In the final episode, Mirei and Mamori drain the Arms virus out of almost everybody in Mermaid. However, despite being powerless, Meifong decides to tag along with them when they decide to travel to the other islands to help the people trapped in them. Either she gets herself infected with the virus again, or she's going to become TheChick of the group, which would be rather lame, truth be told.

They were both rather conspicuous by their absence in the scene where Mamori and Mirei pulled the virus out of everyone. And given that the last time they were seen before that they were in their flight capable fusion form its entirely possible that they were out of range once the effect took hold and thus kept their powers.

Every single resident of the island is a potential PersonOfMassDestruction and the authorities want to develop these living weapons for their own use. the residents are encouraged to form a society and to fight each other in order to measure the strength and level of obedience of the population. Pairs with a high enough level of combat power and willingness to submit to authority and obey orders will be extracted from the island somehow, perhaps via a schematic in the castle's factory system that can only be accessed by a remote terminal outside the shield.

The lie mentioned during Akira's speech is that Akira is the only guy on the island. In episode 4 it's stated that Akira is a Liberator, but why put a single male in charge of an island full of girls? If the authorities didn't want the prisoners to breed, they'd make sure zero males went in. If they did want them to breed, there'd be a much more balanced ratio of male to female.
