** Reading the [=PDA=]s you find out that the [=UAC=] had been sending explorations in Hell for quite a while, some of which brought back captured demons as "specimens" to study. It's possible they had planned for a demonic invasion, or at least some of the demons escaping containment, but the sheer scale of the invasion completely overwhelmed them.
