In real life, men do this to women a lot more than women to men, but with a much lower success rate. This is somewhat replicated in fiction - men are generally much more likely to be rejected by women than vice-versa (and if the woman says yes then it's often played for laughs); however, women are much more likely to proposition men for sex in fiction than in real life, which may be a result of most writers being male.
