Of course he does, as he is dead and in a computer form sort of in Metroid Fusion, which is set after Other M but came out like 8 years before (he gives his life to set the self-destruct sequence in Sector Zero of the Bottle Ship, destroying the Metroids). Other M also explains how Ridley is just a corpse in Fusion - he gets owned by the Metroid Queen in Other M, then the Federation pretty much nick him and place him in a frozen room in the BSL Fusion is set in. Same with Nightmare, except he doesn't play a major part in either game and is just a boss.
