The movie never presents us with the feeling that Rocky is going to be "rascally raccoon". As the example points out, from the moment Rocky appears, he's presented as a wild animal, foraging for food in the garbage can and becoming defensive when Jack-Jack takes it away. While their fight shows Rocky with a few human-like facial expressions which are Played For Laughs, on the whole the raccoon behaves like animal throughout his scene. This trope really isn't in play here.
