    Old Woman on Plane and Bus 
Voiced in English by: Cloris Leachman
An old woman who befriends Beavis and Butt-Head during their journey across America.
  • Accidental Misnaming: Calls the boys Travis and Bob-Head.
  • Cool Old Lady: Is polite to the boys and is taking a bus trip across America after losing in Vegas.
  • Distaff Counterpart: Can be considered this to Tom Anderson, as her advanced age and hearing loss causes her to view the boys as innocent and well mannered. Unlike Anderson, the boys, for the most part, treat her with respect.
  • Nice Job Breaking It, Hero: She unleashes Cornholio twice in the movie in an effort to help Beavis. The first time, she gives Beavis caffeine pills after he says he's tired. The second time, she tries to give Beavis Xanax after he gets beat up by the bus driver, but neither can read the label.
  • No Name Given: Her name is never said in the movie itself. According to the screenplay, it's Martha.
  • One Dialogue, Two Conversations: On the plane ride to Las Vegas, her and the boys have this.
  • Odd Friendship: Develops one with the boys, especially Beavis.
  • Small Role, Big Impact: Despite losing track of Beavis and Butt-Head after the bus ride to the White House, her trying to help Beavis relax by giving him caffeine pills (thinking they're Xanax) unwittingly causes her to unleash Cornholio, which leads to the climax of the movie.
  • Speech Impediment: She tends to slur her words. To achieve this, Cloris Leachman would suck on hard candies or eat a sandwich and let it stick to the roof of her mouth.

    Dallas Grimes 
Voiced in English by: Demi Moore
An attractive arms smuggler who Beavis and Butt-Head were hired "to do".
  • Big Bad Duumvirate: With her ex-husband Muddy. Muddy pushes the dimwitted duo into their adventure and provides an immediate threat while Dallas kickstarted the main conflict.
  • MacGuffin Delivery Service: Attempts this by sewing the unit into Beavis's pants and telling the duo to take the bus to Washington, while she follows in her car. However, the pair get massively sidetracked.
  • Ms. Fanservice: She teases the dimwitted duo with a false promise of sex, then honeytraps Muddy with actual sex.
  • Outlaw Couple: With her ex Muddy. Subverted in that they're already separated and she only seduced him to get his guard down and sell him out.

    Muddy Grimes 
Voiced in English by: Bruce Willis
The ex-husband and former accomplice of Dallas. He hires Beavis and Butthead to "do" her.
  • The Alcoholic: He was drunk when meeting Beavis and Butthead, causing him to mistake the two for his hired hitmen.
  • Big Bad Duumvirate: With his ex-wife Dallas. Muddy pushes the dimwitted duo into their adventure and provides an immediate threat while Dallas kickstarted the main conflict.
  • Outlaw Couple: With his ex Dallas. Subverted in that they're already separated and she only seduced him to get his guard down and sell him out.

    Agent Flemming 
Voiced in English by: Robert Stack
An agent of the ATF who leads a national manhunt for the X-5 unit.
  • Black Comedy Rape: As a Running Gag, he regularly orders cavity searches on people Beavis and Butt-Head encounter, including all the old people on the bus, the Andersons, Van Dreissen and even Butt-Head himself.
  • The Comically Serious: His harsh nature and authoritative voice do little to make him seem imposing, as his obsessive habits reveal him to be a bit of an oddball.
  • Well-Intentioned Extremist: While he goes a little overboard, he's still trying to prevent the release of the virus in the X-5.

    Agent Bork 

    Serena Ryan 
Voiced in English by: Andrea Savage
Captain of the Endeavor, and later Governor of Texas.
  • Ambiguous Situation: Did she really follow Smart Beavis and Smart Butt-Head because of Smart Beavis's Love Confession, or did she leave to avoid facing up to her mistakes? The fact that she took off after she and Smart Beavis scored and has ghosted him ever since suggests the latter.
  • Contrasting Sequel Antagonist: Serena Ryan fills a very similar niche to Dallas Grimes from the first movie, particularly with the boys' desire to "score" with Serena driving the plot of the movie, much like with their attraction to Dallas but ends up being a very different kind of antagonist. Dress-wise, Dallas tends to wear more skimpy clothing while Serena dresses more modestly by comparison. While Dallas was an open criminal and terrorist, Serena managed to lead a more legit political career and whatever corrupt, criminal things she did were done in secrecy, without exposure. Dallas was also openly hostile to Beavis and Butt-head to begin with and despite acting seductive to get what she wanted out of them, had no intention of ever "scoring" with them and notably never undergoes a Heel–Face Turn. Serena, on the other hand, is actually genuinely friendly with the boys to begin with and despite growing more hostile to them throughout the movie, eventually gives up on that hostility, has her Heel Realization, and consents to their desires, albeit with some small reluctance.
  • Corrupt Politician: Implies she did many underhanded methods to become governor.
  • Hazy-Feel Turn: Towards the end of the movie, she softens her tone towards Beavis and Butt-head when she realizes they didn't want to kill her and stops being antagonistic towards them. On the other hand, she never outright expresses regret for the murders she committed in her political career and it's implied she slept with Smart Beavis to avoid answering for her crimes. After that, considering she doesn't appear again after the second movie, it's not too clear how much her personal moral compass has really changed.
  • Heel Realization: Has one when she realizes Beavis and Butt-Head never wanted to kill her, they wanted to sleep with her.
  • Ink-Suit Actor: Very much resembles Andrea Savage.
  • Karma Houdini: Granted, she does have a Heel Realization when she realizes that the duo were just trying to score with her instead of killing her, but Serena also admitted to committing several crimes in her political career, including murder, and hooks up with Smart Beavis instead of facing legal consequences (while Hartson is sucked into the portal back to The '90s).
  • Sanity Slippage: Being trapped in space on the brink of death for three weeks, which included having to eat one of her fellow astronauts to survive, didn't do her sanity any favors.
  • Screw This, I'm Outta Here: After she and Smart Beavis scored, she immediately left and doesn't return phone calls or texts.
  • Sex for Services: Once she realizes the duo just wanted to score with her, she agrees to sleep with them to buy their silence. She instead, however, sleeps with Smart Beavis as a means of escaping with him to avoid facing any responsiblity for her crimes.
  • What Happened to the Mouse?: What happened to her after she left Smart Beavis isn't said. She's presumably knocking around the multiverse somewhere (or somewhen).

    Jim Hartson 
Voiced in English by: Nat Faxon
Serena's long-suffering second-in-command.
  • Butt-Monkey: No one listens to him, and Serena treats him like a servant. This leads to him betraying her later on.
  • Revenge Before Reason: He is so determined to expose Serena's crimes to get back at her mistreatment of him that he blocks off access to the portal the smart versions of the boys summoned with his body, and continues to stay in place while calling the Whistleblower's Hotline even while he's getting sucked in.
  • What Happened to the Mouse?: What became of his fate after being sucked back into 1998 is never brought up again. And whether or not Hartson traveling back in time could drastically alter the timeline isn't considered either, since he apparently didn't die and could conceivably just try to target Serena back in the 90s.
