When a sweet old lady has her coverage denied, he quickly and covertly rattles off a string of forms and contacts to get her what she needs. A FreezeFrameBonus shows that the company is making record profits even with (or rather, it is heavily implied, because of) him aggressively gaming the system on his clients' behalf, despite him getting chewed out by his boss for it.

** Despite having [[BrilliantButLazy a strong preference]] for simply spending his family's wealth on wine and women, Tyrion Lannister demonstrates that this trait very much runs in the family. While Tywin is engaged in the war effort he installs Tyrion as acting Hand of the King. In this role he manages to root out the corruption and incompetence plaguing the capital, successfully organize the defense of the city against a powerful siege led by one of the largest armies in the country, and (partly) alleviate the suffering of the city's poor that threatens a violent revolt. It's noted that prior to this he was placed in charge of the sewers of the Lannister stronghold of Casterly Rock -- [[ReassignmentBackfire presumably as an insult]] -- only to make them work better than they ever have before, or since. When actually placed in battle, he acquits himself fairly well despite his physical deformities, and is shown to be an inspiring and effective battle commander. The fact that his prodigious talents are appreciated by neither his family nor the citizens of the realm end up being his StartOfDarkness.

* Amr Fahmy is best known for occupying high-ranking roles in the Confederation of African Football, the governing body of [[UsefulNotes/AssociationFootball soccer]] for the continent. As secretary-general of the organization, he successfully investigated his boss, CAF president Ahmad Ahmad, for corruption and sexual harassment, which resulted in charges being brought and derailing his career. This alone would probably qualify him, but he was secretly also the founder and leader of the Ultras Al Ahlawy, a powerful and well-organized soccer fan group who had been engaged in clashes with the corrupt Egyptian authorities and played a instrumental role in the Egyptian Revolution of 2011. A large part of why he was so effective in his bureaucratic roles was because he was such a passionate and militant fan; corruption at the highest level was something he simply could not tolerate.

Turns out said items were magical and quite genuine, and by trying to use them in his bluff, Harry became the very real Inspector 13. With help from an older student, who turns out to be Inspector 84, he utterly upends the tournament, bankrupting the organizers with justified fines for various blunders and willfully ignoring regulations. Individual leaders may also have traits which make them better at wrangling bureaucracy if they're in positions of power, like those with the Master Bureaucrat trait.

** Chiune Sugihara, the Japanese consul in Kaunas, Lithuania, saved ''thousands'' by filling out visas that allowed Jews to evacuate to Japan. He was recalled in disgrace, but he continued to fill out visas as fast as he could until the very last minute, even flinging them out of the window at the crowd as the train pulled away. Sugihara was a ''vice''-consul, which means in the (highly stratified) Japanese diplomacy he did not have the authority to decide on visas. [[http://en.wikipedia.org/wiki/Chiune_Sugihara#Lithuania He gave them out in direct violation of his orders from Tokyo]], during the time when powerful Japanese generals had to step carefully to avoid disgrace, execution, or assassination. This is an even more badass act.
** Similarly, UsefulNotes/RaoulWallenberg, a Swedish diplomat, saved numerous Jews by falsifying paperwork permitting them to enter Sweden, then bought up 32 apartment buildings, filled them with Jewish families, declared them Swedish sovereign territory (much like an embassy or consulate in a foreign country), and pretty much dared the Nazis to stop him. They didn't.

* [[UsefulNotes/TheKnightsTemplar The Order of Solomon's Temple]], while famous for their knights deserve mention here. Everyone has heard of the Templar Treasure, but while movies imagine this as hoards of gold or Thor's hammer, the reality is that their funding largely came from investments. By creating one of the most well-established banking and cheque systems in Europe, they were able to establish what was essentially a multinational corporation. By investing the pilgrim's money while they were in the holy land, they were able to receive the interest profits from these investments and amass their own personal endowment that rivaled kingdoms. In reality their eventual purge was little more than a hostile takeover to take control of these assets. All of this while they remained one of Europe's most effective armies.
** To put this into perspective: the king of France was the one to order the Templars put out of business, because the kingdom was so far in debt to them that the order could have taken ''France itself'' in payment.
