Notice that they store plenty of toys in their room. Since they are not kids anymore, it is unlikely that they brought all of those with them when they moved to the T.O.T.S. office. So it is possible that they have been living there since they were little.

Notice that they store plenty of toys in their room. Since they are not kids anymore, it is unlikely that they brought all of those with them when they moved to the T.O.T.S. office. So it is possible that they have been living there since they were little.
Perhaps they were rejected by the "baby factory", or their "parents" suddenly refused to take them. I think Freddy was rejected due to some mental disorder (it is shown that he is quite dumb) and/or flaw in his feet (this may be the reason why he wears shoes while other birds in the show do not).
