First of all, Wega had to have been in Irregularity Isle at some point, as the other worlds wouldn't make any sense. Irregularity Isle is the land of memetic imitators after all. As for him being the end boss, there are several factors that seemingly point to this:

* Wega's song "Iason Mason" is considerably more note-dense and intense than "MARIO SING AND GAME RYTHM 9", the current final song in the world.
* Given both the original ad as well as the meme surrounding it, Wega would (presumably) be the only hostile opponent of the world, as the rest of the world consists of either heroes or a completely neutral actor. He also would've been the only opponent to represent Luigi in the world.
* If the background isn't a placeholder (or at the very least indicates the location of the song if it were finished), then "Iason Mason" would take place inside a mansion, which would transition neatly into the next song "Alone".
