Main
Cheer Bear is optimistic, outgoing and intelligent. Although very tomboyish, she is a mother-like character to the other Care Bears.
- Big Sister Instinct: If she sees that the other bears or a child in trouble, she will not hesitate to go help them.
- Cool Big Sis: She usually plays this role for the other bears, especially when it comes to Share.
- Gleeful and Grumpy Pairing: Not as noticeable as it would be later on Care Bears: Welcome to Care-a-Lot, but it still counts, whenever she interacts with Grumpy Bear there is a noticeable difference between Cheer's upbeat attitude and Grumpy's moody one, the episode "Case of the Grumpies" being the best example of this.
- The Leader: Of the main cast
- The Medic: It is quite common to see her play this role, whenever someone gets hurt or sick, she is the one who takes care of them.
- Not So Above It All: She usually acts in a quite sensible, mature way and generally behaves like a Team Mom, however she is not averse to falling for the Grizzle's deception, laughing at the accident of True heart bear, feeling jealous of the Share Bear's garden and even spending a whole episode messing with Grumpy's affairs to try to cheer him up without realizing it was only making it worse.
- Only Sane Woman: She is usually more mature than the other bears and usually acts as the voice of reason.
- Parental Substitute: If the scene in Night Shift is something to go through then it can be assumed that she is this for Hugs and Tugs.
- Passionate Sports Girl: Downplayed. Unlike other cases, she does not excel in this area particularly (as that position is held by Funshine and Tenderheart), but she seems to be good enough to receive a medal for winning a game of Belly Ball.
- Pink Girl, Blue Boy: The pink girl to Grumpy's blue boy.
- Team Mom: She fulfills this role. She's even the one who takes care of Baby Hugs and Tugs.
- Tomboy and Girly Girl: The Tomboy to Share's Girly Girl.
- Tomboyish Ponytail: Is very much a tomboy, and wears a ponytail to boot.
Funshine Bear is determined and active. He often gets hooked on an idea and rarely lets go. He is somewhat overconfident, which sometimes gets him into trouble.
- Dumb Blonde: Well, not dumb, but definitely reckless, he has done stupid things and gotten into trouble without thinking about the consequences on more than one occasion.
- Friendly Rivalry: With Tenderheart. They tend to challenge each other and sometimes argue but they are still good friends.
- Hair of Gold, Heart of Gold: He has yellow fur and is a very friendly and kind bear.
- It's All My Fault: In the episode Care-Ful Bear after Share bear is injured playing one of his games, Funshine takes full responsibility for what happened and implements drastic measures to take care of the other bears.
- Keet: He is much more energetic and playful from this version.
- The Lancer
- Lovable Jock: He is basically a stand-in for Champ Bear in this series, as he is very athletic and energetic while still being a friendly and caring bear.
- Spirited Competitor: He and Tenderheart have a Friendly Rivalry, each trying to outdo the other with daredevil stunts.
Share Bear has an innocent, naive, and airheaded demeanor. She is a horticulturist, often growing flowers in a garden she owns (along with a knowledge about them), and always carries a purse full of lollipops to share with her fellow Care Bear friends.
- All-Loving Hero: Usually plays this role, although it doesn't mean she doesn't have her declining moments.
- Always Second Best: Share was jealous to see how Cheer had harvested a garden much more striking and beautiful than hers and tried to overcome it by making her plants grow crescent with a bag of magical shine that Grumpy gave her.
- Feminine Women Can Cook: She is a straight girly girl, and in several episodes she is shown to be good at cooking.
- Green-Eyed Monster: Prone to jealousy.
- "I Am" Song: In the movie Share Bear Shines, she sings a song about how she believes things can work out if you believe in it.
- The Ingenue: Easily the most innocent and naive of the bears, until she can commit somewhat stupid actions, like relying on Grizzle to help them in an episode. Not even Oopsy has been as easy to fool as she is.
- Innocent Flower Girl: She shows signs of this.
- It's All About Me: A notable trait of hers, ironically.
- Naïve Everygirl: She is quite naive, idealistic and believes fantastic things that in the eyes of the other bears are nothing more than fairy tales (like the story of Princess Starglo), and can even be somewhat insecure as shown in some episodes.
- Tomboy and Girly Girl: The Girly Girl to Cheer's Tomboy.
- Why Did It Have to Be Snakes?: Deconstructed. In an episode she shows that she is afraid of thunderwhales, which becomes a problem when she must use her belly badge to create pallets and attract them to Care-a-Lot, however once she begins to fraternize with them, she realizes that they do not represent any danger and can rely on them.
- Wide-Eyed Idealist: Although all care bears seem to believe that they all have a good side, even they have their limits and know when to mistrust someone, Share bear on the contrary, seems to believe this blindly, to the point of placing her trust in Grizzle (who only thinks about taking over Care-a-Lot). This brings dire consequences in the episode "Broken", where she asks for his help to repair Wingnut, and almost ends up causing Grizzle to destroy Care-a-Lot and capture the bears.
Grumpy Bear is cynical, bitter and fairly blunt, yet he is a prolific inventor by creating gizmos and gadgets intended to make a Care Bear's life easier, although some of his gadgets are absolutely nonsense. Whenever Oopsy makes accidents on him or his property, he utters phrases like, "Bumbling Blizterbugs!" and "Typhonic Typhoons!"
- Aw, Look! They Really Do Love Each Other: He is the one who most exalts himself with Oopsy's clumsiness, but at the end of the day he really loves him and considers him a good friend.
- Big Brother Instinct: In the episode "Dare Bears" when he sees Funshine inside of his uncontrolled invention, his first instinct is to put on his bouncy boots to go rescue him.
- Big Brother Mentor: At least this is the vision that Oopsy has about him, it hurts that Grumpy does not think the same about Oopsy.
- Gleeful and Grumpy Pairing: Not as noticeable as it would be later on Care Bears: Welcome to Care-a-Lot, but it still counts, whenever he interacts with Cheer Bear there is a noticeable difference between Cheer's upbeat attitude and Grumpy's moody one, the episode "Case of the Grumpies" being the best example of this.
- Only Sane Man: With everything and his bad temper he is usually someone quite sensible and reasonable... most of the time.

- Sensitive Guy and Manly Man: The manly man to Oopsy Bear's Sensitive Guy.
- Trademark Favorite Food: Bumbleberries. He LOVES it.
Oopsy Bear is clumsy and accident-prone. Unlike the other Care Bears, he doesn't have a belly badge; he usually draws on his belly with a special belly badge crayon, often that of a shooting star, although he can erase it and change it according to his feelings.
- Annoying Younger Sibling: At least Grumpy seems to see him this way, up to a point.
- The Big Guy: Somewhat bigger than the other bears.
- Butt-Monkey: Though even he can't reach Grumpy Bear's level.
- Character Catchphrase: "Oopsy..."
- Chick Magnet: In "All You Need Is..." he wears a perfume of love that he found so that the other bears love him, this works so well that all the bears fall in love and do not want to be away from him.
- Chuck Cunningham Syndrome: Completely eliminated as of the CGI Welcome to Care-a-Lot series. This was semi-reversed during the "Unlock the Magic" era, as while he didn't appear in said series, he returned to the toyline with plushies of him being produced again (packaging of said plushies includes art of him in the "Unlock" art style).
- Determinator: Well, he is persistent, you have to give him that.
- Even the Guys Want Him: In "All You Need Is..." his love perfume not only attracts the girls, but also the guys like Bedtime, Funshine, and even Grumpy, who declares that he loves Oopsy as soon as he succumbs to the perfume.
- Foil: To Good Luck Bear. In the sense that they are both green bears, but one is Born Lucky while the other is Born Unlucky.
- I Just Want to Be Loved: This was the reason that led him to use the perfume of love in the episode All You Need Is....
- I Just Want to Be Special: He would like to have a belly badge so he can help his friends or have a special ability that makes him stand out from other Care Bears.
- Iron Butt Monkey: In the episode Harmony Unplugged, True Heart notes his ability to "fall over and over and over and over without hurting himself".
- The Klutz: It says something that his name and his catchphrase is "Oopsy."
- Sensitive Guy and Manly Man: He plays the role of Sensitive Guy to Grumpy Bear's Manly Man.
- Ship Tease: He has moments of this with True Heart Bear, especially for the episode True Heart's Big Trip and the movie The Giving Festival. Usually, when True Heart has some fear or insecurity Oopsy is the first (and in fact the most) to offer support and help, while True Heart seems to value special Oopsy actions as seen in the episode Oopsy the Hero.
- Those Two Guys: Often becomes this with Wingnut.
- Unwanted Assistance: The In-Universe epitome of this trope — Usually, but not exclusively, to Grumpy Bear.
- Unwitting Pawn: In Care Bears: Oopsy Does It!, Grizzle cheats on him to help build his machine, believing that it is a toy for the new amusement park, not knowing that this machine is actually part of his plan to steal the belly badges of the Care Bears.
Villain
Grizzle is the main villain, a brown Care Bear who wears a big metal suit. He hates the Care Bears because he doesn't understand what all of their caring is for, and wishes to take over Care-a-lot. He usually deploys robots or uses strange contraptions to carry out his dirty deeds, but it usually backfires on him.
- Adorable Evil Minions: Not a minion, but he is pretty cute when out of his suit.
- Bad Is Good and Good Is Bad: His theme song is "Grizzle's Bad."
- Bears Are Bad News: The first bear villain of the Care Bears franchise, in fact.
- Big Bad Wannabe: And how. The Care Bears still consider him a legitimate threat sometimes, and maybe it's justified, but his plans fail most of the time and when they do work, it's never for long. In The Giving Festival Movie, they don't even really try to take him seriously as a villain anymore.
- Card-Carrying Villain: "Grizzle's bad! Bears who care really make me mad!"
- Chuck Cunningham Syndrome: He's gone as of Welcome to Care-a-Lot. Maybe he finally broke down and gave up after one too many failures.
- Companion Cube: Mr Beaks.
- Evil Is Hammy: He may be the least threatening and most bumbling major villain of the franchise, but he makes up for it by Chewing the Scenery at every opportunity.
- Evil Laugh: Pretty good at these.
- Forehead of Doom: He as a rather big forehead and in the first movie he is a skilled inventor and intimidating.
- Goldfish Poop Gang: Compare him to the previous villains from the franchise, and you know it fits.
- Ineffectual Sympathetic Villain: He's mostly harmless.
- The Napoleon: Pretty small when outside his robo-suit.
- Save the Villain: Being Care Bears, they have to do it and Grizzle won't hesitate to try to take advantage of it.
- Take Over the World: Grizzle wants to take over Care-a-Lot. He doesn't really care about the world, he just wants Care-a-Lot under his control, or better yet, gotten rid of. In fact, even just removing the Sugar Bowl from his presence will do and his scheme in The Giving Festival Movie is to simply try to push it a good distance away from his lair.
- Villainous Breakdown: Sometimes subject to it, particularly if he gets caught in one of his own schemes or is subject to a Care Bear Stare.
Recurring
Wingnut was originally built by Grizzle to function as an aide in Grizzle's Lair. However, by the end of the movie Oopsy Does It!, he has defected to the Care Bears' side. True to his name, a large Wingnut can be found on his head. He lives with Oopsy and is also usually found by Oopsy's side, if not occupied helping Grumpy out or playing with Funshine.
- Artificial Intelligence: Wingnut is a robot, and is sentient.
- Chuck Cunningham Syndrome: Like Oopsy, completely eliminated as of the CGI Welcome to Care-a-Lot series.
- Easily Detachable Robot Parts: Can take his limbs off at will.
- Emergent Human: New to being part of the Care Bears gang.
- Magnetic Hero: He is remarkably quite loved by the care bears.
- Robot Buddy: Towards most of the bears, particularly Oopsy.
- Those Two Guys: With Oopsy.
- The Unintelligible: Speaks mainly in whirrs and beeps, though Oopsy seems to understand him.
Tenderheart Bear is an excellent baseball player and a bit of a daredevil. He is a good friend of Funshine.
- Adaptational Dumbass: Downplayed. Not as silly as reckless in this version, while in past incarnations he is treated as someone mature and sensible. Although he can still act as the voice of reason as shown in the episode Rudemate.
- Didn't Think This Through: In the episode Dare Bears after Grumpy warns that they should not approach his new invention he is working on, he challenges Funshine to go and touch him, this causes him to activate and go out of control throughout Care-a-Lot.
- Fearless Fool
- Friendly Rivalry: With Funshine.
- Innocently Insensitive: In the episode True Heart's Big Trip he and Harmony Bear spend their time laughing and telling everyone about the True Heart Bear accident without knowing that they are hurting their feelings.
- Neat Freak: Downplayed and Justified. He's not obsessed with cleanliness but clearly doesn't like others messing up his house. When Mckenna stays a few days at his house and turns it into chaos he brings out the tough side of him.
- Spirited Competitor: He and Funshine have a Friendly Rivalry, each trying to outdo the other with daredevil stunts.
- Vitriolic Best Buds: He seems to have this dynamic with Harmony Bear, since in the episode True Heart's Big Trip they were fighting over the color of the library but they spend the rest of the episode being very close and getting along.
Harmony Bear believes that, like the colors of the rainbow, many different people can come together to make something beautiful. She works at the SweetHeart SweetShop, and has a knack for creating outrageous new candies.
- Attention Whore: She had an episode where she focused on this. Also she has her moments in Welcome to Care-a-Lot.
- Didn't Think This Through: In the episode Share and Share Alike Harmony invites all the bears to sample Share Bear's juice, causing it to run out before she can enjoy it.
- Graceful Ladies Like Purple: She has purple fur and is quite girly.
- Idol Singer: The closest Care-a-Lot has to one, possibly. She is not a celebrity as such, but she participates in concerts, leads bands, as well as being seen as the bear with the best voice in Care-a-Lot according to the words of several bears.
- Innocently Insensitive: In the episode True Heart's Big Trip he and Harmony Bear spend their time laughing and telling everyone about the True Heart Bear accident without knowing that they are hurting their feelings. Also in the episode Surprises's Day she unintentionally hurts Share Bear's feelings.
- Lethal Chef: Implied. In the episode Cheer, There and Everywhere she create a new candy and give it to Cheer Bear to try, which ends up being sour.
- Light Feminine and Dark Feminine: The Dark Femenine to True Heart Bear's Light Femenine. Harmony bear is a talented singer who has tendencies to be vain, and a bit selfish, while True Heart bear is a reporter who is usually more serene and friendly.
- Pastimes Prove Personality: She enjoys teaching birds to sing, and is a talented singer herself.
- Vitriolic Best Buds: She seems to have this dynamic with Tenderheart Bear, since in the episode True Heart's Big Trip they were fighting over the color of the library but they spend the rest of the episode being very close and getting along.
- Those Two Girls: With Love-A-Lot Bear.
True Heart Bear is the town's reporter and runner of the "Heroes of Care-a-Lot" website. She usually carries a laptop computer with wireless network connection and a digital camera around.
- Age Lift: In previous incarnations she was older than the other bears (enough to be a figure of an adoptive mother), although no one mentions how old she is in this version, apparently she is as young as the other bears.
- Didn't Think This Through: The episode "Bad News" deals with how she and Share bear make news out of context and report it as the absolute truth with no idea of the whole story. This reaches the point of giving the news that Oopsy is a thief just because they saw him taking some flowers from Share's garden, when he was actually just removing the weeds from the place.
- Light Feminine and Dark Feminine: The Light Femenine to Harmony bear's Dark Femenine. Harmony bear is a talented singer who has tendencies to be vain, and a bit selfish, while True Heart bear is a reporter who is usually more serene and friendly.
- Paparazzi: She is a reporter for the town's website.
- Ship Tease: She has moments of this with Oopsy, especially for the episode True Heart's Big Trip and the movie The Giving Festival. Usually when True Heart has some fear or insecurity Oopsy is the first to offer its support and help, while True Heart values Oopsy's actions very much.
Wish Bear is very close to the Starbuddies and is shown to understand them more than the other bears. She has her own Starbuddy pet, Twinkers.
Bedtime Bear is usually asleep when the other bears are up (waking up for only short moments to share his thoughts before drifting back to slumber during the day). However, he is fully awake at nighttime where he totes a lantern and functions as Care-a-Lot's night watchbear, making sure everyone is sleeping when they should.
Surprise Bear loves and enjoys being surprised, or surprising the other bears. She often pops up in unexpected places.
Love-a-Lot Bear works in the Smart Heart Library, where the other bears go if they have questions or if they needed some quiet time. When she speaks, she punctuates everything with the word "love" or a variation of such.
- Those Two Girls: With Harmony Bear.
Amigo Bear is the ice cream vendor in Care-a-Lot, providing refreshments at the meadows or near the gathering tree where the bears play. True to his name, he speaks with a Hispanic accent and often uses Spanish words.
Best Friend Bear works at the grocery store. She is a very helpful bear who believes friends are forever.
Laugh-a-Lot Bear is a bear who loves making the others laugh.
Champ Bear is very sporty.
Hugs and Tugs are two baby siblings that live at Cheer's house.
Bumpity and Tweazle are cloud-like characters. They are known as the Nimbettes. They often try to help the Care Bears, but it usually goes wrong.
