Racers start with a limited amount of them, and once they hit the button, they can't stop it except by crashing, hitting a spike strip, or getting EMP'd (which is nearly impossible considering a car on Turbo will easily escape EMP range). What it does is give a ''massive'' boost to acceleration and top speed, for a short duration. Leveling up the powerup increases its power and duration.
