Even the excuse that it would require a lot of handwork seems null since [[Recap/GoomzillaE6MariosQuest Mario's Quest]] had at least one large crowd scene with plushes that had to be left alone. Bottom line, you'd expect a more complete minion turnout for something Bowser's wanted for years.
