Perhaps it was all a dying person could give before they died. Of course, someone could have simply been too weak and passed out before they could communicate more. Perhaps there wasn't room or ink enough to make more than one word. Perhaps a puzzlemaster wants to make things difficult for the player. Maybe it was all they could write because they CouldntFindAPen. Regardless, this is all one has to work with. There is not enough even for a riddle; just a couple random words to work with.
This is frequently with the DyingClue trope, but not necessarily.

It becomes apparent that a mystery or a puzzle is in play. The problem is that only a single word or two gives any clue of what to do next. Perhaps it was all a dying person could give before they died. Of course, someone could have simply been too weak and passed out before they could communicate more. Perhaps there wasn't room or ink enough to make more than one word. Perhaps a puzzlemaster wants to make things difficult for the player. Maybe it was all they could write because they CouldntFindAPen. Regardless, this is all one has to work with. There is not enough even for a riddle; just a couple random words to work with.
This is frequently with the DyingClue trope, but not necessarily.
