We're meant to think that the episode's BigBad has sent in her goons to kidnap the witnesses or that the marshals have been bribed. Nope. While the BigBad does have a plan, it has nothing to do with the marshals or the witnesses. Indeed, one of the marshals shows up at the end of the episode.
