The Government of the Black Haze world. Shady and very possibly unscrupulous, it's headed by the enigmatic and equally morally ambiguous Lord Meredith.

    Meredith

Awakened Name: Unknown

The revered master of the Tower. Despite his childlike appearance, he allegedly founded the Tower many years ago. Cheerful and eccentric, he seems to be quite obsessed with Rood and has also expressed a great interest in Blow, though it's unknown if he knows the two are one and the same.

  • Beware the Silly Ones: He's very weird, but when he decides to act he effortlessly shuts down all other combatants.
  • Bunny-Ears Lawyer: He's carefree, childish, and overall weird. He's also the founder of the Tower.
  • Cloudcuckoolander: So much so that, on first meeting him, Rood has no idea what to make of him. It probably doesn't help that one of the first things Meredith does is grab Rood's hand, put it over his own chest, and ask him if he can feel his heart beating faster.
    Rood: Is he insane...?
  • Everything's Sparkly with Jewelry: He's all blinged out with gold rings and a jeweled choker.

    Orphell

Awakened Name: Monreuther

A magician from the Tower who came to Helios to teach in place of the deceased Professor Heil. His main reason for going to the school is to investigate the incident at Ishuella. He's perceptive and upstanding but seems to be completely loyal to the Tower to the extent that he rarely questions his orders. In spite of that, he appears to genuinely have the students' best interests at heart.

In his Awakened form, he has the ability to record video and audio of his surroundings. He also seems to harbor an extreme dislike of Shicmuon as a result of some previous incident the latter was involved in.

  • Hot Teacher: To the extent that Carmille was fawning over him.
  • Reasonable Authority Figure: While he generally follows orders given to him without protest, he has been seen to challenge questionable decisions made by higher-ups. He's also not averse to bending the rules for the greater good, as evidenced when he let a fight amongst hereis play out in order to have a reason to expel the volatile Shicmuon.
  • Sharp-Dressed Man: When he isn't wearing the Tower's uniform, he can be seen in a handsome ensemble of vest, coat, and cravat.

    Mikelcargo

Orphell's superior at the Tower.

  • Obstructive Bureaucrat: Prevents Orphell from acting to protect the students during the Helios incident because he wants to observe the situation.
  • Would Hurt a Child: Was very excited to see a child survive the Ceremony, and eagerly sent more, even though they were driven insane in the process. Then there's the fact he ordered a young Rood's death.
