The Skaven riff gleefully on all kinds of supervillain tropes, so their ruling council naturally epitomises this one. They sit in shadow in a chamber high atop the Skaven capital of Skavenblight, attended by mute albino guards and equipped with all the usual trapdoors-into-pits-of-mutant-monsters expected when dealing with insufficiently pleasing underlings.
