* GoryDiscretionShot: Fish's minions are brutally beaten to death by an angry mob, but we never see any of the results and said mob went through the trouble of putting the bloody mangled corpses in body-bags before tossing them into the fire.

Gordon and the GCPD continue to hunt for Fish, who's hunting for Strange. Bruce comes face-to-face with the Court of Owls. Ivy survives the attack on her, but is incredibly changed.

!!Tropes

* BerserkButton: Ivy kills the man who picked her up because he doesn't take care of his plants.
* BoxedCrook: The government has been trying to squeeze Strange for the secrets of Indian Hill.
* BurnTheWitch: As the episode title indicates, Penguin rallies an angry mob to hunt down Fish and her gang. Said mob beats a few of Fish's minions to death, and then burns their bodies on a makeshift pyre.
* DealWithTheDevil: Bruce makes one with the Court, agreeing to cease investigation into them if they spare him and his loved ones their wrath.
* DoNotCallMePaul: In an inversion of what it was like in Season 1, Cobblepott gets upset when Fish calls him "Oswald" instead of "Penguin".
* FromNobodyToNightmare:
** Fish lampshades this in regards to Penguin, noting how he's gone from rubbing her feet to being the terror of Gotham.
** Ivy is undergoing this as well post-age up, as she's gone from being an odd but kind girl to a cold-blooded killer.
* MagicPants: When Ivy is aged up from teenager to adult, her clothes grow with her.
* OvernightAgeUp: Thanks to being partially exposed to Marv's powers last week, Ivy has been aged into adulthood.
* PetTheDog: Fish admits that the reason she didn't kill Penguin the last time she saw him is because she couldn't bring herself to destroy what she sees as her greatest accomplishment. Penguin is moved enough by this honest confession that he in turn spares her and lets her escape with Strange.
* VillainousLegacy: Fish considers Penguin as hers, as she sees nothing in her life as comparing to turning a spineless wimp into the most feared man in Gotham.
* VillainWithGoodPublicity: Penguin, thanks to stirring the city's hatred of Fish's gang of "monsters". By the end of the episode, the crowd is chanting his name and carrying him on their shoulders.
