ComicBook/TheSuperiorFoesOfSpiderMan were a whole superteam full of these, although Overdrive takes the cake, with his man-crush on ComicBook/LukeCage. When Cage and ComicBook/IronFist beat up the team and get them arrested, he vehemently defends their actions.

** In his first appearance in ''ComicBook/SpiderMan'', Overdrive tried to get Spidey's autograph ''while they were fighting''. ''Superior Foes'' eventually reveals he's a HeroicWannabe who became a villain with the full intention of pulling a HeelFaceTurn at the dramatically appropriate moment.

** Sandman is prone to being this anytime he works with other villains. Flint is a career criminal, but also [[BruiserWithASoftCenter entirely too soft and innocent beneath his thuggish persona]] to ever actually do anything evil; he doesn't want anybody to get hurt by his heists, he just wants a big score to provide for himself and his family, and lives in fear of his criminal lifestyle ever affecting [[EvenBadMenLoveTheirMamas his beloved mother]] or adoptive daughter. He actually spent some years as a good guy and only became a bad guy again when forced too by another villain, and ever since then his "villainy" has only become more and more harmless.

Draco Malfoy may had some reservations and being forced into evil but until that point he had plenty of shockingly evil moments as an independent villain, including trying to have Hagrid's pet executed, assisting a paparazzi in ruining the lives of innocents through libelism and helping a sadistic tyrant in enforcing her rule in the school including torturing the dissidents. And wasn't it mentioned that he had a hungry expression when Umbridge attempted to cruciate Harry? That probably explains why he chose to do it himself in the next year/book

* PlayedForDrama with Draco Malfoy from ''Literature/HarryPotter''. For the first five books, he is a {{jerkass}} who never gets closer than RedHerring to being a real villain. When he is finally given an important job by the bad guys in ''[[Literature/HarryPotterAndTheHalfBloodPrince Half-Blood Prince]]'', it quickly becomes clear that he can't do real evil; he tries to kill Dumbledore indirectly but all of his attempts fail. When he finally has a golden opportunity to kill him on the spot, he can't go through with it, and only disarms him. The only reason he tries to go through with it is fear of what Voldemort would do to him and his family. [[spoiler:Oh, and Dumbledore is perfectly aware of what he is up to the whole time, but didn't approach him for fear of Voldemort catching on through Legilimency.]] Also in ''[[Literature/HarryPotterAndTheDeathlyHallows Deathly Hallows]]'', when the trio are caught and brought to Malfoy Manor, and Draco is asked to take a look at them to see if they've got the real Harry Potter, he clearly knows it's them and is clearly reluctant to identify them since he knows that doing so will ensure that Voldemort will come and kill them.

* In the "Fallen Angel" episode of ''WesternAnimation/TeenageMutantNinjaTurtles2003'', there was Angel, a young girl from Casey's neighborhood who he tried to be a BigBrotherMentor to, wanted to join the Purple Dragons because she thought EvilIsCool, despite Casey's attempts to talk her out of it. She changed her mind quickly when his attempts led to him being captured by the Dragons, who obviously intended to kill him as the finale to their violent initiation rites. Fortunately, Casey told her where to get help. (Of course, Angel may never have even qualified as a "minion" in the first place, seeing as she bolted in the middle of what was supposed to be her initiation.)

%%** Max could also be considered this. It's not that he doesn't ''want'' to be evil, but quite frankly, he's a much better babysitter than he is a villain.

* In ''Theatre/CesareIlCreatoreCheHaDistrutto'', Raffaele Riario is told by his uncle, [[UsefulNotes/PopeJuliusII Cardinal della Rovere]], to kill Cesare Borgia, who is living with him in Pisa, where Raffaele is archbishop. Raffaele won't do it, partially because he falls in love with Cesare and his beautiful [[ArtisticLicenseHistory black hair]], and partially because he wants nothing to do with those kinds of plots -- as a teenager, he was traumatized by being used as bait, essentially, in a plot to assassinate Lorenzo de'Medici, a plot which he knew nothing about.
