While he said the Straw Hats could leave Water 7 alive, of the four he encountered Luffy and Zoro he impaled with ''shigan'' and threw them across the city, Nami he left with a crowd of people thinking she murdered their HundredPercentAdorationRating mayor Iceberg, and Chopper he left beaten to a pulp inside a burning building. The last one is particularly egregious considering that leaving Iceberg and Paulie in said building was Lucci's method of killing them and Chopper escaping proved critical to the other three's survival. It seems that so long as he doesn't directly kill them, Lucci can put the Straw Hats into a great amount of danger without violating his word.
