  • The Ables:
    • The Ables: "Finch"—true identity Thomas Sallinger—is a Fallen Hero. Finch is an absorber who leads the Believers, a group dedicated to seeking the prophesied reincarnation of a nigh-omnipotent man known as Elben, intending to set himself up as a god using Elben's powers. Finch falsely believes that the protagonist, a blind hero-in-training named Philip Sallinger, is Elben, and spends the book trying to force Philip to unlock his powers. In order to do this, Finch turns Philip and his friends into outcasts with the help of Chad; puts Philip's mother into a coma and later kills her; mounts an invasion of Philip's hometown of Freepoint with an army of Believers, killing hundreds; and finally threatens to destroy the town using a nuclear bomb, claiming that if Philip, his grandson, can't stop it, then "I don't want to live, and you don't deserve to." Finch completely lacks in compassion, loyalty, or honor, and whatever kindness he showed on the outside was a sham to hide his true nature.
    • Strings: Marian Ettinger is the head of the Department of Homeland Security's Custodial Detection unit, and uses the fear of supers to justify capturing and imprisoning heroes, despite having superpowers herself. In order to keep the fear going, Ettinger uses her own superpower to force captured heroes to commit crimes, including forcing Philip's father to fight him. When not being puppeteered, the supers are kept in solitary confinement, with chips in their hands designed to cause agonizing pain if they use their powers. Ettinger lies to her superiors about the presence of a resistance movement in order to deploy the National Guard against Freepoint, destroying most of the town and taking many of its residents prisoner. When the Ables confront her in the capital, Ettinger takes control of Henry and uses him to control the Ables, gloating that with him, she can turn the supers into her private army, attempting to use the Ables' powers against civilians to demonstrate.
  • Gems Are Unbreakable: Yoshikage Kira is even viler than in canon. Upon entry to the world of Steven Universe, he disguises himself as a kind man named Horohiko Araki, and begins his killing streak again, murdering women—including Vidalia—and stealing their hands. He eliminates Peridot when she finds out about him, intentionally giving her a Hope Spot before doing so. He has more control over Sheer Heart Attack than in canon, and uses both it and his new bomb Let Me Live to try to kill Josuke, while caring nothing for collateral damage. He intentionally turns Steven against the Crystal Gems sans Lapis, then when Steven, Connie, and Lapis discover his true nature, he attempts to kill them, while at the same time using Sheer Heart Attack to kill Jenny while claiming to be under Josuke's control, in order to get Josuke and the Gems to fight each other for him.
  • Bonnies Curse: Monkey Fist, the primary villain of Bonnie's Curse and Redemption, proves much darker than his canon self. When what was supposed to be a simple mission of stopping him from stealing the Lotus Blade goes wrong, Monkey Fist puts Kim into a coma, and afterwards kidnaps and attempts to drug Bonnie in order to exploit her precognition. After being foiled by Ron, Monkey Fist steals the Amulet of Anubis, then tricks Dr. Drakken into creating a magic amplifier for him before trying to kill Shego and torturing and crippling Drakken. He then attacks Go City, stealing another magical artifact and killing the Wego twins, which drives Hego to insanity. After that, Monkey Fist has Fukushima kidnap an unnamed scientist and forces him to recreate the amplifier, then orders Fukushima to kill him and his family, children included. He kills Sensei in order to use his blood for a ritual in order to channel the magical power into himself, then kills Fukushima and goes on a rampage throughout Europe, demanding to be made supreme ruler and killing over 12,000 people. At some point during his rampage, Monkey Fist Mind Rapes a psychic woman into becoming an insane Serial Killer. When Ron, Bonnie, Shego, Mego, Yori, and Hirotaka finally confront him at Stonehenge, Monkey Fist traps the latter five inside their own minds, forcing them to relive their worst fears or memories, while he attempts to kill Ron.
  • Guardians, Wizards, and Kung-Fu Fighters:
    • Prince Phobos is the tyrannical ruler of Meridian. Having murdered his parents for the throne, Phobos rules Meridian with an iron fist, and demands absolute obedience from his subjects, torturing, enslaving, and killing those who show even the slightest sign of disloyalty. Phobos siphons the power from Meridian to empower himself, not caring that he is slowly destroying the planet, and frequently throws away the lives of his subjects and servants to further his own power, torturing them if they do not comply. Phobos is obsessed with stealing the Heart of Meridian from his sister Elyon, and when he does, he tries to kill her and everyone else within the capital save for the one minion he thinks he can still control, planning to conquer all of reality with his newfound power once he has disposed of his sister and the Guardians of Kandrakar. A cruel madman to the core, the only thing Phobos ever cared about was power.
    • Rhouglar, aka "The Mad Dog of the Rebellion", proves that members of the Rebellion can be just as evil as Phobos's minions. Showing his true colors at the Battle of Torus Filney, Rhouglar makes a deal with Alistar Tharquin to attack and capture Jade during the battle in exchange for access to Viscountess Ishol Servantis. During the battle, Rhouglar rapes the Viscountess three times with the intent to cause her as much pain as possible, seemingly out of spite, and when confronted by Caleb, he brags that he's been raping women since he first joined the Rebellion. He then tries unsuccessfully to claim that Caleb has no right to judge him given all of the awful things the Rebellion has done. Hedonistic to the core, Rhouglar proves that evil people serving a good cause are still evil.
    • Alastair Tharquin is a Knight Templar obsessed with wiping out Shapeshifters. His modus operandi involves torturing Shapeshifters; usually to death, but occasionally he releases his victims to try to seek revenge and thus further his cause. Not even being on the same side as him helps, as at Torus Filney, Tharquin makes a deal with Rhouglar to capture Jade for him in exchange for access to Viscountess Ishol Servantis. Once he has her, he proceeds to torture her for hours, in the hope of driving her to insanity and unleashing her against the Rebellion to further his cause. Despite his claims of righteousness, Tharquin is nothing more than a racist and a fundamentalist.
  • A Man of Iron: Gregor Clegane, aka The Mountain That Rides, is the most psychopathic of Westeros's hired killers, and Iron Man's first serious enemy. Introduced trying to have his men beat a peasant to death and rape his wife, Clegane is outraged by Iron Man's interference and attempts to kill him. Later killing one of his own men for the crime of attempting to joke with him, Clegane fights "Iron Man" again (actually Jon wearing the Iron Man armor). Against the orders of his liege-lord Tywin Lannister, Clegane then attacks Iron Pointe, killing Obadiah Stane and taking Lady Virginia Stark hostage, threatening to rape and kill her and then destroy Iron Pointe if Iron Man does not come to face him by midnight. Upon Tony and Jon coming to rescue her, he attempts to kill her anyway, boasting about his plans to wipe out the Starks and claiming that Joffrey will support him. An unapologetic rapist and murderer, Gregor Clegane represents the very worst Westeros has to offer.
  • The Bloods of Bolton: Ramsay Snow was a monster even from the age of twelve. When Drucilla Bolton took shelter from a storm in his cottage, Ramsay decided to hunt her for sport, something he had done several times before. When Drucilla managed to escape, Ramsay became obsessed with her, intentionally seeking out "prey" that looked like her. Upon an elderly couple taking him in after Ramsay told them bandits had murdered his family, he thanked them by murdering them. Four years later, after practicing his archery on a peasant he captured, Ramsay attends Domeric Bolton's Name Day ceremony in order to make Domeric aware of his existence and to taunt Drucilla. After gaining Domeric's friendship, Ramsay covertly causes him to fall off his horse, causing injuries that Domeric would die from, simply to hurt Drucilla. With no line he will not cross to get what he wants, Ramsay proves himself to be a monster even by the low standards of the Bolton family.
  • Ranger's Apprentice:
    • The Kings of Clonmel & Halt's Peril: Tennyson is the leader of the Outsiders, a Scam Religion that extorts riches out of innocent people by pretending their god protects them from raiders that are secretly under the Outsiders' control. Tennyson regularly has villages annihilated, leaving at most a few survivors to spread the word and sometimes none whatsoever to illustrate what would happen if he isn't able to "intervene" in an attack. Tennyson assassinates King Ferris after Horace makes a fool out of him; tries everything to dispose of Horace from drugs to rigged duels; murders an innocent family of farmers; and finally abandons his own men to die in his pathetic attempt to escape and abscond with his ill-gotten riches. Despite his appearance as a holy man, Tennyson was nothing more than a greedy crook who thought he deserved everything the world had to offer.
  • Three Can Keep a Secret: Bill Cipher retains his canon crimes and adds to them. Using a spell to come Back from the Dead at the cost of dividing himself into nine weaker pieces, all of which have his personality in full, two of the Bill fragments attempt to kill the Pines family, taunting them with the knowledge of Mabel's deal with him and the knowledge that they intend to destroy the Earth. Another Bill fragment takes over an alien scientist and attempts to destroy all life on multiple planets; jumps to a gas harvesting foreman and attempts to blow up the facility, killing everyone on board and poisoning the environment; and attempts to drain the life force of everyone in a hospital. A fourth fragment works to engineer a massive war in Mewni, selling improperly stored weapons to monsters and playing politics, with a bit of terrorism added in, to force other factions into the war. Wanting nothing more than to cause as much death as possible, Bill constantly proves himself to be pure evil.
  • Bound Destinies Trilogy:
    • Overall: Majora is a far cry from its game counterpart. Once the Demon King of Termina, Majora warped the hearts of most of its people into worshiping it, and tried to lay claim to the land's Triforce. Upon being defeated, Majora corrupted Terminus's hero into becoming the Fierce Deity and rampaged across Termina, until Link tried to stop it. Majora lets the Deity die and attempts to corrupt Link into becoming the new Deity, torturing Link every way it can think to try to get him to break, up to and including trying to get him to kill Zelda. Much later, Majora attempted to destroy Termina completely by dropping the moon on it and corrupting the incarnation of Link that tried to stop it using the Fierce Deity's Mask. Seven years later, Majora allies with Veran to defeat Link, fully planning on betraying her later. Majora helps Veran continue her path of destruction, and the two torment Link and Zelda once more, with Majora trying once again to turn Link into its pawn.
    • Wisdom and Courage: Veran is the mastermind behind the civil war in Hyrule that wiped out the Sheikah and the Hylian Knights, as well as the one who killed Zelda's mother. In the present day, she captures the Triforce holders, then forces Link to acquire the Fused Shadow or allow Zelda to be tortured. Veran places a curse on Link allowing her to torture him at will, and sets the Deku Tree on fire and tries to kill Saria because Link wasn't moving fast enough. Once she has the Fused Shadow, she tortures the Triforce holders into letting her take the Triforce, and destroys Castle Town. She has her monster minions kill Impa and Malon, then mocks Zelda and Link for being unable to save them. After entering Termina, Veran allies with Majora and the two rampage across Termina, destroying Clock Town and causing mass natural disasters, before doing the same to Hyrule. When Link and Zelda confront Veran at the Temple of Time, she tortures Link once more, and tries to kill Zelda to allow Majora to corrupt Link. Despite her claim of wanting to better her people's lot, Veran clearly cares only about power and satisfying her own bloodlust.
  • Silhouette: Orestes Milton is an alien Arms Dealer who specializes in mind-controlled, genetically altered sapient beings. When the Doctor and the Paternoster Gang investigate him in connection to a murder, he kidnaps Vastra and Jenny, and holds them hostage against the Doctor. During this time, Milton reveals that he has been having one of his "weapons", Empath, drain the life from angry Londoners to create a Hate Plague, which he will unleash on London for a product demonstration. Upon finding out the Doctor is a Time Lord, Milton decides to kill him, first exposing him to the hate plague to try to force him to kill Clara or die resisting, then ordering Empath to drain them both. Milton then hides in his spaceship and unleashes the hate plague, admitting to Clara that he's not sorry at all for any of it.
  • Twelve Doctors, Twelve Stories:
    • "The Roots of Evil": Director Sprawn was the leader of a human colony in the past. When he attempted to alter the atmosphere of an inhabited planet to be suitable for humans, despite knowing doing so would kill the native population, the Doctor drove him off the planet. Seeking revenge, Sprawn grows the Heligan Structure to a massive size to attract the Doctor, then has the genetically altered spores attempt to kill everyone on the Heligan.
    • "Nothing O'Clock": The Kin is a being that can travel through time to simulate an entire population. Using Time Travel to repeatedly spend the same money, the Kin buys all the land on Earth in 1984, and forces humanity into reserves where they starve to death. When the Doctor goes back in time to stop it, the Kin kidnaps and impersonates Amy to try to trick the Doctor into taking it to the beginning of the universe, in order to replace everything in the universe with itself, along with whatever it allows to serve or feed it.
  • A Dead World:
    • Mortimer is the second-in-command of the White Gloves, and secretly plans to bring back the organization's people-eating roots. Having grown bored with eating "common folk," he has the son of the White Gloves' biggest beef supplier kidnapped, with the intention of having him served at the White Gloves' banquet. He then plans to reveal the truth of the meal, using the fact that the entire organization ate human flesh to avoid punishment and open discussion of returning to cannibalism. Mortimer fancies himself an apex predator, and the heroes all agree that death at the hands of an actual apex predator was no less than he deserved.
    • Father Elijah is a former member of the Brotherhood of Steel who was exiled for wanting to use the Brotherhood's hoarded technology for conquest. After his initial attempts at conquest were met with rebellion, he seeks the legendary treasure of the Sierra Madre, a Pre-War hotel infamous for the Cloud and its holographic security guards and horribly mutated inhabitants. Elijah traps and kidnaps people to break into the Sierra Madre's vault, using bomb collars to ensure their compliance (which are all wired to explode if one wearer dies), while letting his mutated servant Dog eat those he doesn't need. He does the same to Threnody Cain, Dog/God, Dean Domino, and Christine, the Brotherhood knight who pursued him. When Cain, Alex Mercer, and Christine open the vault, Elijah cuts Alex in half with a force field and gloats to Cain about how he plans to use the Cloud and the holograms to wipe out all life on Earth so he can rule over the dead world. When Cain refuses to step away from the controls so he can detonate her collar without destroying them, he threatens to let the Cloud kill her slowly and drag her body away from them.
  • Remnant's Bizarre Adventure: Anjuro "Angelo" Katagiri is the most vicious Serial Killer in Vale's history. Having been imprisoned and sentenced to die for a crime wave that began with his robbery and rape of a woman at age 12 and ended with the rape, murder, and dismemberment of three young boys, Angelo is broken out of prison and given a Stand by Torchwick and Cinder, which he uses to eviscerate two men. After being smuggled into Beacon by Torchwick, Angelo kidnaps Koichi and takes him to a water treatment facility, intending to kill Teams RWBY, JNPR, and JOJO when they pursue him and then slowly torture Koichi to death. When Neo rescues Koichi, Angelo attempts to kill them by having his Stand tear them apart from the inside. Despite being only a Villain of the Week, Angelo manages to horrify even seasoned villains such as Torchwick, Neo, and Mercury with his depravity.
  • The Rage War Trilogy, by Tim Lebbon: Beatrix Maloney is the leader of the Rage. When the peaceful explorers known as the Founders discovered Xenomorphs and advanced alien technology that could allow others to control them, Maloney murdered their leader, Wordsworth, and took over. Renaming them the Rage, Maloney began breeding Xenomorphs, and once she had built a large enough army, set to conquer humanity. Choosing to test the Xenomorphs on the Yautja, Maloney destroyed many of their populations, driving them into the Human Sphere, while having saboteurs damage the cryosleep pods on human ships, killing those inside, to escalate the conflict between the two races. Upon reaching the Human Sphere, Maloney's android generals attack numerous human settlements, military and civilian alike. When her second capital ship is destroyed, Maloney attempts to attack Earth herself, telling one of the senior board members of Weyland-Yutani that she will not accept surrender.
  • The Undead Schoolgirl: Dead Pulse: Bloody Mary is the leader of the Circus of Horrors, a gang of many of the most depraved villains in Japan, and wishes to make a name for herself. To this end, she commits a terrorist attack on a Quirk assessment clinic on a day where teens will be there in order to use them as bait for heroes for her to kill and then kidnap them, leaving behind the Circus of Horrors save for the one member who does not have a monstrous appearance. After killing most of the security forces, the Circus of Horrors fight multiple heroes but are defeated, though Bloody Mary herself escapes, and resolves to force Izuku Midoriya and Osore Dendo to serve her. After Endeavor locates her hideout, he finds more kidnapped children along with her plans to kidnap Izuku and Osore, the former of whom she attacks at Dagobah Beach along with Katsuki and Mitsuki Bakugo and multiple pro heroes. Even after her death she manages to cause trouble for Izuku, as the media attention from the attack on the clinic attracts the attention of Himiko Toga and All For One.
  • Hear Me Roar:
    • Saruman of Many Colors, initially presenting himself as a friend to the Westerlands, is in truth anything but. Upon meeting Joffrey during his search for the Shire, Saruman directs him to it in hopes of stealing the Ring from him. With the help of his assistant Qyburn, Saruman subjects his own troops to barbaric experiments in hopes of creating a stronger breed of orcs. Once they succeed, Saruman cuts down trees from Fangorn Forest to fuel his industry, despite knowing of the trees' sapience. Saruman then sends orcs after Frodo, has his troops kill Prince Theodred to cast suspicion on the Lannisters, and incites an anti-Lannister uprising among the Faith Militant to make the chaos in the Westerlands even worse. After his attempt to conquer Rohan through Grima Wormtongue is foiled by Eowyn and Tyrion, Saruman attacks Rohan in earnest. When the Lannisters, Rohirrim, and hobbits attack Isengard in response, he sets up the Dunland men to be slaughtered in order to hold the attackers off a bit longer.
  • The Art Of Destruction: King Ottak is the xenocidal ruler of the Wurm Empire. Having declared war against the peaceful Valnaxi simply because they were nearby, Ottak wiped them out and then set out to destroy all of their artwork as punishment for them fighting back. Upon landing on Earth, Ottak attempts to force the Doctor to lead him to the artwork, while planning to wipe out the "bipeds" afterwards simply for inhabiting a planet where the Valnaxi hid their art.
  • Anyone Can Become A Hero, by Count chaos (My Hero Academia & Steel Ball Run): Focaccia is a villainous Stand user whose Stand is strengthened by causing misery. He uses his Stand, Dream On, to assail his victims with their traumas and fears until they are Driven to Suicide, upon which he steals their souls in order to keep tormenting them, taking sick pleasure in the act the entire time. Upon using Dream On to torment Johnny Joestar, Dream On receives a massive power boost and starts affecting the rest of Class 1-A as well. When Izuku Midoriya manages to break his classmates out of their nightmares and they confront Dream On in Johnny's nightmare, Dream On forces them to watch a compilation of Johnny's traumatic memories, before attempting to kill them all in front of Johnny in order to drive him over the edge.
  • A Different Weasel Makes A Difference: Euron Greyjoy, after learning of the Others and becoming convinced humanity could not survive, decides to cause as much destruction as he can before he dies. After killing his brother Balon and anyone else who opposes his claim to the Driftwood Crown, Euron leads the Iron Fleet in a destructive campaign against the Reach. He uses dark magic to bolster his strength and terrorize the Reach even further, which he fuels by sacrificing his Reacher prisoners, soldier and civilian alike. Euron cares nothing for his own men, frequently intentionally taking heavy casualties that could have been avoided and sacrificing any Ironborn who questions him. Mad even by the standards of the Ironborn, Euron's name would prove the most infamous of any player in the War of the Eight Kings.
  • Wayward Wolf: Harren the Black ruled the Riverlands with an iron fist, working thousands to death building Harrenhal as a monument to his ego. When Aegon the Conqueror demanded he swear fealty to him, Harren instead chose to sacrifice his youngest son in a ritual meant to control Aegon's dragon. When the ritual failed, Harren refused to let go, remaining as a wight for centuries and trapping the others who died with him, forcing them to constantly relive their incineration. Unwilling to give up Harrenhal, Harren drives all others who possess it to ruin. When Geralt and the Harrenhal Company attempt to break his curse, Harren demands that Geralt teach him all he knows about magic so that he can kill anyone else who tries to enter the castle, and tries to turn them into wights when Geralt refuses.
  • Darth Vader: Hero of Naboo: Darth Sidious, better known as Senator Palpatine, is a monster even by the standards of the Sith. Outraged by the appearance of Darth Vader, Sidious tortures Darth Maul to death with Force Lightning for bringing him the news that Vader knows his identity, rationalizing that Darth Plagueis can resurrect Maul. Believing Plagueis trained Vader to replace him, Sidious attempts to murder Plagueis when he thinks the latter is distracted. Upon Vader tearing away the Veil of the Dark Side, Sidious floods the minds of the Jedi with horrifying visions, while at the same time slaughtering a group of Jedi who left the Temple, even torturing Sar Labooda to death in order to make her sister Depa Billaba feel the pain as well. When cornered by Vader and several Jedi Masters, Sidious uses many dirty tricks to try to kill them, culminating in him unleashing a Force Storm capable of destroying a tenth of Coruscant and killing hundreds of billions, simply to ensure that Vader dies with him.
  • Live a Hero (MHA): All For One is the ruthless mastermind behind the League of Villains. In the past, All For One kidnapped Nana Shimura's grandchildren with the intent to steal the body of one and use the other two as weapons against All Might and hero society. To this end, All For One abused and malnourished them, put them through Training from Hell, eventually killed Izuku's sister Kowareta when she defied him, and forced her Quirk on Izuku, who couldn't control it. After Izuku's escape, All For One brainwashed Tenko Shimura into loyalty, causing him to become Tomura Shigaraki. After Shigaraki rebels against him during the Kamino incident, All For One attempts to take over Bakugou's body before being stopped by All Might. In an attempt to break All Might's spirit, All For One tries to kill Izuku and Kirishima, gloating all the while.
  • Hunters of Justice: Dr. Jonathan Crane, aka the Scarecrow, is the first villain RWBYJNPR face upon reaching Earth, and one of the most vile. Obsessed with inflicting fear on others, he places fear gas bombs all around Gotham City, using six small bombs to try to distract the Bat-Family from finding his seventh and most powerful bomb, which is intended to affect the whole city. The Scarecrow is completely uncaring that the gas is likely to kill or permanently affect everyone in the city, only caring about how it could further his research. After being broken out of police custody, the Scarecrow throws another fear gas grenade at the pursuing RWBYJNPR, not caring that his own men who had broken him out minutes prior would also be affected. Even despite his minor role, the Scarecrow is a truly horrible person that even other villains like the Penguin and Black Mask despise.
  • Gotham Holiday:
    • The Scarecrow is one of Gotham's most feared criminals, and for good reason. Making his return to Gotham during the Titans' vacation, he hospitalizes six people with his fear dust, then attempts to unleash the same fear dust on two hospitals. In an attempt to kill Batman, Scarecrow blows up a building with his men inside. Taking a father and son hostage, he tortures the father with barbed wire and kills the son in order to frighten Batman. When he momentarily captures Robin, he plans to torture him to death with barbed wire as well. Upon being sprung from police custody by Deathstroke, he injects the police officers with fear toxin, causing them to mistake each other for supervillains. Before the Titans finally recapture him, he enacts a reign of terror in Blüdhaven, specifically targeting schools and hospitals as test sites for his fear toxins.
    • Hijack, real name Wade La Farge, is Deathstroke's even more monstrous half-brother. Resenting Slade for being more successful than him, Hijack steals a Super Serum from Lex Corp and then systematically murders everyone Slade might care about, namely his wife and children; the Wintergreens; and his and Slade's mother. After killing Terra while the Titans leave for Gotham, Hijack tracks Robin down and tortures him, carving the word "MINE" into his back solely to taunt Slade. After escaping his confinement in the Batcave, Hijack attempts to kill Alfred and plans to go after Batman and the Titans next for being too loud.
    • The Joker, not wanting to be eclipsed by Deathstroke, betrays and tries to murder him, kidnaps Robin, and buys out half of Penguin's men to start a destructive gang war in Gotham. When Gotham's other gangs ally against him, Joker tries to blow up the territory he can't hold. Murdering a newscaster, he issues Batman a challenge on TV, and sends him a video of him trying to torture Robin into insanity. Disguising a hostage as Robin, Joker uses the Mad Hatter's technology to try to force him to kill his other hostages, and when Batman intervenes, forces the hostage to slit his own throat. Escaping in a helicopter, Joker throws four of the hostages, three of them children, out of it to keep Starfire from chasing him. When Harley Quinn tries to help Robin and a young Jason Todd escape, the Joker tries to have Jason Todd killed and beats Harley with a crowbar. Having an artist unveil a statue of Batman, the Joker kills the artist and tries to kill Robin and leave his body in the statue's arms for Batman to find.
  • The Clone Wars' "In Service of the Republic" arc: Warlord Unger Gout is the Separatist leader on Khorm, who enslaved his own people and works them to death in his mines, feeding corpses to the slaves to save money on food. He uses a weather control machine to keep the Republic forces off of Khorm, even though it devastates the planet's ecosystem. A coward who runs and hides from battle, at Ventress's suggestion, he plants bombs in the mines to kill the slaves if the Jedi come after him. When Ventress goes to kill the Jedi, Gout attempts to kill them with an ice storm, not caring that Ventress could also die.
  • WHITE KING, BLACK KING's "Interlude" (link): In the alternate timeline where Rhea rescues Edelgard from the Agarthans, Cleobulus proves a monster even by her people's standards. Starting her stint as leader by kidnapping Anselma von Arundel, Cleobulus skins Anselma alive and steals her identity, then keeps her alive to torture for an entire year before Kronya gives her a Mercy Kill. Cleobulus makes deals with important persons to place them in her debt, including having Miklan Gautier kill his entire family in exchange for a Crest of his own. Cleobulus performs experiments on Monica von Ochs that cause Monica to lose her memories entirely, and removes Emile von Bartels's good personality, leaving only the Death Lord, in an act that even Kronya finds too despicable to tolerate. In her search for Lysithea, Cleobulus kills Lysithea's parents, and she's hinted to have helped a number of traitor nobles assassinate King Lambert, supposedly along with Dimitri, before helping Rodrigue assassinate the traitors in turn. And when her attempt to recapture Dimitri, Lysithea, Monica, and Kronya fails, Cleobulus calls in every debt she's owed to drag the continent into a devastating Civil War.
  • New Vegas Bounties: Jacob Powers is a violent ghoul supremacist who is attempting to build an army to conquer the Wasteland. Killing all adult humans he encounters, Powers has human children locked in a cage with nuclear waste in order to mutate them into ghouls to add to his army, which more often than not kills them. Powers employs liberal use of beatings, sleep deprivation, and brainwashing broadcasts to break his "recruits" down into loyal soldiers. To ensure none of his soldiers sympathize with the captives, Powers allows them to rape human women before killing them in order to devalue humans in their eyes. Even among a cast of killers, slavers, rapists, and torturers, Jacob Powers proves to be the very worst of the Wasteland.
  • The Overseer Series' The North Road: Tex Bradshaw is the leader of a massive slaving operation on the North Road. Bradshaw’s slavers attack any Wastelanders unlucky enough to be unable to defend themselves, killing some and selling the rest to the Legion. Tex’s son keeps a captured woman as a Sex Slave, with Tex having set her collar to explode if she gets further than a few yards from his son, and Tex encourages his son to set off the collar if she defies him, claiming that women like her are easily replaceable. For his own pleasure, Tex films himself torturing women to death, with his most recent film lasting several hours before his victim finally died.
  • Fallout 3 mod Vault 101 Revisited (link): Commandant Babbage is the commander of the Enclave's Theta 7 base, and is in charge of perfecting a virus intended to make people unthinkingly compliant. Babbage has the virus tested on various Wastelanders, and so far it has caused each one of them to completely lose their capacity for thought before killing them. When Babbage tests the virus on women, he rapes them until they lose their minds, then hands them over to his men to continue raping them until they die. Babbage captures Amata Almodovar in hopes of forcing her to reveal the location of Vault 101, and when the Lone Wanderer and Synth nurse Alice track her down, Babbage injects all three of them with a new strain of the virus, then attempts to torture Vault 101's location out of Amata while she can still respond.
  • This Bites!: Shiki "the Golden Lion", once having tried to conquer the world before being stopped by Gol D. Roger, announces his return by dropping ten fully-crewed battleships on Marine headquarters, killing everyone aboard. Afterwards, he strands the Straw Hat Pirates on his base island of Merveille, where the entire animal population has been mutated to become hyper-aggressive and more efficient at killing by Shiki's underling, Dr. Indigo. Shiki intends to use the mutant animals to destroy the East Blue and everyone in it as revenge for Roger stopping him long ago, using Cross's snail transceiver to force the world to watch the East Blue die, and plans to use Merveille's local village as a testing ground for the beasts. He only relents from trying to kill the Straw Hats when Nami and Perona agree to join his crew, whereupon he tears open the bunker meant to protect the villagers from the beasts, mocking Nami for not having thought to include sparing the villagers in their deal. When Nami and Perona betray him, Shiki, no longer wanting them on his crew, poisons them both. After being defeated by Luffy and Bartolomeo, Shiki is locked in Impel Down, only to be freed by Blackbeard. Joining Blackbeard's crew, Shiki and Byrnndi World drop a massively enlarged battleship on Marineford during the Summit War, and Shiki tries to kill Whitebeard.
  • Buried Trilogy: Monkey Fist, taking the opportunity afforded by Kim being on the run, steals ten nuclear weapons, intending to auction them off in order to fund his magical research, killing the soldiers guarding them. When Ron, Shego, and Barkin destroy his ship and leave him for dead, Monkey Fist saves his own life by tapping into a wellspring of magic, then begins spreading a Hate Plague around the world, which slowly grows more potent until it causes mass violence, nearly starts a nuclear war, and risks rendering the entire human race homicidally insane. Meanwhile, Monkey Fist tortures Shego to near-death before killing nearly everyone in Global Justice HQ. When Ron and Kim face him, Monkey Fist declares his intent to become a god, before attempting to kill them.

    • Charles Ludmoore, the King Smuggler, is Meridian's most notorious trader of secrets and artifacts of power. Through his brothers Cedric and Cyrus, he manipulates both sides of the civil war for his family's Long Game. Using the Oni masks as distractions to cover his acquisition of even more powerful items, he shores up a great deal of power for himself that few can match. Once Cedric tracks down Phobos's sister Elyon, he has Cedric manipulate Phobos into attacking him to give himself an excuse to join the Rebellion, where he proves invaluable to many of the Rebellion's operations. When Daolon Wong betrays Phobos, Ludmoore arranges to place himself in a position to save Wong's life, taking all of Wong's magic in exchange. He later arranges the events that set Elyon against Phobos, leading to Phobos's downfall and putting him in a position to shape the future of Meridian even further.
    • Harold Hale, aka Arthur Pendragon, is Cornelia's father and a member of the Dark Hand. After pretending to be unaware of the Dark Hand, he betrays Jackie Chan to Bartholomew Chang, who blackmails Jackie into working for the Dark Hand. Knowing that Jackie is infiltrating the Dark Hand for Section 13, Hale seemingly switches sides in order to give Section 13 control over the American branch of the Dark Hand, along with helping them arrest Chang, only to reveal to the renegade Quentin Ross that the Dark Hand and Section 13 were both created, in part by Hale himself, for the purpose of manipulating the world's governments into using magic to protect Earth from extradimensional threats, before killing Ross. He then meets with the other leaders of the Dark Hand, revealing to the readers that everything from his defection to his takeover of the American Dark Hand was all part of his plan.
  • Remnant's Bizarre Adventure:
    • Neo Politan is the adoptive daughter and personal assassin for Roman Torchwick. She is a highly skilled and dangerous fighter, frequently able to take on multiple trained warriors at a time. When Koichi Hirose is kidnapped by Anjuro Katagiri, Neo rescues Koichi and the two defeat the infamous murderer, with Neo being impressed by Koichi's courage and forming a Villainous Crush. Neo successfully prevents Jotaro from taking Emerald Sustrai prisoner during the Dance, and when Joseph Joestar is brought to Vale to find Torchwick, she attempts to assassinate him and is nearly successful. During the Breach, Neo escapes her imprisonment the very moment her guards attempt to transfer her from her cell, leaving their bodies in her place. Sneering at egotists and cowards, Neo proves that she is one of Remnant's most capable criminals.
    • Eleven Men is one of the enforcers hired by Whitesnake to facilitate the Breach, and is cunning, pragmatic, and unfailingly polite. Despite having a seemingly weak Stand, Eleven Men proves himself a deadly opponent when he fights Yang Xiao Long, scoring a definitive victory over the blonde brawler, and only being prevented from killing her by the intervention of Raven Branwen. Despite being outmatched by Raven, Eleven Men remains as professional as ever, successfully escaping the train with Jotaro and Team RWBY having been unable to avert the Breach.
  • Roger, Roger: After being promoted to a command position by Asajj Ventress, 711 quickly proves that Ventress chose well. Mounting a defense of the mines of Khorm, 711 baits the Republic troops into an ambush and defeats them quickly and efficiently, only losing the mines because the local warlord's failed attempt to destroy the Jedi along with Ventress and 711 allows the Jedi to destroy the weather control machine keeping Republic reinforcements at bay, which Ventress and 711 make the warlord pay dearly for. 711 then builds the Network, which turns the droids under his command into a frighteningly effective fighting force, and goes on a campaign of capturing Republic ships with ruthless efficiency. After 711 soundly wins the battle of Iraknya but fails to keep Admiral Himler from destroying the Iraknian capital, 711 hands Himler and his men over to the Iraknians to convince them to join the Separatists. After being assigned to take part in the attack on Kamino, 711 mounts a highly effective siege, defeating the reinforcing Republic ships even when severely outnumbered, severely damaging Tipoca City and crippling its cloning facilities, and almost destroying it completely, with only the Jedi's last-minute intervention saving the city. After reports of the battle get out, the Droid General is regarded as one of the greatest threats to the Republic, and rightly so.
  • The Requiem of Remnant: Giorno Giovanna remains as magnificent as ever. Even despite being Trapped in Another World without his Requiem powers, Giorno sets out to take over the criminal underworld in hopes of killing Cinder Fall and gaining the resources to return home. When confronted by Emerald Sustrai and Mercury Black, Giorno defeats the master assassins with relative ease, with the two of them only barely managing to escape death at his hands. For months he robs Roman Torchwick blind, culminating in him stealing Roman's best weapons at his own White Fang rally. After escaping from Team RWBY in a high-speed chase, Giorno defeats Roman and Neo Politan in battle and lets them escape with the idea that he has an entire organization backing him. Giorno is an expert at manipulating people by subtly changing his behavior, and tricks his enemies into coming to the conclusions that he wants them to reach. When confronted on his motives, Giorno states that he won't be satisfied until he's the one in control.
  • Fallout: New Vegas mod Race to the Bottom (link): Hosea is the leader of The Vultures, a resistance movement dedicated to preserving the Mojave’s independence from the NCR. A former Follower of the Apocalypse, Hosea grew disillusioned with the Followers’ pacifism and took to raiding supply caravans to both weaken the NCR and attract recruits by distributing the supplies to the people of New Vegas. Hosea is willing to take the fight to civilians if necessary, robbing and later murdering Ella Hawthorne to send a message to NCR citizens to leave Freeside. After discovering the hydroponic farms in Vault 23, Hosea suggests the Courier kill NCR troops to keep their location secret, then will make plans to distribute the farms’ produce to the poor, both for its own sake and to recruit more people to the Vultures. Hosea’s end goal is to weaken the NCR enough that after they defeat the Legion at Hoover Dam, they will be weakened enough that the people of the Mojave can force them out. While he proves multiple times that he is not without kindness, Hosea is nonetheless willing to kill as many as he has to to keep the NCR from taking control of Vegas.
  • This Bites!:
    • Rob Lucci is the deadliest agent of Cipher Pol No. 9. After abducting Nico Robin and Franky from Water 7, Lucci sets off explosives around the island to keep most of the people of Water 7 from helping the Straw Hat Pirates pursue his team to Enies Lobby. At Enies, Lucci fights Luffy and nearly wins. Upon being offered a job working for the New World Masons, Lucci accepts only after Captain T-Bone defeats him in single combat, whereupon he commends T-Bone as a Worthy Opponent. Lucci then begins subverting and recruiting the other Cipher Pol units, and by the Battle of Marineford, he has recruited all but CP0. At Marineford, Lucci and his subordinates help save Luffy and Ace from the Marines, and afterward Lucci agrees to put Marguerite through Training from Hell in the Six Powers in exchange for her teaching Haki to him and his men.
    • Vice-Admiral "White Feather" Komei is one of the most intelligent members of the Marines, having discovered the existence of the New World Masons multiple times and having chosen to let Tsuru erase his memory each time. Having been assigned to guard Sabaody and the entrance to the New World, Komei establishes a highly effective blockade, forcing the Thirteen Supernovas and dozens of other pirate crews to work together to break the blockade. Using privateers as meat shields, Komei slows down the Supernovas in order to let the weaker pirates shatter against his vanguard, forcing the Supernovas to engage the main force of the blockade with limited backup. With his blockade force only being broken by the Straw Hats' previously-unknown secret weapon, Komei simply acknowledges his failure as a learning experience and moves on from it.
    • Magellan is the Warden of Impel Down and the most powerful combatant on its staff. Despite being a cruel man in command of a cruel prison, Magellan's devotion to his justice is absolute; he will not break the rules of his prison under any circumstance. When Luffy breaks into Impel Down, Magellan defeats him in combat, dealing him several blows that almost kill him. Later, when Luffy and the prisoners he has recruited attempt to break out, Magellan faces them again, but chooses to let them go after Luffy survives his Poison Goetia so he can better fight Blackbeard, reasoning that they're sailing to their deaths at Marineford. Magellan proceeds to win his fight with Blackbeard, and is only prevented from killing the Blackbeard Pirates by the accidental involvement of "Wet-Haired" Caribou. Upon receiving inarguable proof that the World Government's justice is corrupt, Magellan agrees to join the New World Masons, taking a seat among the Zodiac of the Damned as a sign of independence, and begins re-evaluating his prisoners' sentences with the help of the Revolutionaries.
