One of the criticisms of the story is that Moriarty's plan is too simplistic and short-sighted because it doesn't overhaul the system that caused the class division within British society. So, Part 2 may introduce characters who want a radical approach to changing the system. There were Republicans (no relation to the US republican party) in the late Victorian era who wanted the monarchy abolished and Irish Republicans who wanted independence from the British Empire. And because the story never established Team Moriarty to be anti-monarchists, the new characters will challenge their beliefs and give a different perspective.
