Denji has some sort of secret power that Makima's interested in. Since we later find out that Makima has the power to spy on anything her subordinates say out loud, it's quite likely this is one of the reasons Makima has her killed.
Something Only They Would Say: A variation. During his fight with the Ghost Devil, Aki realizes that Himeno has wrested control of it away from Sawatari when it abruptly stops strangling him and instead hands him a cigarette with the words "Easy revenge!" written on it.
So Proud of You: When Aki is fighting the Ghost Devil, it hands him one of Himeno's cigarettes marked with the words "Easy revenge", implying that her spirit is and urging him to keep fighting despite her death, which gives him the strength he needs to stand back up and kill it.
Statuesque Stunner: Himeno is repeatedly noted to be a gorgeous young woman, and at 5'9 she's taller than most men and extremely tall for a woman by Japanese standards (as of 2022, the average height for a woman in her 20s in Japan is only 5'2.)
Stepford Smiler: She presents herself as a lively lady, drinking, smoking, and fornicating like there's no tomorrow. Underneath all that lies a woman who've lost far too many friends to Devil Hunting, now desperate to save the pupil she’s fallen for from ending up yet another grave among hundreds.
Surpassed the Teacher: She's Aki's mentor, and after he successfully kills the Ghost Devil, it hands him a cigarette labeled "Easy revenge!", implying that her spirit is congratulating him for becoming a better Devil Hunter than she ever could.
The Tease: She enjoys riling Denji up, offering to do all sorts of things with him. Unlike the other women that mess with him, Himeno is actually willing to follow through on her teasing.
Vomit Indiscretion Shot: Has a rather horrendous transfer of vomit through a kiss with Denji while extremely drunk. It's pixelated in the anime, thankfully.
You Are Not Alone: Aki appears genuinely surprised when he learns how much Himeno loved him and wanted him to live, even at the risk of losing her own life. Realizing that there were people out there who gave a shit if he died or not drives him to be more selfless and less self-destructive, even quitting smoking.

A meek young woman who was forced to join the Bureau to pay for her brother's university fees.

10-Minute Retirement: Has a pattern of swearing to quit Devil hunting, then returning to the agency for more money. She eventually quits for real after going to Hell.
Abusive Parents: Kobeni's parents force her to enter workforces that are either life-threatening or straight up abusive. She even considers being on the run and in hiding from Makima to be a blessing because it means she has the perfect excuse to finally cut ties with them.
Absurd Cutting Power: Kobeni's knife chops off Katana Man's hand in one swing and penetrates Aki's suit, something Katana Man himself didn't manage. It's possible it was made using Angel's powers, hence why Public Safety would issue an agent what looks like a kitchen knife.
Beware the Silly Ones: She's a cute, cowardly new employee that doesn't seem suited for this business. However, she's a terrifying opponent with a knife and manages to save Denji from Sawatari's minions.
Break the Cutie: Oh, god. While it was evident at the beginning, it really takes effect after she witnesses the death of Arai.
Burger Fool: After quitting the Bureau, she started working at a "Family Burger" fast food restaurant. The work isn't just humiliating, her manager physically abuses her for not seeming happy enough.
The Bus Came Back: After quitting Public Safety, she unfortunately ended up having to deal with Denji again in spite of landing a job in a fast food restaurant.
Butt-Monkey: She's kind of pathetic, and a target for Power's antics. Leaving the Bureau doesn't seem to improve her status either, as she's just as badly abused at the fast food restaurant she works at. Applies out of universe as well: in the first popularity poll, Kobeni's car ranked higher than Kobeni herself.
Charles Atlas Superpower: Despite never using any obvious Devil powers, Kobeni is capable of superhuman feats of athleticism; Katana Man calls her a "monkey" after seeing her dodge and weave through the Snake Devil's attacks, right before she cuts off his arm, snatches his gun from the limb she just cut off, and shoots him twice without looking at him.
Chekhov's Gunman: She's primarily comic relief but ends up being important to the final step in Denji's Character Development. Specifically, her acceptance that things rarely work out for her completes his journey into a Knight in Sour Armor who accepts that bad things are quite common in life, but good things also undeniably exist as well.
Cool Big Sis: An omake shows that she has a younger sister who seems to genuinely like her.
Cowardly Lion: She's utterly terrified of Devils and the bureau's general situations, but she is incredibly dangerous once she steels herself, even outmaneuvering Katana Man (albeit in his human form) and Sawatari on one occasion, and double-tapping an assassin who'd just killed her partner beforehand.
Crouching Moron, Hidden Badass: Normally she's a nervous wreck, usually for the right reasons, like the Eternity Devil sequence, but when the right situation comes, she becomes an absolute menace in combat, like with her encounter with Sawatari's assassins in episode 9.
Curb-Stomp Battle: On the delivering end: she utterly humiliates Katana Man and Sawatari in their brief scuffle and forces them into a hasty retreat, cutting off the former's hand and shooting him with his own gun and casually dodging the Snake Devil's attacks without taking a single hit.
Cute, but Cacophonic: Much more pronounced in the animated adaptation which made her panicked sobs quite audible.
Cute Clumsy Girl: Especially at her Burger Fool job. Though you can't really blame her for being stressed when Chainsaw Man is casually, if accidentally, murdering her coworkers left and right.
Distinguishing Mark: She can be recognized by the four moles on her face, including a pair below her left eye, which are considered a sign of misfortune.
The Dutiful Son: A darkly pathetic example. Kobeni simply can't bring herself to turn down her family asking for money, even if she has to endanger or degrade herself in the process.
Fashionable Asymmetry: Kobeni has long strands of hair framing her face, but she keeps the left one hair-clipped behind her ear.
Financial Abuse: Kobeni's parents expect her to support her brother's education by taking a dangerous job she is not remotely comfortable with. She cracks that it was an alternate to prostitution, which may or may not be an exaggeration. Despite Public Safety jobs paying well, Kobeni doesn't even have enough left over to afford eating at a nice restaurant.
Foil: Kobeni's upbringing contrasts Denji, having the most "regular" living family of any of the cast, yet has still been exploited by them to a lesser extreme. Denji is numb to danger by default and a wild berserker in combat, while Kobeni is skittish until she can push herself to act silent and emotionless. Denji has enormous devil powers and a loud weapon, Kobeni uses no powers, a simple knife, and stealth. Both manage to escape perilous situations unharmed, Denji by regularly regenerating himself, while Kobeni often survives thanks to dumb luck. Despite Kobeni's absence in Part 2, a further point of contrast is added as Denji is trying to pay for his sibling's college tuition, but of his own volition instead of someone else's demand.
The Gift: Himeno describes Kobeni as a very talented agent, which she lives up to... occasionally. It somewhat explains why Public Safety would hire someone so unreliable, outside of general desperation.
Got Volunteered: Kobeni's brother was scouted out for their ranks, but she was sent in place of him by their parents because he was also offered a place in university.
Heroic Safe Mode: The one time Kobeni brought herself to fight full out, she goes silent and expressionless while fighting in a calculated and hyper-efficient manner. Once the fight's over, she has a minor breakdown.
Huge Guy, Tiny Girl: Even the other women are much taller than Kobeni, and she's been partnered with Arai and Violence Fiend (fairly tall men, especially the latter). Later on, she ends up dragged into a "date" with Pochita's true form, a monstrous hulk whose chest is higher than Kobeni's head even hunched over.
Humans Are Flawed: Emblematic of a dysfunctional humanity that can produce supernatural entities as awful and widespread as Devils, Kobeni is usually cowardly, paranoid, weak-willed, disloyal, unstable, resentful, self-pitying, and has a disturbing capacity for murderous violence. Conversely, she showcases certain virtues such as humility, love, introspection, hard work, and occasional courage.
In-Universe Nickname: Both Denji and Power call her "chiisaii onna", variously translated as "short chick" (manga) or "shorty" (anime).
Inelegant Blubbering: Is very prone to teary-eyed, sweat-faced, snot-nosed sobbing as she gets increasingly overwhelmed by the insanity around her.
Let's Get Dangerous!: Pulls one out during the Katana Man arc, as she manages to save Denji's body from Sawatari's agents. This one is particularly impressive cause she manages to dodge Sawatari's Snake Devil easily (which was just fresh from killing a full powered Ghost Devil) and manages to kill one of their agents in the process. She also throws in an apology to Denji for trying to kill them when fighting the Eternity Devil.
Lovable Coward: It’s hard not to find Kobeni’s fear pitiable, given she’s a small, emotionally-frail woman who was half-forced into being a Devil Hunter by her parents. Granted, her introduction hunting the Eternity Devil portrayed Kobeni as more of a Crazy Survivalist, as she was quick to turn on Power and Arai in paranoia, sacrifice Denji to save the others, and blame him when she ends up injuring Aki instead. But at the very least she feels guilty about it and doesn't do something akin to it again.
Massively Numbered Siblings: She is one of nine sisters, has an older brother, and Nobana is mostly likely her younger brother.
Maybe Magic, Maybe Mundane: The one time she actually fights, it's not made clear if she's empowered by whatever Devil she's contracted to, or if it's just her natural skill. In the arc after she quit Public Safety and would have lost access to any Devil, Kobeni seemed too helpless to even run away, but it wouldn't be the first time she froze up out of fear.
Must Make Amends: She felt guilty for trying to kill Denji to appease the Eternity Devil. Afterward, she was willing to head into danger alone to rescue him from Samurai Sword, instead of simply fleeing, even though she decides to quit her job afterward.
Nervous Wreck: Zigzagged. One moment, she can lose her cool and heavily sweat while shaking who'd easily give in to a Devil's requests, but the other she can become a stone-cold fighter.
Never My Fault: Kobeni tries to stab Denji during the Eternity arc but ends up getting Aki in the shoulder instead, then frantically blames Denji for not sacrificing himself earlier to the Eternity Devil. Subverted during the Katana Man arc, where she risks her life to save Denji from Sawatari and Katana Man. After rescuing him, she apologizes profusely for her actions in the hotel, seeing it as an example of why she's not fit to be a devil hunter.
Offhand Backhand: Shoots Katana Man twice in the back with his own gun without even looking at him.
Older Than They Look: She's actually twenty, but her short stature and youthful face can make it hard to remember she's actually older than Denji. In a omake set in high school, she looks practically identical besides wearing a school uniform.
Only in It for the Money: Admits this is her reason for sticking around after gunmen kill most of her team. She really wants that Christmas bonus.
Pint-Sized Powerhouse: She only stands at 155 cm. (5'1 ft.), but she is more than capable of kicking ass when she gets in together.
Psycho Knife Nut: Kobeni uses a knife, and though she's not a villain, she isn't the most stable person either. She spends a good part of the Eternity Arc waving it around threateningly at her allies and tries to stab Denji with it while screaming at him to die. It doesn't help that Kobeni specifically uses a Michael Myers-style kitchen knife. It turns out later that she's terrifyingly good at fighting with a knife, outmaneuvering people with guns on two separate occasions.
Riddle for the Ages: What Devil is she contracted with? She keeps its name a secret, never uses its powers at any point, and since she's no longer a Devil Hunter, she's legally forbidden from having a Devil contract, meaning the question will likely never be answered.
Sacrificed Basic Skill for Awesome Training: It's not clear if it came from actual training, but Kobeni is superhumanly skilled at physical combat (and rhythm games), and pathetic at everything else. Whenever she's not in a fight, she's neurotic and weak-willed to the point of near-nonfunctionality and struggles to fill a job as a Burger Fool.
Screw This, I'm Outta Here: Being sent to Hell was the last straw for her, as she quit Public Safety for good after the ordeal.
She-Fu: Kobeni turns out to be far more agile than her clumsiness in her personal life would indicate, casually frontflipping and doing handsprings around the Snake Devil's attack like an Olympic gymnast on speed. Katana Man even exasperatedly asks if she's part monkey.
She Knows Too Much: Kobeni only knows an inkling of Makima's plans for the Chainsaw Man, but it's enough for her to be marked for death by her.
Shoo Out the Clowns: Is around mostly for comic relief and she quits Public Safety right before shit hits the fan with the Gun Devil arc. The moment she returns, the series veers back to its signature humor in spite of undergoing serious Cerebus Syndrome by that point.
Shrinking Violet: She's not one to initiate conversation without an emergency. In an omake, one of her high school classmates remembers Kobeni never talking to anyone and running away when offered help carrying something.
Skilled, but Naive: Kobeni is an amazingly capable fighter, but also a neurotic coward who can't be relied on use her skills even when her life is on the line.
Sole Survivor: One of only four named characters confirmed to survive the events of Part One.
Stronger Than They Look: Despite being a small and seemingly frail young woman, she was able cleanly cut off Samurai Sword's arm with just a kitchen knife. She was also able to lift up Denji's then-lifeless body to use as a shield while he was in his Chainsaw Man form, which several grunts earlier complained needed more than one person to lug around.
Survivor Guilt: Kobeni has a Laughing Mad fit when she thinks of Arai Taking the Bullet for her, feeling shocked anyone would do that for her.
Throw the Dog a Bone:
- Being the series' resident Butt-Monkey for as long as she's been on panel, Kobeni gets a brief break from being a chew-toy when she's partnered up with the Violence Fiend, who is weirdly enough in spite of his name the only one actually nice to her.
- Despite his help being completely unwanted and being thoroughly traumatized by his actions and their subsequent 'date', the Chainsaw Devil does ultimately let her go unharmed. This despite Makima's claim that any call for help answered by the Chainsaw Devil would result in it massacring everyone, the Devil asking for the help included. Not only does Makima later observe that Kobeni's fear of the Chainsaw Devil lessened during their "date", but he even goes as far as Taking the Bullet when Makima throws a spear made by Angel at her.
- She's one of the three regular characters that survive Part 1, and may have finally made the determination to cut ties with her parents.
Took a Level in Kindness: After the Eternity Arc, Kobeni remains prone to wild panicking, but doesn't take it out on others. Near the end of Part 1, when both are forced to live on the run with Kishibe, Kobeni remains relatively calm, doesn't hold ill will towards Denji, and finds a silver lining to the situation upon realizing she can finally cut ties with her Abusive Parents.
Trauma Conga Line: Oh poor Kobeni, she can never catch a break. Her first mission alone had her breaking down in a panic, to the point she tried to drink from a toilet and betray her teammates. Even though she eventually quits after several more missions, her trauma doesn't stop there. She ends up at a Burger Fool where her manager slaps her around for not seeming happy enough. And then her past comes back to her in the form of the Chainsaw Devil ordering a burger and in the process, kill her co-workers. And then the Chainsaw Devil kidnaps a terrified Kobeni and goes on a date with her, if you can call it that.
The Un-Favourite: She mentions that her parents wanted to send her brother at the university, so they made her work to have enough money while she also wanted to go study. Her choices were prostitution or devil hunting, and she's not sure which is worse. Her status as this is apparently so bad that she's actually glad that she's being hunted by Makima and needs to go into hiding because it means she can finally cut ties with her parents. If Nobana is anything to go by, their parents treat most of their children as badly as Kobeni.
Unluckily Lucky: She keeps running into terrible situations, but manages to survive unscathed each time besides being terrified out of her mind which is a miracle considering the author's style.
The Unreveal: When asked to introduce herself at a work get-together, she avoids stating what Devil she's contracted to. The only time Kobeni ends up fighting on-screen before leaving Public Safety, she just uses a knife, so we never find out.
What Happened to the Mouse?: She disappears after Denji decides he doesn't want to hide from Makima with her anymore. Her whereabouts and her activities following Makima's death, including if she'll still cut ties with her parents, are currently unknown.

Hirokazu Arai

One of Himeno's subordinates, who clashes with Denji during their assignment.

Alcoholic Parent: When Arai helps Denji vomit in a toilet, he says it's a skill he's developed thanks to his drunken mother.
Ambiguous Situation: It's subtly implied, but never confirmed or addressed, that he's the one whose corpse the Violence Fiend is inhabiting. The Violence Fiend doesn't appear until after Arai dies, they have similar builds, personalities, haircuts, and appearances - the Violence Fiend unmasked looks exactly like Arai but with Extra Eyes - and they both are close friends with Kobeni and died protecting her. The anime added fuel to the fire with a scene in the first opening where all of Division 4 can be seen in a movie theater together, including Arai. The only one not present is the Violence Fiend. In the ending for the 11th episode, there’s brief shots of Kobeni and Himeno but Violence is conspicuously thrown in where it’d make sense Arai would appear.
Boom, Headshot!: He's shot twice by one of Sawatari's assassins - once in the neck and once in the head.
Covert Pervert: He lets slip that he's also hoping for a kiss from Himeno after she offers one to Denji.
Defiant to the End: He spends his last moments protecting Kobeni from the elderly assassin,
The Everyman: Compared to the utterly jaded Himeno, the revenge-driven Aki, and the comically unstable Kobeni, Arai is basically just a completely average dude thrown unwittingly into the mad and violent world of Devil Hunters. His rather abrupt death serves to drive home Kishibe's point that normal people who join the Public Safety Bureau don't tend to last very long.
Everyone Has Standards: Apologizes to Denji for Himeno's bad behavior after she pukes in Denji's mouth, complaining that her behavior is unacceptable for a senior employee and would be grounds for dismissal in any other line of work.
The Generic Guy: Compared to Himeno and Kobeni, he doesn't have much in the way of outstanding traits. He doesn't even have a unique Devil contract, just the standard Fox Devil which Aki already uses.
Good Scars, Evil Scars: He has a prominent scar on his left cheek, but it's never explained or addressed in any way.
Heroic BSoD: Goes through a major one when trapped by the Eternity Devil, but fortunately for everyone it's much less troublesome than Kobeni's - he just locks himself in one of the rooms while wrapping himself up in blankets.
Hidden Depths: Arai's implied to actually have something of an inferiority complex around his failures as a Devil Hunter - while helping Denji puke, he admits that he's jealous of the younger man's talents. Denji asks what he's jealous about, thinking Arai's expressing jealousy of Himeno puking in his mouth.
Informed Ability: He states he has a contract with the Fox Devil, but never uses it onscreen.
Informed Attribute: Himeno states that what Arai lacks in actual competence, he makes up for in sheer drive, but when trapped by the Eternity Devil he only holds it together slightly better than Kobeni. Ultimately proven true during the Yakuza attack on Public Safety, when in his final moments he manages to shield Kobeni with his own body despite having been shot in the neck seconds earlier.
Last-Name Basis: He's one of the few characters in Public Safety that specifically goes by his last name; most others are on a First-Name Basis or have No Full Name Given.
Mauve Shirt: Manages to last an entire arc despite not really doing anything or having any focus. Sure enough, he ends up dead the very next arc.
Nice Guy: He seems to be a pleasant enough dude, when he's not shutting down in panic, and even takes the time to help Denji vomit in a toilet after Himeno pukes in his mouth.
Sacrificial Lamb: Arai dies with relatively little buildup or fanfare, but this sets the stage for Himeno's death and makes Kobeni and Makima's survivals more surprising.
Small Role, Big Impact: He's undeniably the most minor character out of the original team. However, he saved Kobeni by taking a bullet that would have killed her, enabling her to go on and save Denji and keep the story going.
Taking the Bullet: He's killed shielding Kobeni from assassins sent by Sawatari.
Troubled Fetal Position: During the Eternity Devil Arc , he locks himself in one of the hotel rooms and curls up under the blankets this way.
We Hardly Knew Ye: He's only around for two arcs before being unceremoniously killed off by one of Sawatari's lackeys.

Madoka

A Devil Hunter that attended the newbie welcoming party after Denji defeats the Eternity Devil.

Dead Partner: His unnamed partner does not survive their encounter with the assassins.
Mauve Shirt: He is a very minor character in the scheme of the story, but he has a name, small moments of personality, and is one of very few characters to be alive by the end of Part 1.
Not His Blood: After Samurai Sword's minions purged the Special Divisions, Madoka appears uninjured, but has blood over his shirt. It's left to our imagination if it came from the gunmen or his partner.
Offscreen Moment of Awesome: When the yakuza attacked Madoka and his partner, somehow he survived, though his partner didn't.
Rugged Scar: Similarly to fellow Devil Hunters Tendo and Kurose, he has two horizontal scars on his face, likely obtained from a fight with a Devil.
Screw This, I'm Out of Here!: He quits his job at Public Safety after surviving an assassination attempt, figuring out that Makima knew more than she lets on and that he would likely die on the job anyway.

Beam

Beam / Shark Fiend

The Shark Devil, currently possessing the body of a young man. He possesses the ability to turn intangible and "swim" through rock, dirt and concrete, unbreakable sharp shark teeth, and the power to temporarily turn into a shark-like form. He has a single-minded devotion to the Chainsaw Devil, which extends to Pochita's current vessel, Denji.

Ambiguously Evil: Beam is definitely Denji and Pochita's ally, but it's unknown if he worships the Chainsaw Devil for being a Greater-Scope Paragon protecting humanity or just for being so (potentially) powerful.
Ambiguous Situation: Beam remembers serving the Chainsaw Devil when both were in Hell. It's not clear if that happened because Beam managed to go from Hell to Earth in a single life like Pochita did or died, reincarnated onto Earth (as it's implied the other Public Safety Devils agents did), and kept an unusually large amount of Past-Life Memories.
Big Eater: He's thrilled to have so many zombies to chow down on, reflecting the fear-based stereotype of sharks as mindless eating-machines.
Dumb Muscle: He's physically very strong, but makes Power look intelligent in comparison.
Expy: His status as a loyal-but-not-entirely-welcome follower the protagonist receives without even meaning to echoes Bat Man from Fire Punch.
Extra Eyes: His shark transformation has six eyes arranged along the length of his head, with the pairs getting larger as you go back. Ironically, his normal head has an Eyeless Face.
Flying Seafood Special: Denji uses him as a flying steed, and rides him directly into Typhoon's winds.
Hero-Worshipper: For whatever reason, he worships "Master Chainsaw" and starts following Denji around like a loyal dog-shark-thing. Denji for his part is not amused.
Inconsistent Spelling: It's likely his name is meant to be spelled "Bim", as in "Cherubim" of the Angel Hierarchy. That said, "Beam" does convey the pronunciation more obviously.
Intangibility: He has the ability to "swim" through surfaces, making his entrance by coming through a wall.
Kill the Cutie: The dimwitted, childishly loyal Beam sacrifices himself to revive Denji.
Meaningful Name: His name is Beam, which doesn't really reflect his shark-like body. Denji even lampshades how Fiends have dumb names. It's later implied his full name is Cherubim, which is usually the class of angels on the angelic hierarchy that directly attend to God and often serve as guardian angels.
Scary Teeth: His "human" form still has shark-like teeth.
Shark Fin of Doom: His finned-head results in that being the first thing to emerge whenever he's "swimming". Since Denji refuses to let him be seen in public, Beam ends up following him around with only the tip of his fin sticking out of the ground.
Shark Man: He's able to temporarily transform his human vessel into his Devil form, though usually just his head.
Thoroughly Mistaken Identity: Possibly; it's not clear if Beam thinks he should revere Denji for being Pochita's host, or literally think he is the same Chainsaw Devil.
Tongue-Tied: Beam knew the Chainsaw Devil before it became Pochita, and is sworn to secrecy by Makima. Considering the powers she's demonstrated in the past, it's possible that he means it literally when he says he'll die if he talks.
Undying Loyalty: To "Master Chainsaw", though it isn't clear why he's so devoted to Denji. When given the option to abandon Denji and save himself, he chooses to fight against an opponent that terrifies him. Wounded by Darkness, he uses the last of his strength to revive Denji and is killed by the Primal Fear.
You No Take Candle: His sentences are always short and/or missing words.

Violence

Violence Fiend

The Violence Fiend is a very rare type of Fiend who has retained their human memories instead of becoming possessed by the Devil animating their corpse. Though supposedly powerful, he declares himself a pacifist and often runs from fights. He is partnered with the equally cowardly Kobeni, and is required to wear a poison-emitting mask that seals his full power.

Even among Devils; Violence is noted to be incredibly physically strong, and can also greatly increase the size of his arm and leg muscles to put even more power behind his blows.

Ambiguously Related: The story gives some hints that the corpse Violence took over is Hirokazu Arai. They have similar builds and faces, are both attached to Kobeni, and Violence is first seen after the latter's death, where it's implied he joined Public Safety recently. Violence's mask would also conceal his face from anyone who might recognize it. The first opening of the anime depicts Division 4 in a movie theatre; the only member missing is Violence, implicitly already present as Arai. Furthermore, the ending for the 11th episode depicts Violence alongside the likes of Kobeni and Himeno, when it would have made far more sense to show Arai instead.
The Big Guy: Even before Hulking Out, he towers over almost most people.
Born Winner: Violence is a rare case of a Fiend’s human brain remaining intact after the transformation. Meaning he’s effectively merged with the Violence Devil instead of getting possessed by it and can now use its powers without need for a Contract, similar to the Weapon Humans.
Cornered Rattlesnake: Violence only goes all out when escape isn't an option. He ultimately chooses to fight Darkness even though he knows winning isn't possible.
Cowardly Lion: Violence is typically a very mild-mannered individual and tends to run from more difficult fights. Even so, he refuses to back down if escape becomes impossible.
Death Amnesia: Violence has a lot of his human memories, but can't remember how he died beyond Makima "saving" him. Makima probably deliberately erased that memory just like she erased Angel's.
Demon of Human Origin: Violence is derived from a human moreso than other fiends, possessing one's mind instead of just their body.
Establishing Character Moment: He quickly demonstrates his ironic Nice Guy nature when he apologizes for hitting Beam right after he tried biting his head off, then mistakes Princi for a civilian and tries to get her to evacuate.
Fights Like a Normal: Violence fights using only mundane martial arts amplified by his Super-Strength.
Gentle Giant: Extremely tall and buff, but he's an absolute sweetheart on the inside.
Godzilla Threshold: Violence Fiend is under strict orders to never take his mask off, but has Kobeni do it anyway when they're against a powerful enemy they can't simply run away from. Given later implications Makima was mind controlling Violence, it's likely protecting Kobeni gave him the motivation to override her influence.
Honor Before Reason: While he and Aki are fighting Bomb Girl, she calls for a brief time-out and says it's "not fair" because there's two of them versus one of her and she's anemic from overuse of her powers, ignoring the fact that she just killed scores of Public Safety agents on her own. Violence agrees that this makes sense and asks Aki if they should give her a moment to catch her breath before Aki incredulously declines.
Huge Guy, Tiny Girl: He's one of the tallest characters and partnered up with the petite Kobeni.
Hulking Out: His arms and legs massively expand in size whenever he attempts to land a hit. When his mask is removed, the effect becomes applied to his entire body; his lean frame rapidly increasing in muscle mass with his hoodie bursting off him ala the trope's origin.
Humanity Ensues: Violence is the result of the Violence Devil possessing a corpse and gaining that person's memories in the process. This makes him rather unique, remembering a life as a human and thinking of that person as his past self instead of simply "meat" that he's taken over. As such, he doesn't care for fighting or bloodshed, even though he was once a being formed from Humanity's fear of Violence.
I Owe You My Life: He doesn't specify because he doesn't remember the details, but he claims he's working for Makima because she saved him. This sentiment is repeated later by others that are clearly under Makima's control, suggesting Violence himself had been brainwashed into subservience to her.
Ironic Name: Despite his name, he’s one of the most peaceful members of Division 4.
In the Hood: Wears a white-grey hoodie under his Public Safety suit.
Kill the Cutie: After spending much of the arc being cute with Kobeni, Violence sacrifices himself in a vain effort to hold off Darkness.
Know When to Fold 'Em: When Bomb manages to No-Sell his attack, Violence immediately declares she's too strong and makes a hasty retreat.
Meaningful Name: The obvious aside, his real name, Galgalim, is an alternate term for the ophanim, the class of angels responsible for guarding the throne of God in angelology.
Nice Guy: Strangely enough, Violence is the friendliest of the Devils employed by the Special Division. While Angel is too lazy to care and Power is a Troll, Violence is strangely polite to everyone whether an innocent bystander, a coworker, or an enemy.
Overshadowed by Awesome: Violence probably has more raw strength than any other fiend we've seen but the Gun Fiend. However, this mostly just demonstrates that all fiends are categorically weaker than the strongest devils and Weapons.
Oxymoronic Being: A creature born from humanity’s fear of violence…that considers himself a pacifist.
No Name Given: Even Kobeni simply calls him "Violence", and no one ever refers to him as anything else. After his death, Makima calls him "Galgali".
Plague Doctor: His pointy, beak-like mask and black suit harken to the image, though ironically the mask is meant to poison him rather then protect him from sickness.
Power Limiter: He wears a special mask that forces him to breathe poisoned gas, restraining his full power.
Production Throwback: His outfit, barring the mask and unaltered right sleeve, is identical to the one Agni is forced to wear for Togata’s movie in Fire Punch.
Rasputinian Death: After the Darkness Devil pops Violence's arms off, he attacks it and has large chunks of his body disintegrated in retaliation. Amazingly, Violence gets back up with only one functioning leg, continuing to attack with a severed arm held in his mouth. The Darkness Devil then runs him through with its giant sword and slices him apart.
Red Right Hand: All Fiends posses some sort of head-mutation that betrays their demonic nature, though Violence’s is hidden by his mask. It’s revealed during the Assassins arc to be a pair of Extra Eyes, and he looks perfectly human otherwise.
Reluctant Monster: Violence is by far the most peaceful and kind of the Devil characters, as a result of possessing a host with an intact brain. Unlike other Fiends, Violence has access to the memories of his host and therefore knows what it's like to be human.
Sensing You Are Outmatched: Violence seems to have a good grasp of the opponents he faces. Namely, that Reze is too powerful to be worth fighting.
Super-Strength: Strong enough to crush and implode human bodies with his bare hands, and one of the few Public Safety agents able to give Bomb Girl any trouble in a fist-fight.
Those Two Guys: With Kobeni. He's one of the few members of the Bureau who treats her with any actual respect and friendliness.
Violence Is Disturbing: The embodiment of Humanity's fear of violence, though ironically Subverted with Violence himself; he's a fairly kind, cowardly boy and his fight scenes aren't particular gorier then the rest of the cast's.
The Worf Effect: Eventually, Violence takes his mask off and demonstrates his full power. While you can tell he's stronger than most of his allies, the only difference is that the Darkness Devil needed to attack him a second time and actually bothered to use a weapon against him.

Angel

Angel Devil

The Devil who embodies the fear of angels. Far too apathetic to care about attacking humans, he was found and put to work by the Bureau as Aki's new partner.

He gradually consumes the lifeforce of anyone he touches, and is capable of transmuting the stolen lifespan into tools (usually weapons) that have properties tied to the amount of years Angel spent to create it.

A Dog Named "Dog": Besides being called "Tenshi no Akuma/(the) Angel Devil" (or just "Tenshi/Angel" for short), he's once called "Angel" (in English) as if it were a personal name.
An Arm and a Leg: After being sent to Hell, Angel loses his arms to the Darkness Devil. Unlike the other survivors, however, he isn't able to get his reattached afterwards.
Angelic Abomination: An angelic-looking Devil who drains the life of people around him. In a deeper sense, this is also the reason that he is so humanlike as well- The fear he embodies are things like Holy Is Not Safe and the paradox of Don't Fear the Reaper, so the genuine but muted capacity for empathy, Dissonant Serenity, and unsettlingly beautiful appearance are all part of his overall Uncanny Valley wrongness.
Angelic Beauty: Angel doesn't simply look the most human, but is stunningly beautiful in spite of being a Devil.
Beauty Equals Goodness: Downplayed. While he's one of the rare few pure Devils to not be immediately hostile to humanity, it's only because he can't be bothered to and at one point states that he believes all humans should die in pain. Though the reveal of his backstory in Chapter 75 implies he actually was born far kinder than most Devils (having been adopted by a coastal village and even fallen in love with a girl living in it) and that his current antipathy stems from the repressed trauma of Makima forcing him to use it to test his powers out.
Bad Powers, Good People: It’s fairly hard to imagine any benevolent use for the power to steal time from another person’s life and convert it into weapons, but Angel is a Jerk with a Heart of Gold who rarely uses this ability willingly.
Bishōnen Line: He looks almost entirely human excluding his wings and halo, and he wields one of the most dangerous powers in the setting.
Boxed Crook: Angel was captured and forced to work for the Bureau, with the constant threat of termination.
Brilliant, but Lazy: Angel's armaments are powerful enough to seriously injure the strongest beings in the setting when he has enough stolen years to work with, but he usually can't muster the effort to use his powers for anything beyond the bare minimum to satisfy his Bureau handlers. Though the reveal during the Gun Devil Arc of how he actually joined Public Safety implies that Angel actually hates using his powers at all rather then just being too apathetic to use them.
Career-Ending Injury: After losing both his arms, Angel faces forced retirement from Devil hunting. Aki and Kishibe recommend Public Safety keep him around to make contracts with, rather than "retiring" him in a lethal sense. It comes to naught, as Makima kills him soon after.
Co-Dragons: To Makima along with Barem Bridge.
Cool Sword: The most common weapon he creates with his ability is a long, single-edged blade with an ornate handle that's almost as tall as he is.
The Cynic: His extreme apathy for life amounts to having lost faith in living period.
Cutlass Between the Teeth: He ends up having to change his fighting style to this after losing both arms to the Darkness Devil.
Dark and Troubled Past: The village he massacred actually adopted him and accepted him as one of their own. But then Makima found him and forced him to kill everyone, just to see what his power is.
Dismotivation: Angel is lazy to the extent of talking about wanting to die, because being alive is just too much effort.
Divinely Appearing Demons: A Devil that takes the form angels are commonly attributed in modern culture: a beautiful human with dove wings and a Holy Halo.
The Dragon: A very unwilling one to Makima who finds his powers extremely useful, especially since she doesn't care where he gets the life span he needs to create his weapons.
Dude Looks Like a Lady: His delicate features and long hair make him look like a teenage girl. Discounting children, he's nearly the only male drawn without an Adam's apple.
Establishing Character Moment: While Beam, Violence, and Princi are clearing out the zombies, Angel is just standing around munching on a zombie head, quickly establishing him as the laziest of the bunch.
Exactly What It Says on the Tin: A Devil with stereotypical traits of an angel. He also specifically relates to the Angel class of the angelic hierarchy, fitting the Theme Naming of Makima's lackies.
Extreme Omnivore: Angel doesn't seem to have any sort of limitations on what he'll try to eat. He's introduced tasting a zombie's severed head, comments that a disemboweled Pig Devil looks good, and devours several ice cream cones in one sitting.
Fiery Redhead: A notable inversion like Makima. He has pale red hair but he's one of the sleepiest and most passive characters in the story, so much so that he claims that dying is preferable to having to exert himself.
Foil: To the Control Devil whose eye and hair color he inexplicably shares, and whose powers have left him similarly isolated. Angel, however glum he may be, has found a way to keep his sanity and live benignly alongside the humans he can kill with a touch. The Control Devil went completely insane and malevolent, taking out her existential anguish on everyone around her, including Angel. This is further emphasized with how their respective relationships with Aki parallel one another.
Glass Cannon: While he takes the physical form of a delicate, effeminate-looking young man with ordinary human vulnerability (except for his bulletproof wings), the weapons the Angel creates are phenomenally powerful. One hit from his spear mortally wounds Reze (whose powers literally involve blowing herself to pieces), and Taking the Bullet from another thrown spear actually takes POCHITA in his "Hero of Hell" form down for the count. The fact that Darkness Devil makes a point of deliberately singling him out and doing...something to him that makes the Angel bleed from his eyes and almost kills him when he'd already lost his arms and wasn't even attacking, suggests that even it is wary of the damage he can do at full power.
Hammerspace: Can store the weapons he makes in some other-dimensional pocket to be used later.
Heroic Willpower: He's the first person to actually briefly break free of Makima's control in a doomed but valiant attempt to save Aki from falling under her spell too. Even Makima questions how it's possible for him to resist, and he's still desperately shouting for Aki to run and save himself even after the Angel has been subjugated by Makima.
Hero Killer: "Hero" is perhaps stretching it a bit, but he helps Makima kill the very sympathetic Reze.
I Just Want to Be Free: Though he seems resigned to his fate, Angel really would like something other than working for Public Safety for the rest of his life.
Angel: You aren't like me[, Aki]. You could go anywhere. Could be nice to have a normal job, live like a human being.
Interspecies Romance: Interestingly, he's the only true Devil in the story who's explicitly shown in a romantic relationship with a human, a woman in a coastal village that Makima forced him to kill.
Jerk with a Heart of Gold: Despite being unpleasant, cynical and extremely lazy, Angel turns out to be genuinely one of the most empathetic characters in the entire story.
Kick the Dog: He points out a dying civilian Devil Hunter begging for a Mercy Kill, but refuses on the grounds that "humans ought to die in pain". Aki then kills the hunter himself and says he's not even going to pretend to get along with Angel. Though later events imply Angel is very averse to using his power on humans because of psychological trauma. And if Angel really wanted them to suffer, why did he draw Aki's attention in the first place?
I'm Devil first, angel second.
Killed Offscreen: Judging from his corpse in Chapter 83, Angel was disposed of sometime after the Gun Devil's (failed) attack on Makima. In addition, Word of God stated that he chose to kill off Angel, meaning that he's not coming back.
Lack of Empathy: Subverted, he claims to Aki he lacks the ability to empathise with other people, but it becomes very clear that's far from the truth.
Laser-Guided Amnesia: Makima suppressed his memories of his former life as a member of a seaside community and that she was the one who made him kill them. The moment he gets them back, he tries to kill her.
Lazy Bum: Angel has stated several times he would rather be dead than actually do any physical work.
Long-Haired Pretty Boy: The Angel takes the form of a stunningly gorgeous young man with hair down past his shoulders, who's so pretty that Denji mistook him for a girl at first.
Lost in Translation: His Given Name Reveal doesn't really come across in English. In Japanese, he's called "Tenshi (no Akuma)", and then "Angel". Since the English version translates the Devils' descriptors, including the shortened version, he was already called that.
The Lost Lenore: He was in love with a woman in the village he was found in, and it's implied she was the last person he killed under Makima's orders.
Mars Needs Women: Angel is human enough to be romantically attracted to human women, including a woman in a tropical village that Makima made him kill.
Non-Malicious Monster: The Angel Devil has no interest in killing or harming humans. However, he's also too lazy and unmotivated to help humanity of his own free will.
Odd Friendship: Becomes friends with Aki, "Public Safety's #1 Devil Hater".
Offstage Villainy: It eventually transpires that Angel has a large stockpile of weapons forged from human lifespan. Just how many people he had to drain to create it is never stated. Though it's likely Makima forced him kill most of them, and his fellow villagers were one known source.
Otherworldly and Sexually Ambiguous: The Angel Devil is male, but incredibly androgynous.
Oxymoronic Being: He's the "Angel Devil". In this context, that means a Devil (in the in-universe, material sense) that embodies the fear of angels (in the religious sense).
O.O.C. Is Serious Business: The instant he recovers his memories of Makima forcing him to murder the woman he was in love with for no reason whatsoever, he draws his sword and attacks. It's the only time in the manga we see him not only visibly upset but outright furious.
Pintsized Powerhouse: He's the shortest male character in the manga by far, but as strong in a fight as any other devil, as Reze found out too late.
Power Incontinence: Angel can't actually turn his ability on and off, with any skin-to-skin contact causing some lifespan to transfer to him from whoever he's grabbing automatically.
Pretty Boy: The Angel is gorgeous. Even the somewhat homophobic Denji thinks he's cute before realizing the Angel's not a woman.
Sacrificial Lion: His managing to shirk off Makima's control comes to naught since he's in too bad a spot to capitalize on it or get away, making him unable to save Aki from sharing his fate.
Secret-Keeper: Angel is the only one Aki tells how drastically the Curse Devil has shortened his lifespan.
Spontaneous Weapon Creation: Angel can generate ornate bladed weaponry from the stolen lives of his victims, with the tool's effectiveness being determined by how many years of life he spent to form it. A sword made using five years can wound the otherwise intangible Ghost Devil. And a spear formed using a thousand years is strong enough to inflict a life-threatening wound on even the Chainsaw Devil.
The Stoic: Because apparently having emotions towards anyone else is just too much effort, though he can't always keep up the facade.
Stupid Sexy Flanders: Denji briefly had a crush on Angel before finding out he was a guy.
Took a Level in Kindness: He wasn't afraid to display his laziness, and outright admitted that there was no way he could get along with Aki. After a while, the two develop an Odd Friendship, and one of his last acts of free will is desperately trying to save Aki from Makima before falling under her spell as well.
Touch of Death: Drains the life of anyone in close proximity, killing with a touch. Later revealed that it takes quite some time to actually kill someone via touch, as just grabbing his hand for a short time only took 2 months.
Uncertain Doom: It's not clear if he's dead or in some entranced coma as Makima uses his body for his weapon creation abilities. It should be noted that Makima didn't kill Aki when she was using him against the Gun Devil, but Aki was shot by it while Angel's death is unrecorded. An interview on Jump Fiesta ultimately confirmed that he died, but not exactly when. He disappears from the story after Makima uses his powers in Chapter 89 and doesn't appear in her final battle with Chainsaw Man, so it's not clear if he was already dead at the time, or if she killed him afterwards.
Unstoppable Rage: Having his memories of Makima forcing him to kill his fellow villagers, including the woman he loved causes him to violently snap out of her brainwashing and instantly attack her. Notably, this is the only time in the manga that this happens.
Walking Wasteland: Due to the aforementioned Touch of Death, most humans steer him a wide berth. It is also mentioned that he was found by the bureau after draining a whole village of their lives.
What Happened to the Mouse?: Vanishes from the story after Makima uses his powers to inflict a rather severe blow on Chainsaw Man while aiming for Kobeni in Chapter 89. Though all the other Weapon Humans who were enslaved by Makima (and killed by Chainsaw Man immediately before Angel makes his final appearance) reappear in the final battle in the graveyard, Angel does not. It is later revealed by Fujimoto in a tweet that he was killed in the prior battle.
Where I Was Born and Razed: An unwilling example; Makima used her Compelling Voice to force him into killing everyone in the seaside village he lived in to demonstrate his powers to her.
Wings Do Nothing: He’s never stated or implied to be capable of flying with his massive wings, though he can at least use them to block bullets without lasting damage.

Princi

Princi / Spider Devil

The Spider Devil. Distinct from the rest of Division 4 for being genuinely loyal to Makima and the Bureau rather then being a Boxed Crook like the rest of its Devils.

Princi’s legs can cling to surfaces and pierce through flesh like a normal spider, and in addition she’s capable of phasing through walls.

Ambiguous Situation: Princi concernedly tells Makima that she "must not come" to the Darkness Devil. This could be out of fear of Makima endangering herself or Princi pleading for her life because summoning Makima would kill her. Her lack of expression makes it hard to tell.
An Arm and a Leg: The Darkness Devil pops off all of her arms and legs when she tries to attack it. She's still missing them when Makima uses her contract later, though that's probably because she'd died.
Empty Shell: If Princi's natural personality was as violent as Kishibe described, Makima subduing her may have left almost nothing behind.
Extreme Doormat: Although all the devils under Makima's command are obedient, Princi seems incapable of being anything else, never expressing any emotion or personal interest, even when the Darkness Devil tears her to pieces. The one time Princi tries to preemptively insist Makima not do something, she flips the instant Makima actually asks.
Foreshadowing: More so than even Angel, Princi introduces the concept that outright Devils can look almost indistinguishable from humans, allowing them to blend in even better than Fiends. This sets up the reveal of what Makima actually is.
Inconsistent Spelling: The official English translation referred to her as "Prinz" in the magazine publication, but this was updated to "Princi" for the volumes to reflect how it's an abbreviation for "Principality".
Informed Flaw: Kishibe says Princi might kill a human, even an ally, "just for looking at her the wrong way". Every time we see her, she's well-behaved and docile when not explicitly told by Makima to fight. Either Kishibe was just being prejudiced or Makima brainwashed her into subservience and Kishibe saw her acting differently beforehand.
Killed Off for Real: Whether she bled out from having her limbs chopped off or died summoning Makima, Princi is next shown as one of many deceased people whose powers Makima uses against the Gun Devil.
Meaningful Name: Her name is short for Principality, the class of angels who watch over nations and rulers, which fits with her being Makima's closest assistant.
Nightmare Face: There's a zipper running down the middle of her face.
Non-Malicious Monster: Spider is less hostile towards humans than her frightening appearance might suggest, and she works for the Bureau as an asset as opposed to being an imprisoned/contracted Devil.
Office Lady: Contrast the suits most of Public Safety wear regardless of gender, Princi wears a long brown skirt and a ribbon on her dress shirt, though the former is simply a necessity for her many legs. Her subservience to Makima also fits the stereotypical submissiveness.
Out of Focus: Of the Devils and Fiends who make up Division 4, Princi is the least explored, never converses with anyone but Makima, and is defined solely by being loyal to her.
Riddle for the Ages: The zipper on Princi's face that can teleport Makima to her location isn't given any kind of explanation. We don't even know if it's part of her power or something another devil applied to her.
Satellite Character: She's Makima’s crony and little else.
Spider People: She has eight legs, which start off humanoid but become arachnid below the knees. She conceals them beneath a massive skirt.
Spiders Are Scary: Played with; she's an embodiment of humanity's fear of spiders and she has some rather unsettling abilities, but most of the time she's rather docile if probably due to Makima brainwashing her into subservience.
Stringy-Haired Ghost Girl: She resembles one, with her long hair covering her face most of the time. It's probably better that it does.
Thinking Up Portals: She can unzip her face to create a portal Makima can emerge from, even as far a distance as Earth to Hell. It's possible using this power is fatal.

Seraphim, Dominion, and Virtue

Three Devils or Fiends (their status is ambiguous) introduced in Chapter 83, as Makima's subordinates gather. Seraphim has an insectoid head as well as wings, Dominion has four eyes and bat ears, and Virtue has clawed hands and feet. Nothing else at this time is known about their relationship to Makima, or their role in the organization.

Big Creepy-Crawlies: As described above, Seraphim is a humanoid insect.
Extra Eyes: Dominion has four of them.
Hufflepuff House: They have some implied role as the other devil followers of Chainsaw Man, but we're given no idea what. Mostly they just exist to have a character for all nine orders of angels (Denji counting as archangel) and show Makima had captured all of them.
Living Prop: None of them have speaking roles.
Posthumous Character: Virtue is introduced as a reanimated corpse, having suffered a bad case of Off with His Head!. Given the context they showed up in, Dominion and Seraphim may also be dead.
Theme Naming: Their names reference the first, fourth and fifth orders of angels in Christian angelology, a theme extended to the other fiends.

Special Division 5

Special Division 5 (Spoilers for Late Part 1)

A division formed by Makima comprising of the various weapon humans, some seen before, some not, she has under her control. They show up for her fight against Chainsaw Man as an elite team to fight alonside her.

Brainwashed and Crazy: They are all this, having their minds controlled by Makima to give them absolute devotion to her, although how much difference this makes personality wise varies.
Curb-Stomp Battle: Their first attempt at attacking Chainsaw Man quickly fails.
Curb Stomp Cushion: Spear Man, Flamethrower Man, and Whip Woman manage to last at least a little longer than the other Hybrids by actually managing to land a hit on Chainsaw Man, and with Makima's help they even manage to perform a rather impressive Combination Attack that launches him into the upper atmosphere, unlike Katana Man, Crossbow Woman, Sword Man, and Bomb Girl, who are all killed in seconds before even landing a hit on Chainsaw Man.
Evil Costume Switch: Reze and Quanxi both switch to wearing the black Public Safety Uniform suit after becoming Makima's slaves. (So does Katana Man, but then he was already an asshole.)
Informed Ability: Makima states the Weapon Devils' last fight with Chainsaw Man left him near dead, leading to his strength being so diminished that he changed in to his dog-like form as Pochita. One wouldn't really get this impression from their next fight with him, where he massacres both them and Control seemingly effortlessly. Granted, it's implied the Weapons had the backing of the Horsemen of the Apocalypse (three other Devils roughly as strong as Control) during the previous conflict rather then just Control alone.
Off with His Head!: During the initial fight, Katana Man is decapitated by Chainsaw Man without even landing a hit on him. Bomb Girl follows shortly thereafter.
Praetorian Guard: They're Makima's personal squad, even more elite than her Devils and Fiends named after angelic rankings since she at least sends those out to assist in agency operations.
Quirky Miniboss Squad: An arguable deconstruction of one, as their abrupt entrance into Part 1's final act is framed as bizarrely sudden with their chummy banter feeling tonally inappropriate, especially for the ones who had previously established characterizations that make it clear they would not normally be so loyal to Makima, whilst being riddled with disturbing implications of how Makima is controlling them.

Special Division 7

Fumiko Mifune

"I'm a huge fan, Denji Senpai. Not a Chainsaw Man fan. A Denji Senpai fan."

A girl who Yoshida sets up to go on a blind date with Denji — who is soon revealed to be a member of public safety Yoshida tapped to be Denji's new bodyguard.

All Amazons Want Hercules: She's a Public Safety Devil Hunter skilled enough to be tasked with being Denji's bodyguard, and, despite coming off as a Honey Trap, claims to actually be attracted to Denji because he's the one and only Chainsaw Man. She's also impressed he was able to take out a mob of attackers all on his own even without transforming. This winds up being a Zigzagged Trope, because she is less interested in Chainsaw Man than she is in Denji himself.
Ambiguous Situation: Given her complete willingness to ditch Denji in spite of her declaration and the backstory she gave, it’s unclear if said backstory is true or something she made up to keep him in line. That said, Denji being the reason she lost her family would very much explain why she treats him like shit.
Bait-and-Switch Character Intro: Her introduction raises every conceivable red flag imaginable, from her grabbing Denji by the crotch after he asks her to leave him alone, to convincing Denji to debase himself for her amusement by promising to have sex with him afterwards. Denji assumes she's a Honey Trap within seconds of meeting her and he seems to be validated when a mob attacks him while she keeps singing karaoke without a care in the world. Her second chapter ends with her apparently ready to fight Denji too, only for her third chapter to reveal she's actually a bodyguard assigned to him by Public Safety and she claims that she really does have a crush on him. Double Subverted when it turns out she's a psychotic Bitch in Sheep's Clothing who abandons Denji and Nayuta to be attacked by a mob, and, after Denji is captured by Public Safety in Chapter 156, doesn't care Denji will be dismembered and imprisoned by Public Safety for the rest of his life, simply asking to gather some of his hairs or nails for her "collection."
Batter Up!: She uses a bat to protect Denji from what she thinks is a thug with a gun.
Betty and Veronica: She and Asa are both romantically interested in Denji but are about as different as you can get. While Fumiko is an outgoing energetic Ms. Fanservice, Asa is a dull socially awkward loner. On closer inspection, however, Fumiko is actually the Betty to Asa's Veronica. Asa under the surface is a neurotic mess who, due to inhabiting Yoru, acts in (from Denji's perspective) extremely inconsistent and unpredictable ways, going from flipping out at Denji for implying that they might kiss to aggressively making out with him. Fumiko, while initially coming across as "dangerous" and "unhinged," turns out to be a relatively normal, if somewhat quirky, woman who really does mean Denji well. Tellingly, Denji loses interest in Fumiko once he sees her true colors and, although he does show that he cares about her, responds to her advances with indifference and annoyance. In contrast, Denji by his own admission still likes Asa as he finds her to be interesting and fun.
Bitch in Sheep's Clothing: Double Subverted, her introduction makes her out to be a violent, unhinged woman looking to use and exploit Denji, but quickly shifts away from this in favor her being The Ditz and genuinely caring for Denji, only for it to be revealed in Chapter 154, that her caring side is just an act, and that she really is a Bitch in Sheep's Clothing, just that her bitchiness takes the form of selfish cowardice rather than unhinged mania. Chapter 156 implies she's psychotic as well, as she's quite cheerful over Public Safety's plan to dismember Denji, her only request being that she take some of his hairs or nails for her "collection" before his body becomes state property.
Blood Knight: She ditches her song to fight because "this is more fun."
Bodyguard Crush: Claims to honestly be into Denji, who she's charged with protecting, because he's the one and only Chainsaw Man. Denji doesn't seem to be all too pleased about it, even though it's exactly what he's been wanting for over 40 chapters — getting popular with a lady who knows that he's Chainsaw Man.
Bodyguarding a Badass: She has been assigned to act as Denji's bodyguard, even though his powers as Chainsaw Man make him one of the strongest people in the world. Justified given that Public Safety is forcing Denji to give up being Chainsaw Man, and they assume he'd need protection without his powers. Mifune is very impressed to find out Denji is capable of kicking ass even outside his Chainsaw Man form.
Bunny-Ears Lawyer: Apparently a skilled enough Public Safety Devil Hunter to be tasked with being Denji's bodyguard, but she still acts childishly immature despite being 22, doing things like convincing Denji to lick and suck on a dead devil for her amusement or deciding to continue singing karaoke rather than protect the person she's bodyguarding from a mob of enemies because she doesn't like stopping a song early.
Collateral Damage: Her family were some of the victims of the Gun Fiend's rampage, whose deaths might have been prevented if Denji hadn't pulled his punches.
Contrasting Sequel Main Character:
- To Reze. Both are the second potential Love Interests for Denji in their respective Parts, and both are equally straightforward in their attraction to him after both Makima and Asa had been stringing him along (though Asa has somewhat of a good reason to). However, Reze's flirtations with Denji are largely innocent and for the most part seem to focus on his benefit above all else, suggesting a genuine unconditional affection for him. By contrast, Fumiko right off the bat is lecherous towards the underage Denji, molesting him, forcing him to perform humiliating acts on a Devil's corpse, and openly degrading him all in spite of claiming to genuinely like him, showing she seems to regard him more as a toy than a person. And in spite of working for the Soviets and thus being Denji's enemy, Reze was at the end of her arc revealed to truly be In Love with the Mark and even went back at the high risk of death to reunite with Denji, which tragically came to fruition when she's killed by Makima and Angel. Fumiko meanwhile may have never actually cared for Denji to begin with, and is quick to flee from her duties of protecting him at the first sign of major danger to her. When Fumiko first appears, Denji even tries to get her to go away by claiming Honey Traps don't work on him anymore, clearly still heartbroken by Reze's absence.
- Also to Himeno. Much like Fumiko, Himeno is a Public Safety agent who flirted with and teased Denji, even though they are fully grown adult women and he a teenager. The contrast then comes to their morals: while both have outright molested Denji and at one point were fine with endangering him, Himeno is horrified to learn that she almost raped Denji, had grown to like him as a person and friend after apologizing for almost violating him, and is willing to lay down her life so he and others can live to see another day. Much of which can't be said for Fumiko, who gleefully sexually assaults Denji by groping his crotch with no remorse, clearly has no respect for him despite claiming otherwise, and is fully willing to abandon him at a moment's notice with zero empathy for his predicament.
Declaration of Protection: She reveals to Denji in Chapter 142 that she was witness to his battle with the Gun Fiend and saw him transform back into a human and cry his eyes out, upon which she realized that he was just a kid. From then on, she decided that she would save him from the Chainsaw Man life. Her sincereness is heavily thrown into question as of Chapter 154, where she shamelessly abandons him and Nayuta right after they've lost their homes and pets. And later all but confirmed to have been a fabrication as of Chapter 156, as she's completely blase about him dissected and imprisoned for life by Public Safety, with her only concern being that she can get some of his hair or nails as souvenirs.
Dirty Coward: Despite saying that she wants to help Denji, she never actually puts herself in danger to save him. When Denji is being attacked by a mob, she ignores it and continues singing karaoke. When Nayuta begs her to help her, she shows that she doesn't actually care and abandons her and Denji to fend for themselves.
Failure-to-Save Murder: When Denji says every woman who comes on to him hates him, Fumiko does admit she hates him a little because Chainsaw Man failed to save her parents from the Gun Fiend. But she quickly follows it up by saying after she saw Denji transformed back into a human and crying, she realized Chainsaw Man wasn't a superhero, just a teenager, and she became a fan of Denji as a person instead. Or so she claims.
Faux Action Girl: Fumiko's first appearance has her come off as dangerous and unhinged... only to then repeatedly show that she's an otherwise average Public Safety member who is completely in over her head working as Denji's bodyguard. She's (understandably) unable to do anything against Barem's Chainsaw Man devils and needs to be bailed out by Quanxi. Then after Denji gets attacked by a paranoid Public Safety member, Quanxi needs to bail her out again while she, Denji, and Nayuta run away. Then after trying to stop Denji and Nayuta from returning to their apartment,^note she gets attacked by an old lady mind-controlled by Nayuta and needs to be saved by Denji. Then after grabbing a squad of Public Safety members she opens fire on Barem, only to be blindsided by the Whip hybrid and taken hostage. That said, she could be entirely faking her uselessness, as she's shown contradictory behavior on multiple occasions to just about anything and everything she says or does.
Hate Sink: Right from the start, she's shown to be fairly selfish and unpleasant, as she sexually assaults Denji and is fully willing to let him get beaten up rather than step down from her karaoke performance. While she does say she cares for Denji, her lack of willingness to actually step up for him tarnishes that. Furthermore, throughout the rest of the arc, she's shown to very much be The Load, continually needing to be saved by others, such as Quanxi and Denji (the very person she's supposed to be protecting). On top of that, Chapter 154 shows her to be both a Dirty Coward and Jerkass, as she not only abandons Denji and Nayuta when they're at their lowest without even a hint or remorse or guilt, she also mocks Nayuta for considering her pets "family" and being sad over them dying in the fire, for no reason other than being cruel. Chapter 156 seems to have firmly cemented her place here, as not only is she downright blase and cheerful regarding Denji being imprisoned and dissected for the rest of his life, with her only concern being if she can get some of his hair or nails as souvenirs, her conversation with Yoshida all but outright confirms her whole Declaration of Protection to be a fabrication, as she outright refers to herself as a Chainsawman fan, rather than a "Denji fan" as she earlier claimed.
Hidden Depths:
- Despite coming across as The Ditz, the fact that she's a Devil Hunter at all shows that she's far sharper than she let's on. She's also very quick to point out that Miri's claim that the Chainsaw Man Church "liberated" him may not be as true as he thinks it is.
- She ends up being one of the very few people to acknowledge that Denji is ultimately just a young boy overwhelmed by all that had been piled onto him, showing that there is genuinely a part of her that wants to protect him from harm. Potentially subverted as of Chapter 154, as her willingness to completely abandon him and Nayuta, along with her utter lack of compassion for the death of their pets heavily implies she was just saying that to get on his good side. The latter interpretation is pretty much confirmed as of Chapter 156, as not only is she utterly blase and downright cheery about him being dissected for the rest of his life, she pointedly refers to herself as a Chainsawman fan, rather than a Denji fan as she earlier claimed.
Jerkass: Chapter 154 firmly indicates her to be this, as she not only abandons Denji and Nayuta when they're at their lowest without even a hint or remorse or guilt, she also mocks Nayuta for considering her pets "family" and being sad over them dying in the fire, even though she had no reason to. Combined with her previous behavior of molesting and degrading Denji, along with letting him get beaten up, she's shown to be a thoroughly selfish and unpleasant woman. She's even worse in Chapter 156 where she seems uncaring about Denji being repeatedly chopped up and downright gleeful when asking if she can keep his hair and nails.
Kick the Dog: She not only abandons Nayuta and Denji when the going gets rough, but she derides Nayuta for caring so much about her pets dying in the fire for no real reason other than being cruel.
Lack of Empathy: She is a cowardly woman who shows complete apathy towards Denji and Nayuta losing their pets, poking fun at the latter for calling them "family." Ironic since in an earlier chapter, she claimed to be sympathetic towards Denji's plight as Chainsaw Man but now it seems to be a convenient lie she made up. It becomes even worse in Chapter 156, as not only is she completely blase about Denji literally being dissected and surgically operated on by Public Safety after he's spent a week in a coma and later screaming for Nayuta, her only concern is whether she can get some of his hair or nails for her collection.
Left the Background Music On: She drags Denji to a karaoke booth, where he's ambushed by a small army of thugs after she starts singing Maximum the Hormone's "Chuu Chuu Lovely Muni Muni Mura Mura Purin Purin Boron Nururu Rero Rero". She keeps going even while he pummels his way through them.
The Load: Oh boy. While she has a very flashy introduction, she's pretty much useless from start to finish. She needs to be saved by Quanxi from Barem's Chainsaw Man Devils. She then fails to explain her situation to a Devil Hunter to the point that Quanxi needs to step out to de-escalate the situation and for Fumiko to run away with Denji and Nayuta. She then pisses Nayuta off, gets beaten by an old lady, and needs to be saved by Denji (the guy she's supposed to be protecting). And then she tries to save Denji and Nayuta from Barem, only to immediately get taken out by the Whip hybrid and get taken hostage by Spear. When an angry mob shows up, she decides to cover her own ass and run away, leaving Denji and Nayuta to fend for themselves. In the end, the only thing she really accomplishes is sexually assaulting a teenager.
Loony Fan: She claims to be a "Denji Senpai" fan instead of a Chainsaw Man fan, admiring Denji for being a teenager with tremendous pressure put on him. How much is true is ambiguous given her actions towards Denji, like sexually assaulting him in her first appearance and regularly debasing him for her own amusement while acting as his bodyguard. When Denji is going to be dismembered then imprisoned by Public Safety for turning into Chainsaw Man, Fumiko expresses no concern towards the horrific fate that awaits Denji, agrees with Yoshida's assessment she's a Chainsaw Man fan—instead of clarifying she's a Denji fan—and merely asks to gather his hairs or nails for her collection before his body becomes state property.
Manchild: Even after it's revealed she's an adult she continues being extremely childish, calling the younger Denji her "senpai", and admitting she was ignoring doing her job just cause of her love of singing karaoke.
Manic Pixie Dream Girl: A different deconstruction than Reze. She's a merry and outgoing young woman who seems to come out of nowhere to bust Denji out of his funk. While much more energetic, rambunctious, crude, and direct than the Russian spy in interacting with Denji, she's also the first person in Part 2 to make Denji flash a full-blown smile. It's played with in that, contrary to what one might expect, Fumiko truly does mean well with Denji. Interestingly Denji actually seems to lose interest in Fumiko upon realizing that she isn't a violent, unhinged Yandere like he first thought. While he does at least seem to care about her^note he seems far less excited about the prospect of having sex with her after she shows her true colors. She’s also a subversion in that while she promises to be help to Denji, she proves to be largely useless at her job, and ultimately ditches him and Nayuta.
Ms. Fanservice: While guarding Denji and Nayuta, Fumiko wears a crop top with her midriff on full display.
Older Than They Look: She's posing as a first year high school student despite claiming to be 22.
Punch-Clock Hero: How she tries to excuse her abandonment of Denji and Nayuta, saying that "risking her life to save them falls outside the scope of her job". Of course, given that the very occupation of Devil hunting is one that comes with a lot of inherent risk, especially so if you're a member of Public Safety, combined with the fact that she was literally assigned to be Denji's bodyguard, it's pretty obvious that she's just saying that to cover for her own cowardice.
Rebuilt Pedestal: While she hates him a bit for failing to save her parents and knows that Chainsaw Man's reputation is partially built on a humongous lie, Fumiko doesn't wish Denji any ill will, and understands that there's only so much some teenager can do to save the day even with Devil powers. Chapter 154 throws a massive hole in this, as her utter lack of regard for him indicates that she either genuinely hates him, or that she just made the entire thing up.
Screw This, I'm Out of Here!: Instantly disappears behind a passing civilian when she decides helping Denji and Nayuta is no longer worth the effort.
Skewed Priorities: Decides to ignore her job of protecting Denji even as a gang of baseball bat mooks attacked him because she doesn't like interrupting her karaoke singing partway through.
Stab the Scorpion: The end of the second chapter she's in makes it look like she's about to attack Denji with a baseball bat, only for the next chapter have her throw it at an attacker who was pointing a gun at Denji. She's disappointed to find out the gun was only a model and afterwards is introduced as Denji's bodyguard.
Stalker with a Crush: Although she won’t admit it, Denji calls her a stalker. Fumiko disagrees, insisting that she’s not his stalker instead that she’s his fan. It turns out, however, that the "crush" part is completely surface-level, if not an outright fabrication. For all her talk of "saving" Denji, it's clear Fumiko really doesn't give a shit about him as an actual person as she doesn't hesitate to leave him for dead to save her own ass.
Stealth Hi/Bye: She ominously vanishes as a civilian runs in front of her when she ditches Denji and Nayuta, calling her Faux Action Girl and Load status into question, indicating that perhaps she's far more skilled (and therefore sinister) than she lets on.
The Tease: She makes her first appearance by practically molesting Denji, gets him to suggestively suck on a devil corpse for her amusement in exchange for sex and then continues to flirt with him after being properly introduced as his bodyguard.
Treachery Is a Special Kind of Evil: She earns immense ire when she abandons Denji and Nayuta to save her own skin and mocks Nayuta's care for her pets. Especially despicable because she claimed that she was tasked with being Denji's bodyguard when she does zilch in terms of protecting him.
Warts and All: She acknowledges Denji's shortcomings compared to Chainsaw Man's reputation—which includes failing to save her parents—but concludes that he needs and deserves other people to support him. Though given that she abandons him when things get too hot for her, it's entirely possible that she was making up that entire backstory to earn his trust, or at the very least lied about not having a grudge about it.

Nail Fiend

A fiend that Public Safety sends to attack the Church of Chainsaw Man.

Affably Evil: Less "evil" and more completely insane. He's honestly very friendly and describes Public Safety trying to kill teenagers as "cartoonishly evil." He'll also beat teenagers' heads in for speaking improperly.
Ambiguous Gender Identity: The Nail Fiend has a male body and presents as a campy androgynous man, using the gender-neutral Japanese pronoun watashi. He's also a devil possessing a human corpse, which raises some questions about his gender before or since.
Ambiguously Gay: He thinks Denji looks cute when he sleeps. Not so much when he's awake.
Bait the Dog: Introduced incapacitating Child Soldiers without injuring them, even lecturing that they should be in class and asking one to promise they'll never pick up a gun again. When he agrees, the Nail Fiend bashes his skull open for not speaking politely.
Blue-and-Orange Morality: He's disgusted at the Chainsaw Man Church arming Child Soldiers and when Public Safety order him to kill teenagers. But he'll gladly kill the same teenagers themselves for acting improper.
Brain Monster: At least half of his brain is exposed from the eyes up, possibly more depending on what's covered by his hair. It also has nails stuck in it.
Dual Wielding: He wields a pair of claw hammers, both to drive nails and attack directly.
Dude Looks Like a Lady: He has an androgynous appearance due to his slim figure and long hair, which Samurai Sword insults him for.
Humble Goal: He wants to start a business, despite being a devil.
Laughably Evil: Nail is completely off his rocker and has questionable morals but, regardless, he's an absolute riot.
Nail 'Em: He throws nails to pin people down.
Red Oni, Blue Oni: The cheery and batshit insane red oni to Katana Man's self-serious and brooding blue oni.
Turn Coat: Follows Samurai Sword's lead in defecting from Public Safety to help Asa out, considering repeated orders to kill kids too evil for his tastes and not appreciating being deceived.
Would Hurt a Child: He Wouldn't Hurt a Child for attacking people with guns, but will kill one for speaking improperly.

Takagi

"You were right. I never should have joined the Special Division."

A Special Division agent assigned to Tokyo Devil Detention Center, acting as handler to the devil agents guarding a VIP.

0% Approval Rating: None of his subordinates seem to care for him much. Samurai, Nail, and Quanxi all have ulterior motives or lives hanging in the balance to motivate them into working for him and are willing to switch sides on a whim. After his death, even the surgeons working for Public Safety are willing to casually dismiss it and pretend they never saw it to keep themselves safe.
Better Living Through Evil: Tells the devils under his command that working for Public Safety, and doing their dirty work, is their only chance to achieve their goals in life. They ignore him.
Crusading Widower: He resents everyone connected to the Chainsaw Man Church because his wife was one of the people it turned into devils, and she's now locked in the facility he's guarding.
Eyepatch of Power: Wears an eyepatch over his left eye, evidently from an injury that also put a semi-circular scar around his face.
Foolish Husband, Responsible Wife: Remarks that his wife was correct and that he never should have joined the Special Division.
Hold The Floor: To buy time while his subordinates prepare an ambush, Takagi starts chewing out Asa and Fami's group for what the Chainsaw Man Church has done. It starts out passionate, and probably sincere, but ends up petering out when things take too long, giving his ruse away.
Karmic Death: He's suddenly killed by the wife he cheated on for six months, right as he was about to say something misogynistic.
Know When to Fold 'Em: Avoids fighting Fami and Asa when he doesn't have his devil underlings at his side, knowing they're a lot stronger than he is personally.
Moral Myopia: Says he's never done anything wrong in his life, even though he's willing to have defenseless teenagers killed and admits to cheating on his wife. If he was serious or just stalling for time is unclear.
Politically Incorrect Villain: His dying words imply he believes women are inferior to men, which might be how he excuses his adultery.
Stealth Hi/Bye: He appears before Asa's party out of nowhere, with zero warning to his arrival. He's barely shown moving at all, but has already vanished when Samurai Sword turns around to take a swing at him.
This Is Gonna Suck: After failing to talk Samurai Sword and the Nail Fiend out of betraying him, Takagi simply sighs and admits his wife was right about how dangerous the Special Division is.
Weak Boss, Strong Underlings: Though implied to be a veteran devil hunter, Takagi is still a regular human much weaker than the devils he's put in charge of, which includes two Weapons Humans.
Would Hurt a Child: Demands his subordinates kill Asa and Fami's party, even though most of them are teenagers, several of whom aren't any kind of threat.
You Should Have Died Instead: A comically random example; After lamenting his wife was turned into a devil, Takagi goes on a tangent whining that his Cranky Neighbor should have instead.
Your Cheating Heart: He cheated on his wife with a coworker, but brushes off responsibility because it only lasted six months.

Kyoto

Division 1

Michiko Tendo and Yutaro Kurose

Two Public Safety officials that work under Makima, though are too scared of joining the Special Divison themselves.

Amazonian Beauty: Tendo is significantly taller than her partner and many other men, has a rugged scar and the physical prowess of a Devil Hunter, but is noted by the brothers to be quite the looker, and in a photograph we see her showing skin in a bikini. The anime went and made her taller than in the manga.
Dead Person Impersonation: The last remaining Skin brother is left impersonating Kurose at the end of the arc.
Flat Character: Kurose's Hidden Depths are explored briefly after his death, but Tendo's life outside of her work and partnership with Kurose is completely undeveloped.
Follow in My Footsteps: Apparently Kurose's older brother was a devil hunter who died on the job.
Informed Ability: They are both experienced and knowledgeable Devil Hunters of some standing in the Public Safety Division, but we never see them fighting devils and they die quickly and easily to a trap and gunmen. Their stated contract, the Punishment Devil, is also not used onscreen; the devils holding the weapons in the devil army Makima summons against the Gun Devil is assumed to be it since they don't resemble any of the known devil powers used, but it's unclear what it does exactly.
Last-Name Basis: They are part of the very few characters that are primarily referred by the last name.
Mauve Shirt: They appear multiple times as subordinates for Makima and help train Aki. They wind up quickly getting killed by the Brothers.
My Girl Back Home: Despite his dangerous line of work, Kurose has a girlfriend. Unlike most examples, this is not revealed until after his tragic death, yet before anyone, including her, knows he died.
Only Sane Man: Both are positioned as this toward most of the other Public Safety characters, having both acknowledged that killing the Gun Devil is a pipe dream and thinking that Special Division is crazy.
Platonic Life-Partners: Not only are they partners in work, but they also are close enough that they apparently went to the beach together and took a commemorative photo. They are on the same wavelength and share similar thoughts, but have no hints of romance or sexual tension, with Kurose even having a girlfriend.
Posthumous Character: Kinda. Kurose gets more characterization via the Skin brother disguised as him hanging out with one of his former friends.
Revenge: Like Aki, the pair became Devil Hunters after the Gun Devil destroyed their lives. Unlike Aki, they they hold no delusions of ever finding, let alone defeating, the Gun Devil.
Rugged Scar: They both share a similar horizontal scar across their faces. Curiously, their scars cover the same part of the face but from opposite directions.
Sour Supporter: While Kurose openly finds Aki’s quest to get revenge on the Gun Devil absurd and annoying, he wishes him the best of luck with it as a last goodbye.
Statuesque Stunner: Tendo is an extremely tall woman, probably the tallest in the whole manga. Makima is not a short woman herself, but Tendo visibly towers over her. The scar across her face doesn't hurt her looks either - if anything, it enhances them.
Those Two Guys: Always appears together.
Tiny Guy, Huge Girl: Tendo is noticeably taller than Kurose. The anime actually made her even taller.

Division 2

Kusakabe

A fussy security expert from Miyagi Division 2 assigned to bodyguard Denji during the International Assassins arc.

He's contracted with the Stone Devil, allowing him to petrify anything with his breath as long as he's standing in a specific drawn circle.

Awesome, but Impractical: His Stone Devil's contract provides lethal power at apparently-negligible cost, but requires an elaborate setup just to use it in a fixed location.
Breath Weapon: He usually uses his contract by forming a circle with his hand and blowing through it, shooting a petrifying dust cloud. It's implied he doesn't need the hand circle, though he's interrupted before he can try without it.
Control Freak: He's very bossy to Denji, due to taking his job of protecting him very seriously to the point of trying to force him to be hygienic.
Couldn't Find a Pen: Well, it's not easy to use a pen when you no longer have any arms. He uses his own blood to draw a ritual circle to summon the Stone Devil, and it actually succeeds, though unfortunately he dies before it can do much good.
Defiant to the End: After his arms are chopped off by the Darkness Devil, he makes a pentagram with his own blood to summon the Stone Devil in one last bid to attack it. It doesn't work, but even without arms, Kusakabe goes down swinging.
The Finicky One: Stuffy, serious and by-the-book. When they first met, he tried to get Denji to address him respectfully due to being his senior, tried to force Denji to throw away the onigiri he dropped on the ground because of bacteria, and tried to get Power to eat her vegetables while lecturing her about maintaining a proper diet. Unsurprisingly, his efforts are futile.
Geometric Magic: His contract uniquely involves standing on a ritual circle. He prefers a more elaborate one, but improvises a messier one with blood when unable to use his arms.
Literally Shattered Lives: Anyone petrified by the Stone Devil shatter to pieces when they topple over. When his Stone Devil is grabbed and crushed by the Darkness Devil, Kusakabe suffers the same fate.
Mauve Shirt: Not much is known about him but his finicky and neat freak nature, as well as his bravery, gives him just enough characterization to endear himself to readers and make them mourn his death.
Neat Freak: He went into a whole speech about hygiene after Denji tried to eat the onigiri he had briefly dropped to the floor.
Nerd Glasses: Wears a pair of rather unflattering horn-rims, and per the trope he's shown to be rather stuffy and kind of a stick-in-the-mud.
Sealed Inside a Person-Shaped Can: Like the Future Devil, the Stone Devil is demonstrably carried on Kusakabe's person. This lets him keep using its powers when they're teleported to Hell, but also allows the Darkness Devil to yank the Stone Devil out and kill it. And Kusakabe.
Synchronization: Interestingly, any damage that's done to his Stone Devil appears to be reflected back on him. When the Darkness Devil smashes the Stone Devil to pieces, the same thing happens to Kusakabe. Granted, that might just be the Darkness Devil being itself rather than a general rule of their contract.
Taken for Granite: His contract with the Stone Devil allows Kusakabe to petrify several people in front of him, as long as he does it within a ritual circle. It isn't specified what the cost of this power is.
We Hardly Knew Ye: Is killed by the Darkness Devil alongside his Stone Devil after only a few brief scenes of characterization.

Tamaki

Kusakabe's partner from Miyagi Division 2, who joins him in organizing Denji's security team.

Badass Normal: While he presumably does have a Devil Contract, he's the only one of Denji's bodyguards who's never actually shown using any powers or weapons. In fact, he's the only person to try to attack the Darkness Devil while completely unarmed. Quite literally.
Bare-Fisted Monk: Stands out among his fellow Devil Hunters for fighting entirely barehanded. When the Darkness Devil appears, everyone else present draws weapons or readies their powers while Tamaki just gets into a boxing stance.
Combination Attack: Launches one with Quanxi against the Darkness Devil. It accomplishes absolutely nothing except for instantly getting him cut in half and her decapitated.
Defiant to the End: He joins Quanxi in trying to kick the Darkness Devil, as their arms had already been removed. It was predictably unsuccessful.
Distinguishing Mark: Tamaki has a mole oddly-placed in the center of his forehead, resembling a bindi.
Enemy Mine: The first of the Public Safety Devil Hunters to actually directly team up with Quanxi in fighting a much stronger opponent. Given that said opponent is the Darkness Devil said team-up lasts approximately five seconds, if that long.
Exhausted Eye Bags: His eyes are very baggy, likely a sign of overwork or paranoia.
Hyper-Awareness: He could tell Santa Claus' puppets were behind the group by the sound of their footsteps setting them apart from normal pedestrians.
Mr. Exposition: He provides a good deal of information about the assassins after Denji and their powers, including the American brothers and Santa Claus.
Out of Focus: Of Denji's three bodyguards, Tamaki receives the least focus, not even getting a scene interacting with Denji like Kusakabe did.
Sudden Name Change: His name was "Tamaoki" in the magazine version of the series, which changed to "Tamaki" in the volume. (In Japanese, the kanji stayed the same, but the pronunciation listed change.)
We Hardly Knew Ye: After demonstrating some competence but little individual characterization, he become one of several casualties of the Darkness Devil.

Private Devil Hunters

Fourth East Devil Hunter Club

In General

The devil hunting club for Asa's school, led by Haruka Iseumi, which is also the student council. Other members include Fami, Nobana, Seigi, a crossbow user named Furio, and an unnamed female student with a katana.

After the Falling Devil arc, the club is absorbed into the Chainsaw Man Church.

Absurdly Powerful Student Council: They're a student council that train to fight devils and are allowed to bring weapons to school.
Badass Normal: All of them have killed at least one devil to enter the club, but they aren't licensed devil hunters yet, and so can't legally form contracts. The first three members shown fight Yuko with normal weapons, and actually do a decent job before their enemy get serious.
Creature-Hunter Organization: A minor example, basically being a collection of the school's aspiring devil hunters that have killed at least one devil.
Hat of Authority: They're the student council and mostly wear military caps.
Hold the Line: They don't expect to thwart a devil attack on school, just keep it busy until the other students evacuate and Public Safety arrives.
Impaled with Extreme Prejudice: Furio gets skewered by one of Yuko's tentacles.
Irony: A club dedicated to those who want to become professional Devil Hunters ends up recruiting the War Devil, one of the most powerful and dangerous devils and a Horseman, into their ranks. The Famine Devil, one of the Horsemen is also part of the club with none of them the wiser.
Redshirt Army: The trio that show up to fight Yuko have distinct designs and names, and managed to inflict considerable damage, but mostly serve to add to the attacker's bodycount.
The Straight and Arrow Path: Furio uses a crossbow, which is presumably the most available range weapon when guns have become very strictly controlled.
Uncertain Doom: After the Justice Devil attacks, Seigi survives and resumes attendance in the club, while Haruka states one of the trio died and the third quit, not specifying which of latter two is Furio and which was the girl. Confusingly, it was stated four students total died in a devil attack, including two students outside the club, which is either a mistake or there was an additional fatality we never saw.

Yuko (spoilers)

Yuko

"Even if my actions turn out to be a mistake, if my heart was in the right place, that's all that matters to me!"

A girl from another class of Asa's school, they and Yoshida are assigned as a trio to try out for the Devil Hunter Club. After she's injured fighting a devil, she makes a contract with the Justice Devil to seek violent revenge on Asa's tormentors.

Ambiguously Evil: There's no definitive answer as to where Yuko's own moral failings end and the Justice Devil's mental influence begins. At the very least, she made an incredible dangerous devil contract because she wanted to be a hero. At worst, her newly-acquired power just let her act how she always wanted to, only feeling any guilt for it after the fact.
Alas, Poor Villain: Chapter 111 is dedicated extensively to humanizing her, showing her genuinely apologise to Asa for what she did and express remorse for her actions. It makes her brutal fate afterwards hit much harder.
Arc Villain: The true villain of Part 2's first arc, as Asa's friendship with her drives her to attempt a massacre on school grounds.
Bait the Dog: Yuko introduces herself lending shoes to Asa after her regular ones get ruined by her classmates, aware Asa could resent her acts of goodwill, but refusing to give up on or feel bad for them. While this manages to break through Asa's abrasive exterior, it portends all the terrible things that would be caused by Yuko's selfishness.
Asa: I'd rather be bullied than pitied.
Yuko: Hmm, I don't really care how you feel, though! Even if my actions turn out to be a mistake, if my heart was in the right place, that's all that matters to me!
Because You Were Nice to Me: Asa being her friend and saving her life from the Bat Devil leads to Yuko trying to kill the people harassing her. Even as Yuko gets increasingly trigger-happy toward people in her way, she never responds violently to Yoru and Asa's resistance.
Black-and-White Insanity: While high on the Justice Devil's power, Yuko thinks people are either all good or so evil they need to die, and turns on a dime assessing them as which.
Body Motifs: Eyes, and the lack thereof, playing on the phrase "Justice is blind". Yuko's natural form wears glasses, the Justice Devil turns her into a eyeless monster, and then she becomes a devil with tentacles over her face like a blindfold.
Broken Pedestal: Yuko is mortified when she reads Denji's mind during their fight and finds out that he's barely paying attention to their battle and is just trying to find a way to dramatically reveal his secret identity to impress girls.
Bully Hunter: Yuko has been bullied since middle school, which the Justice Devil turns into an absolutely farcical case of He Who Fights Monsters. She lethally hunts down girls who bullied Asa, violently retaliates against Devil Hunter "ganging up on" Yuko in a fight she started, and ultimately decides to just destroy their entire school to prevent any future bullying.
Bus Crash: Yuko skips town to seek out a distant relative who's a devil hunter, hoping they can find some way to make her human again, stopping to visit Asa late at night. By the chapter's end the next morning, Yuko's been decapitated.
Came Back Wrong: Being killed and revived while transformed by the Justice Devil's power somehow left Yuko unable to fully restore her human form.
Contrasting Sequel Main Character: Befitting how Part 2's first arc twists that of Part 1, she acts as a dark mirror of Power. Whereas Power spent the first arc of Part 1 acting incredibly abrasive to Denji and ultimately manipulates him into being killed by the first Arc Villain, only to be betrayed and saved by Denji, Yuko starts out being openly friendly to Asa and is driven to become the first Arc Villain because of it. Power's incredibly selfish initial behaviour is also contrasted by the revelation that her actions are to save Meowy, while Yuko's friendship with Asa and For Great Justice mentality she bitterly confesses to have been the by-product of self-serving reasons. Finally, while Power stays around long-term and becomes one of the first people Denji connects with emotionally, Asa's loneliness is perpetuated by having Yuko quickly wrested away (in more ways than one).
Cthulhumanoid: Her devil form has tentacles replacing her hands and sprouting from the top of her head, her waist, and possibly more beneath her hoodie.
Cute Monster Girl: Though Yuko retains disturbing traits of her monstrous larger form, as a devil she's still quite recognizable as a teenage girl, especially when she's wearing a loose-fitting hoodie and acting meekly toward Asa.
Damsel in Distress: Her attempt to hunt a devil very quickly leaves Yuko with a horrible leg injury, forcing Asa to risk her life carrying her away from the Bat Devil. Then both are Swallowed Whole and only saved by Denji's unintentional intervention.
Demon of Human Origin: Yuko's transformative contract with the Justice Devil, death, and resurrection turned her into a pseudo-devil with traits of the form the Justice Devil turned her into.
Dissonant Serenity: When she and Asa are swapping embarrassing stories, she rather cheerfully tells her she murdered her neighbor for gambling because there are "no secrets between besties." Then she tells her she knows all about her killing Tanaka and the class president and Yoru because of her Telepathy. And then she tells her not to come to school the following day because she's planning to massacre any students she finds unjust.
Dropped a Bridge on Him: After her talk with Asa, Yuko finds a building to rest atop for the night. After a few panels of the other characters in bed, we are treated with Yuko's decapitated body, courtesy of someone who looks an awful lot like Chainsaw Man... Not that this is necessarily the last we'll see of her.
Even Evil Has Loved Ones: For all of her many, many flaws, Yuko does respect and care for Asa a good deal, warning her to stay home from school while she rampages and that the Justice Devil is still at the school.
Evil Counterpart:
- Asa uses a "heart in the right place" motto as a coping mechanism for guilt. Yuko fully believes it, letting her see herself as the good guy even while using the Justice Devil's powers to kill people on the most trivial impulses.
- She also darkly mirrors what Denji has become in part 2. Both want to use devil powers to become famous heroes, but Yuko has even less moral restraint and the devil she partnered with was only pretending to support her.
Eyeless Face: Her monster form has no eyes, and has her brain exposed above where they would be. Her mutated form later would be similar in design, having tentacles covering her face akin to bangs, her left eye in particular covered up by one meant to resemble a bandage.
First Friend: Asa is a very lonely, emotionally distant girl, especially after her mother's death. Yuko's kindness is the first thing in a while that breaks this wall she built around herself, and the two become friends, the first friend she has had in a while, if not in Asa's entire life.
Freudian Excuse: According to other characters after her defeat, Yuko was herself bullied in middle school, which handily explains her obsession. One even claims she's proof enough that devils take advantage of the mentally weak.
Heel Realization:
- Downplayed. She has enough sense to recognize that Denji rescuing one of her targets from her means that the Chainsaw Man she idolized isn't on her side.
- After she's turned into a devil and regains some of her sanity, Yuko has disabused herself of her delusions of justice. She admits everything she did was for herself, not Asa, and probably deserves to be put down like any other devil.
Heroic Wannabe: Yuko thought people would love her if she became a devil like Chainsaw Man. Sadly, she had neither a truly sympathetic devil to aid her nor the moral fortitude to reign herself in.
Humiliation Conga: Fails to eliminate all her targets, is beaten down by her idol who barely gives her rampage any mind, loses all of her humanity after her resurrection, becomes a homeless fugitive, and while the public is perceptive enough to guess her motives, she's dismissed as an "annoying" and "mentally weak" criminal worse than any of the bullies who made her and Asa's lives miserable. And then she's tracked down and brutally murdered by someone who takes the form of her idol.
Insane Troll Logic: She defends her murders at the school as not being as bad as the Gun Devil. Keep in mind, the Gun Devil killed over a million people.
Irony:
- Her Combat Clairvoyance allows her to outmaneuver the actual Horseman of War, but she's defeated because neither Asa nor Yoru had any idea how powerful the school uniform sword the former made would be.
- She made a contract with a devil because she wanted to be like Chainsaw Man. She was already quite a lot like him, in the sense that Yuko and Denji both really want to be famous and loved.
It's All About Me: Egocentrism is her defining trait. It's initially portrayed as heartwarming when she forces Asa to take her shoes, but her decision to kill Asa's bullies against her wishes shows that ultimately she has no regard for the feelings of others, even those she likes. All she cares about is doing things her way, other people be damned.
Jacob Marley Warning: After all that happened from Yuko making a Justice Devil contract, she warns Asa not to do the same. Unfortunately, while Asa avoids making a contract herself, she helps promote an organization that openly contracts with it to hundreds of thousands of people.
Justice Will Prevail: Yuko's contract with the Justice Devil turns her sense of justice into the power to read minds. This is all despite the fact that her sense of justice is so warped that she sees nothing wrong with killing her neighbor for gambling with his disability welfare or her classmates for their bullying of Asa.
Karmic Transformation: Yuko abused a devil's powers for revenge and so she could be famous. She's ultimately stuck in a monstrous form permanently. Both her devil forms resemble various aquatic invertebrates, which gains an extra layer of poetic justice when Asa—whose friendship Yuko used to justify her actions—reveals she's rather found of such creatures.
Knight Templar: After illegally contracting with the Justice Devil, she kills her neighbor for gambling while on welfare. She says that it's OK as long as it is for justice.
Lack of Empathy: She admits that she's always had a hard time understanding others. She thought gaining telepathy could make up for that, but it just makes her even more callous and incredibly violent.
Laughably Evil: Her jarring and cheerful enthusiasm for violence is played for a good deal of Black Comedy.
Asa: You killed a bunch of people!
Yuko: Not that many! Only three or four!
Logical Weakness: Although the Justice Devil's mind-reading power effectively gives her Combat Clairvoyance, it doesn't help against opponents who aren't thinking about the fight.
- Asa manages to nail her with the uniform sword because neither she nor Yoru had any idea how effective it would be. Since the one using the weapon couldn't predict it, neither could Yuko.
- Denji, meanwhile, gets past it by not thinking about the fight at all; the only thing on his mind is how to reveal his secret identity and make it look natural, which even Yuko finds understandably baffling.
Loony Fan: She says she's recently become a fan of Chainsaw Man. So much so she makes a devil contract trying to become an Ascended Fangirl, ranting during her rampage that her murder of Asa's bullies will make her a hero just like him.
Losing Your Head:
- After her head is cut off (and the rest of her body is slashed to ribbons), Yuko is kept alive and turned giant by another devil's powers.
- When she's decapitated again, she's alive and able to talk at least long enough to try to identify her attacker.
Loss of Identity: Yuko's physical transformation into a devil and disorienting abuse of telepathy both take a toll on her sense of self.
I don't what I am anymore... I wanted to give you a proper farewell. But are those thoughts really mine?
Mask of Sanity: At first, she appears to be a sweet and innocent student who just wants to be Asa's friend and stick up for her. Then she decides to defend Asa by making a devil contract, never mind what she does after that.
The Mind Is a Plaything of the Body: Being turned into a devil gives Yuko an innate desire to kill and eat humans. Even one of her tentacles tries to strangle Asa without her realizing it.
Asa: Well? Do you want to eat me?
Yuko: Ah... err... ohhh gosh. A little bit.
Moral Myopia: Since her contract is powered by a feeling of righteousness, Yuko performs some amazing mental gymnastics to tell herself she's in the right. For instance, when the Devil Hunter Club attack her to protect the other students, Yuko claims they're innocent people she's not going to hurt. Once they start to beat her, Yuko decides they're "ganging up on" and bullying her, thus justifying her disproportionately lethal retaliation.
Never Hurt an Innocent: Yuko avoids hurting any bystanders when she comes after Asa's bullies, but she has very fickle, self-serving standards for what constitutes "innocence".
Never My Fault: After Yuko's school-destroying rampage knocks Asa out, she assumes that one of the bullies still alive was somehow responsible.
Normal Fish in a Tiny Pond: Rips through her school's Devil Hunter Club, kills two professional hunters who had Devil Contracts, and puts Yoru on the defensive. Despite her great strength and mind-reading abilities, she's such a non-threat to Denji that he forgoes any strategy and barely has to focus to demolish her in their fight.
Not Quite Dead: She turns out to have survived her encounter with Denji, but has apparently been outright transformed into a Devil.
Not-So-Well-Intentioned Extremist: She tries to justify murdering Asa’s bullies in a broader sense by saying it will scare bullies all across Japan and possibly stop bullying altogether. By her later admission, this and everything else was just self-aggrandizing.
Obliviously Evil: Her contract, along with her inability to understand others, makes her wholeheartedly think that acts like killing her neighbor for gambling with his disability welfare and murdering her classmates for bullying Asa are justice.
Off with His Head!: Yuko, after her rampage at her school and meeting with Asa, has her head ripped off by a Chainsaw Man lookalike.
Partial Transformation: Her post-battle form is much more human than during the fight, but has the latter's tentacles sprouting out of or replacing many of her body parts.
Politically Incorrect Villain: Yuko's first act of "justice" is to kill her neighbor for gambling his disability money, darkly satirizing stereotypes about people who accept government aid.
Positive Friend Influence: Yuko's assertive kindness convinces Asa that she can be happy doing good things for other people even if it's possible for such acts to backfire. Ironic, as Yuko's later action undermine this even being a good philosophy in the first place.
Psychological Projection: She sees much of herself in Asa as a fellow victim of bullies and assumes she too would like revenge, yet cannot understand why Asa wouldn't want Yuko to kill them because she can't understand what others feel.
Psychopathic Womanchild: She basically used the Justice Devil to go an ego trip, believing people would love her for enforcing incredibly childish ideas of justice. Even after committing murder, she doesn't take matters very seriously, taking a moment to admire how "cool" Yoru's moves are while engaged in deadly combat with her.
Psycho Supporter: Yuko genuinely cares for Asa, but decides that makes her obligated to solve Asa's personal problems with violence. Even with the ability to read her mind, Yuko cannot comprehend why Asa doesn't want something like what Yuko is planning done on her behalf.
Sanity Slippage: She grows rapidly more insane after the Justice Devil grants her its power, and the Insane Troll Logic she uses to justify her actions grows worse and worse, up until she decides bullying will always exist as long as schools do and takes that thought as a reason to destroy the whole building.
Secret Identity Apathy: Despite using the Justice Devil's power to find out about Asa's contract with the War Devil, Yuko seemingly doesn't care about it at all.
Secretly Selfish: Yuko admits making a contact with the Justice Devil was really about making herself a hero, while protecting Asa and stopping bullying were just excuses. She even reframes their initial meeting not as a selfless act of kindness but a ploy from one desperate person seeking another's friendship.
Shapeshifting Heals Wounds: Being turned into a devil healed her injured leg—in fact, she apparently grew a whole new one after Yoru ripped hers off.
Starter Villain: She's the first antagonist of Part 2 that Asa deals with directly, forcing her to use the War Devil's powers for the first time.
Superpower Lottery: Her contract with the Justice Devil has given her both telepathy and an One-Winged Angel form at seemingly no cost to her physical health, unlike most contracts. The mental cost is another issue altogether.
Tautological Templar: Yuko is convinced she's in the right, thus making her contract with the Justice Devil more powerful, no matter how brazenly self-serving her "justice" is.
Telepathy: Gains the power to read minds after contracting with the Justice Devil, and uses it to learn all of Asa's secrets, including the fact of Yoru's existence.
There Is No Kill Like Overkill: In an attempt to dissuade her from continuing her rampage, Asa accidentally leaves Yuko Clean Cut in dozens of pieces, though at least temporarily alive because her head was intact.
Token Motivational Nemesis: Oddly combined with I Let Gwen Stacy Die. Being unable to stop Yuko's rampage or transformation are what ultimately push Asa to decide that the Yoru situation needs to be resolved sooner rather than later, or more people will die.
Uncertain Doom: We see Yuko was decapitated after she tries to skip town, but considering how her head keeps talking afterwards, and that she already recovered from both decapitation and having her brain torn to pieces, it's left up in the air whether that means she's gone for good.
Unexplained Recovery: Denji tears apart the brain of Yuko's giant head form, then Yoru tears the human leg out from somewhere in her corpse. That night, she inexplicably shows up at Asa's doorstep in a totally different form, both of her legs intact.
Unskilled, but Strong: She gets a lot of mileage from her mind reading powers, and is strong enough to fight multiple devil hunters or Yoru. Without that advantage, she's not even a nuisance to Denji, who's strong, skilled, and is busy thinking about irrelevant things during their fight.
Walking Spoiler: Yuko's character is turned completely on its head after the reveal of her true nature.
Weak-Willed: The Justice Devil's powers may have effected Yuko's violent acts, but her own Lack of Empathy seems to have made her especially bad at resisting or even noticing it.
With Great Power Comes Great Insanity: Yuko is absolutely unhinged after contracting with the Justice Devil, eager to kill people on the most inane impulses.
Would Not Shoot a Good Guy: Yuko won't attack "good" people even if they're attacking her, but she's prone to deciding anyone fighting against her must be evil. Case-in-point: she plays defensive against the school's Devil Hunter Club until they gain the advantage by attacking together, which she arbitrarily decides is "bullying". She at least keeps things nonlethal against Asa and (by extension) Yoru.
You Will Be Spared: Asks Asa not to come to school the next day to spare her the bloody, brutal retribution against the people at school who bullied Asa, though she avoids hurting their other classmates as well (except the ones who fight Yuko trying to protect them).
