The Gym Leaders of Pokemon Rejuvenation tend to be tougher than they are in the main series. (So are the rivals, the enemy teams, and... pretty much everyone).

One way that this is shown off is the fact that, as of V13, every single Gym Leader (plus a few other characters) in the game has a pokemon move of their type, that is completely unique to them.
