The killer was not a serial killer. Con artist, certainly, but they only killed two people: The individual whose identity they stole, and the woman who uncovered their identity.

They begin innocuously gaining their confidence, at which point the interactions become more intimate and even explicit, before tricking them into sending them money. In at least one case this leads to a woman's death when they lure her into a meeting.[[note]][[spoiler: Though this was to cover their tracks when the woman identified them.]][[/note]] It's basically an internet phishing scam, only done by telegraph.
