If they know that even a well-placed bullet may not do lasting damage, it makes sense for them to try to slow down runners with a weapon that causes muscle spasms instead. If they don't know that bullets can eventually be shrugged off by runners, it doesn't make much sense why they wouldn't just use guns since they're not interested in taking the runners alive.
