First appearance: Chapter 12/Episode 12

The leader of the Rats in the House of the Dead. His ability, "Crime and Punishment," allows him to subsume the body of anyone who kills him and cheat death in the process.

  • Adaptational Late Appearance: He appears for the first time in the 13th chapter of the manga commenting with Fitzgerald and Agatha Christie the battle of Akutagawa and Atsushi. The anime only showed Fitzgerald at the end of the episode that adapted chapter 13, erasing the appearances of both Dostoyevsky and Christie. Fyodor doesn't show up in the anime until the end of the second season of the anime, when his proper introduction at the ending of the Guild arc is adapted.
  • Animal Motifs: Rats. He's clever, cunning, and always manages to survive in a way that isn't seen. He also tends to prioritize himself and will exactly be the rat jumping ship once things go bellyup. And also just like a rat, it is very difficult to get rid of him on your own, as he possesses an Ability that allows him to survive time and time again.
  • As the Good Book Says...: Before the explosion that apparently takes his life, Fyodor says "Eloi Eloi Lama Sabachthani," which means "My God, my God, why hast thou forsaken me?" These are the opening words of Psalm 22 in Aramaic and one of the seven last words of Jesus himself, fitting with his A God Am I attitude.
  • Boomerang Bigot: He hates Ability users despite being one himself.
  • Captured on Purpose:
    • Fyodor allowed himself to be kidnapped by Port Mafia so he could get a chance to steal the list of all the Port Mafia members' abilities kept by A.
    • At the end of the Cannibalism arc, he's located with Fitzgerald's Eyes of God and arrested by the government. Turns out Fyodor let this happen and keeps somehow sending orders to the outside from his prison cell.
  • The Chessmaster: He is up there with Dazai, if not better, when it comes to planning. Even lampshaded by Yosano in Chapter 47.5. He doesn't even need the resources (like the Guild) nor the numbers (the Mafia), as he is a formidable villain all by himself. Later on, he literally plays chess with Dazai.
  • Dark Messiah: He openly states that he wishes to "free others from sin". Much of this involves murder.
  • Death-Activated Superpower: His Ability activates when someone kills him and allows him to take over the body of his killer.
  • Dissonant Serenity: It's pointed out that Fyodor stares at A's hanging corpse like a stain in the wall, right after he manipulated A into his own suicide.
  • Eerie Pale-Skinned Brunette: He has dark hair and a sickly pale complexion, giving him an appearance as sinister as his personality.
  • Evil Counterpart: To Dazai. Both are unbelievably intelligent chessmasters who have abilities activated through direct touch to their bodies. The only difference is that Dazai is one of the heroes and Fyodor is part of an evil terrorist group.
  • Evil Sounds Deep: The English Dub gives him a deeper voice and a Russian accent courtesy of Ray Chase, which makes him more terrifying than he already was.
  • Expy:
    • Many of his character tics are lifted straight from Crime and Punishment's protagonist, Rodion Romanovich Raskolnikov. He's anaemic, pale and handsome, bites his fingers, loves to overthink things to the point of Xanatos Speed Chess, and his idea of love involving a high amount of possessiveness are all traits that Raskolnikov possesses as well.
    • He's also very similar to Joker from The Dark Knight. Both are pale-skinned, long-haired chessmasters, introducing more violence in the show, using snipers and having unhealthy obsession with grenades. Using Pushkin, he pulls exactly same thing on Fukuzawa and Mori the Joker did on the two boats.
  • Fatal Flaw: According to Dazai, Fyodor's weakness is that he can't trust anything or anyone he can't control completely. Dazai ultimately out-gambitted him because he trusted his allies while Fyodor got too confident when he thought Dazai was dead.
  • Faux Affably Evil: He puts up the front of being polite and well-mannered, but his methods are those of a cunning demon.
  • Frame-Up: Fyodor sets the Agency up to follow a Red Herring during the Cannibalism arc, resulting in a little girl blowing herself up with grenades in front of Kunikida because Fyodor made her believe her brother would be saved that way. Afterwards, Fyodor has Mushitarou use his ability to get rid of the evidence and have Kunikida be falsely accused of murdering the little girl.
  • Gambit Pileup: His favorite. Definately helps that his namesake was the Trope Codifier.
  • A God Am I: In the style of Demon 's protagonist, Kirillov, Fyodor believes himself to a god meant to bring judgment to the sinners.
  • The Heavy: Fyodor has been manipulating the major conflicts of the plot from the very beginning, which makes it all the more shocking to find out he is not the leader of the Decay of Angels.
  • Informed Ability: Quite literally. It's never been clearly stated what Crime & Punishment does exactly. The most that can be gathered from it is that it kills with a single touch, regardless of whether or not skin contact occurs, and that when Shibusawa's Ability was used on it, it didn't try to kill him like the other Abilities, instead claiming it was the "Punishment" to Fyodor's "Crime", and that they were closely linked.
  • Jerkass: He's arrogant, smug and manipulative.
  • Kick the Dog: He uses Chuuya, who has been transformed into a vampire, to break into the prison and massacre the guards. All the while, Fyodor just sits there calmly and grins.
    • There is an added layer of cruelty to Fyodor having Chuuya specifically be his pawn, given Chuuya underwent experimentation to become a Human Weapon and was used as such in the past. Even though it's unlikely Fyodor knew about this, his willingness to rob someone of their free will and utilize them is rather horrific and demonstrates his lack of morality.
  • Manipulative Bastard: Perhaps one of the best examples in manga/anime history. Fyodor can turn every single action and thought against the victims of his mind games. Whenever one thinks they have the advantage, that's because Fyodor is playing them before turning the tables and luring them into his deadly traps.
  • Master of Disguise: He disguised himself as a police officer during a terrorist incident so he could get close to Mori and Elise to stab him without the latter suspecting anything.
  • Nightmare Fetishist: When Gogol is describing the traps he has set up for both him and Dazai, he is shown blushing and smiling at the thought of the latter dying in such a painful manner.
  • Out-Gambitted: At the end of their jailbreak, Dazai finally manages to turn the tables against Fyodor. It's revealed Chuuya was never a vampire and was on Dazai's side the entire time, so Chuuya didn't kill Dazai and only pretended to in order to fool Fyodor into thinking he had won. Bram recovers his full power thanks to Aya and his vampires turn against Fyodor, stabbing him through the gut and apparently killing him in a helicopter crash. Then this gets turned on it's head when Dazai realizes that Fyodor's real Ability is, as his prior actions were to ensure that Bram's vampire killed him so he could take over Bram's body at the right moment.
  • Outside-Context Problem: He appears out of nowhere to abruptly end the Guild arc with a vague motive and an unknown ability and begins effortlessly playing Xanatos Speed Chess with both the Agency and the Mafia.
  • Parasitic Immortality: He can survive being killed because his Ability is to steal the body of whoever kills his current vessel.
  • Photographic Memory: He beat A in a card-guessing game by memorizing the number of scratches in the back of each card.
  • Power Misidentification: At first, his Ability apparently gives him the power to instantly kill people who have physical contact with him. Dazai later figures out that was a Red Herring; Fyodor's true Ability is a Death-Activated Superpower that can cheat death itself.
  • Psychopathic Manchild: He has a desire to rid the world of Ability Users and is not afraid to use manipulation, but he has a childish vibe around him. This is more apparent in the manga than in the anime, as the anime greatly erased that part of him.
  • Rasputinian Death: He gets injected with a deadly virus, stabbed through the gut by one of Bram's vampires, and gets into a helicopter crash followed by an explosion that finally kills him. Then it turns out he wasn't really killed because his Ability allows him to literally cheat death.
  • Rat King: With his nationality, the name of his organization, and his general behavior, he's a metaphorical one.
  • Really 700 Years Old: When Sigma goes through Fyodor's memories, it's revealed he's at least several hundred years old.
  • Red Herring: A master at creating these. It was enough to fool even Ranpo.
  • Self-Harm: He tends to bite his fingers to the point where they bleed.
  • Soft-Spoken Sadist: He has the smooth voice of Akira Ishida and speaks in a very formal manner. Somehow, this makes him sound more disturbing when he's manipulating people into their demise.
  • Surrounded by Idiots: He feels this way about his subordinates, viewing them as too incompetent to be useful for anything without his orders.
  • Thanatos Gambit: Turns out Fyodor being killed by one of Bram's vampires was a step in his plan all along. Since his Ability can possess the body of his killer, Fyodor steals Bram's body and turns the dying Fukuchi into his superpowered puppet.
  • Visionary Villain: Fyodor wishes for a better world where Abilities don't exist. To turn his ideals into reality, he's searching for a book with the power of Rewriting Reality.
  • Western Zodiac: An archetypical Scorpio.
  • Would Hurt a Child: He isn't above manipulating little girls into becoming suicide bombers.
  • Yandere: If the friendly advice he gives to Dazai in chapter 64 when the latter asks how to woo a waitress playing hard-to-get is anything to go by...Of course, it's possible he's just playfully bluffing, however.
Dazai: "When the waitress of a cafe doesn't yield to persuasion, how does one handle that?"
Fyodor: "Make her lose her job and home. Trick the parents into dissolving her adoption. She should cling to you from that point on."

  • Ax-Crazy: A lot of his deranged behavior during his fight against Atsushi and Akutagawa shows Ivan isn't what one can call a mentally stable person.
  • Badass in a Nice Suit: He dresses like a butler and is a powerful opponent when Atsushi and Akutagawa face him.
  • Dishing Out Dirt: His Ability lets him manipulate rocks to turn them into golem-like arms, or use them as omni-directional defense and offense.

  • Stepford Smiler: Even when defeated and threatened, he doesn't stop smiling and laughing just to show how unhinged he is.
  • Sycophantic Servant: He's zealously devoted to Fyodor.
  • White Hair, Black Heart: He has silver hair and is the crazy loyal minion of a Dark Messiah.
  • Wicked Cultured: He's an evil henchman who enjoys classical music. This is because Fyodor sends his orders to him through codes in the music.

Literary references: He is named after the Russian author Alexander Pushkin, and his ability is named after his play A Feast in Time of Plague.

A member of the Rats in the House of the Dead, whose job is to assassinate enemy forces using his ability, A Feast in Time of Plague which allows him to plant a fatal virus in anyone whom he injures.

  • Dirty Coward: Runs away from the fight between Goncharov and Shin Soukoku.
  • Even Evil Has Standards: He's disgusted by Goncharov's madness and considers him to be screwed up.
  • Fat Bastard: He's a pudgy scumbag.
  • In the Hood: He wear a hooded parka over his head.
  • Let's You and Him Fight: His ability can cause this by inserting the same virus into two people, so that one can be cured if the other dies first. Dostoyevsky uses this to his advantage to make the Detective Agency and Port Mafia fight each other by Fukuzawa and Mori infected.
  • Sadist: He claims to enjoy seeing the "strong" suffer.
  • Villains Want Mercy: He begs to be spared the wrath of Fukuzawa and Mori after being captured by the combined forces of the Detective Agency and Port Mafia.
  • Wild Card: He has no loyalty to Fyodor and only cooperates with him in infecting Fukuzawa and Mori because tormenting stronger Ability users is fun to him.

小栗 虫太郎 - 完全犯罪 note
Literary references: He is named after the Japanese mystery author Mushitarou Oguri, and his ability is named after his most famous novel The Perfect Crime.

A member of the Rats in the House of the Dead, tasked with erasing his leader's tracks. His ability, The Perfect Crime allows him to erase any evidence of a crime perfectly.

  • Arch-Enemy: Declares himself as one to all detectives. For Ranpo, the feeling is mutual.
  • Clueless Mystery: His ability allows him to eliminate all clues and evidence of a crime.
  • Defeat Means Friendship: Right before being seemingly killed by Gogol, Mushitarou warns Ranpo about the Decay of Angels' trap for the Agency. Later, Ranpo refuses to take the job that would eventually lead to the Agency's downfall, stating "[Ranpo's] friend's last words" as a reason.
  • Destroy the Evidence: His ability erases any evidence of a crime perfectly.
  • Exotic Eye Designs: His pupils consist of several rings.
  • Heart Is an Awesome Power: His only power is to erase the evidence of crimes. By playing with what counts as a crime, he can let himself disappear on the camera footage by carrying a stack of stolen money and Kyouka and Atsushi while he's at it.
  • In-Series Nickname: Both Ranpo and Poe refer to him as the "Cleaner" due to his role.
  • Kill the Ones You Love: He strangled his best friend to death at the latter's request so they could create the perfect murder mystery.
  • One Degree of Separation: The man who sold the secrets to an unsolvable murder to Poe, and the criminal Ranpo was tracking down ended up being the same person.
  • Smug Snake: His arrogant belief that his ability to erase evidence from the crime scene would be enough to outclass Ranpo is what gets him caught in the end.
  • Spoiled Brat: His deal with Fyodor consists of that Fyodor allows him becoming a member of the Rats, and Oguri demands that it includes a workspace all for himself, a bookshelf full of occult books, and fine china tableware.
  • Summon Magic: His ability manifests as little cartoon ghosts that seek out and eat evidence thus erasing it.
  • Sympathetic Murderer: He murdered a mystery author who was very close to him. While he acts like he killed his friend out of sheer malice, Mushitarou's motive for murder is more complicated than it seems. His friend was dying from cancer and he personally asked Mushitarou to play the murderer in his plan to create the murder mystery that would go down in history. Mushitarou honored his friend's wish, even though killing him destroyed him inside.
  • Token Minority: The only member of the Rats in the House of the Dead who is Japanese instead of Russian.
  • Tragic Bromance: He's torn by losing his best friend Yokomizo after assisting in the latter's suicide.
