The fabric of reality holds Lord Foul prisoner there - however, if the Creator ever interferes with events in that world, it will break reality and set Foul free once more. Thus Foul is able to torment the people of the Land unopposed, though their ultimate goal is to destroy reality themself and take their evil back to the wider cosmos.
