This is because Celestia was unable to handle having a child when Rainbow was born, and ended up giving her up for adoption, which is the root cause of Rainbow Dash's inferiority complex because she's under the impression that not even her mother wanted her. Celestia wanting to reconnect does not make things worse, Rainbow's self-image issues making it impossible for her to see that Celestia loves her, and her newfound royalty has both strained her relationship with her friends and more or less ruined all her future prospect, which she understandably blames Celestia for.
