If you kill someone in front of a witness, their reaction will be based on their persona- Dangerous (the Student Council), Strict (Teachers) and Heroic (some students) will attempt to apprehend you themselves, Social Butterflies will run to a place with people (and call the cops), Teachers' Pets will tell their preferred teacher, Loners will run out of school and then call the cops, and Cowards will run away, but not call the police. However, certain students have others that they're particularly close to, like Saki with Kokona, Pippi with Ryuto, the Basu sisters with each other, the Photography club with each other, and anyone you've matchmade with each other. When you kill one of such a pair where the other can see you, it doesn't matter what their personality is- they're coming after you as if they had the Heroic persona. And you'd better be ready for a struggle because their strength will be maxed out, even if they were incapable of self-defense beforehand.

In fact, he often comes off as ''worse'' than Lelouch, due to his views occasionally dipping into BlackAndWhiteInsanity. Suzaku harbors immense guilt not only for killing his father, but never being punished for it.
